League Finals Evaluations
The league meets were hosted by Los Gatos and Saratoga. Overall, they did an excellent job.
At the El Camino League meet, the discus and shot put sectors were not marked correctly. All teams should make sure that the new 34.92-degree sectors are being used. If the new sector is not used, the visiting team can request the home team mark the correct sector or forfeit the points in that event.
The Games Committee should discuss the rules for the league meet prior to the coaches meeting, preferably at the preseason meeting.
At the preseason meeting, Block Crew should be a job assignment for the league meet.

SCVAL Qualification Meet Evaluation
Monica Townsend did an excellent job as the Meet Director for the SCVAL Qualifier Meet.
The Games Committee should review rules prior to the meet day.
The coaches agreed that the night meet was a success and should be held again as long as no school has a schedule conflict (example: prom).
A Meet Referee should be appointed for the meet that is a neutral party.
In the field events, athletes, with multiple events, should change flights if possible to avoid conflict.

Mt. View will move up to the DAL and Lynbrook will move down to the ECL. The calculations are shown below:

League Schedule
Preliminary schedules were presented for the two leagues. They need final approval from the BOM.
Honor Coaches
Monica Townsend (LG) and Walt Van Zant (W) were nominated. Their names will be submitted to the CCS.
CCS Meet Evaluations
Schools are not showing up to perform their job duties at CCS. If you are unable to do your job, please find a replacement. It is not fair to the other schools.
San Jose City College needs to do a better job of setting up the Shot Put and Discus areas. They also should not schedule a Volleyball Tournament in the warm-up area on the same day.
Steve Filios should be commended for doing a good job as Meet Director.
The CCS By-laws should be changed to allow 9 competitors at the CCS finals if the facility allows it.
There was an issue with Scott Chisam (Head Field Judge) and the Shot Put competition.
By-Law Changes
By-Law Change 1
Julie L'Heureux (SC) proposed the removal of the Hardship Rule. Ernie Lee (G) seconded it. The vote was 8 for and 5 against.
Reason: Since the hardship rule is not followed correctly, the rule should be deleted. Most sports do not have the rule.
Concern: The BVAL has a hardship rule that allows the top athletes to move on. The SCVAL should have a similar rule, so that our best athletes move on.
New version of By-laws
Article VIII, Section 1 should be deleted and Section 2 and 3 should be renumbered 1 and 2.
By-Law Change 2
Julie L'Heureux (SC) proposed and Hank Lawson (L) seconded the following:
If the Hardship rule is not deleted, then Article VIII, Section 1.5 should be altered to reflect the fact that the hardship mark must be better than the place of the last automatic qualifier to the CCS meet from the SCVAL each year. The CCS changes the number of qualifiers to the CCS semifinals each year. So, we do not want to show an exact number because this changes each year.
The vote was 14-0.
Reason: to clean up the By-laws.

1.5The coach of the hardship athlete must verify that the athlete has posted a mark during the current season in a boys event that is better than the nth best boys mark recorded at the Division meets and in a girls event that is better than the nth best girls mark recorded at the Division meets. The nth mark is determined by the number
of boys and girls who qualify from the SCVAL Qualifier Meet to the CCS trials as per the yearly track by-laws of the CCS.
If you can come up with better wording, feel free to change it.
By-Law Change 3
Hank Lawson (L) proposed that all references to the SCVAL Standards be deleted. It was seconded by Julie L'Heureux (SC). The vote was 7 for, 3 against, and 4 abstained.
Reason: Standards are no longer being used

By-Law Change 4
Julie L'Heureux (SC) proposed the following:
Article IV, Section 3.2, change 880 yds. to 800m
Hank Lawson (L) seconded it and the vote was 14-0.
Reason: to clean up the By-laws

3.2In races that are 800m or more, each school may enter as many competitors as facilities and meet management will allow without heats being involved.
By-Law Change 5
Ernie Lee (G) proposed the following:
Article V, Section 3 - change wording to have 8 qualifiers to the finals
It was seconded by Hank Lawson (Lyn) and the vote was 14-0 in favor of.

Section 3Qualifiers to Division Finals:
3.1Trials will be held in the events deemed necessary. If field events need to be contested over 2 days, then the following applies:
3.1.1A minimum of eight (8) participants will qualify for the finals in each track event. In the case of ties in the trials, it will be left to the discretion of the track committee as to whether more than eight (8) will compete in the finals or a run-off will be held at the site of the trials. Events seeded to finals will count as one (1) event.
3.1.2A minimum of eight (8) participants will qualify for the finals in the field events.
3.1.2(a) High jump and pole vault participants will jump until a minimum of eight (8) have qualified and competition will then cease.
3.1.2(b) In the shot put, discus, long jump and triple jump, all participants shall have three (3) trials attempts with the top eight (8) qualifying to the finals.
3.1.3In cases of ties in the field events, tied participants will progress into the finals.
By-Law Change 6
Gerri Baldwin (LA) proposed the following:
Combine Article V, Section 3.2.1 and 3.2.2 and have all divisions receive 4 attempts in the SP/Discus/LJ/TJ
It was seconded by Monica Townsend (LG). The vote was 8 for and 6 against.
New version:
Delete Section 3.2.1 and 3.2.2 and replace with the following:
3.2Final for SP/Discus/LJ/TJ - for competition contested on 1 day:
3.2.1All Varsity, JV and F/S participants in the shot put, discus, long jump, and triple jump will be allowed four (4) attempts. There will be no trials for Varsity, JV and FS competition, just finals.
By-Law Change 7
Julie L'Heureux (SC) proposed the following:
If by-law change 6 is not approved, the number of participants should be changed from 7 to 8 in Article V, Section 3.2.1.
It was seconded by Hank Lawson (Lyn) and the vote was 14-0 for.
New Version:
3.2.1All varsity participants in the shot put, discus, long jump, and triple jump will be allowed three (3) trial attempts. The top eight (8) participants after the three trial attempts will be allowed three additional attempts and will compete in reverse order of their place after the first three attempts.
By-Law Change 8
The coaches approved the following:

The following proposal was made by Kenrick Sealy (H):
At the qualifying meet, the running heats should be seated equally and not fast/slow.
The change was seconded by Mark Shields (F). The vote was 3 for and 9 against with 1 abstain. Change is not approved.
Other Discussion
The following discussion took place about the qualifiers to the SCVAL Qualification Meet:
Article VI, Section 2 was discussed to modify it to the following:
" Following determination of the 16 seeded competitors, if there are any athletes who placed within the top 6 finishers ( thus scoring) at the divisional finals, who are not amongst this seeded group, they shall be added as additional competitors in the qualifier meet"
The discussion ended with no proposal.
Ernie Lee (G) will attempt to clarify the method used to compile the Top 16 list for the SCVAL Qualification Meet. He will present it at the 2008 Preseason Meeting.
The coaches briefly discussed having the Pole Vault at the League Finals.

Appendix
The following was sent by the AD liaison to track:
The topic of reinstating pole vault is a no. There was a consensus that this sport will not be brought back due to liability and cost issues.
The hardship waiver was adjusted to remove the cause of the injury. This should make the reasons for hardships universal and following the bylaws easier in the future.
The rest of the changes were tabled until next meeting due to the fact that the bylaws have been updated (2006) and we did not have a copy to refer to. The bylaws are posted on the SCVAL website.
Based on a discussion with my principal after the BOM, the athletic directors cannot propose a by-law change, only the coaches, therefore the BOM did not approve the Hardship rule change, proposed by the athletic directors. I believe the Hardship Rule will remain as is.
