Name of Consulting Assignment:Technical Assistance to Seychelles’ Fisheries Economic Intelligence Unit (FEIU)

The Ministry of Fisheries and Agriculture, in collaboration with the Seychelles Fishing Authority, are establishing the Fisheries Economic Intelligence Unit (FEIU) to develop, analyse and disseminate key economic information on the fisheries sector.

The Ministry is now seeking a highly motivated and experienced economist to lead the process of establishing this vital unit. The expert, who will serve as a Technical Assistant to the Ministry for the FEIU, will also work closely with SFA, the administration with primary responsibility for fisheries economic data collection and management. Capacity building for Ministry and SFA staff will be a key activity for the formal adoption and early stages of implementation of the FEIU.

In broad terms, the expert should have qualified in natural resource economics or related discipline and have at least 10-years of experience in economic policy, management and sectoral development in developing country contexts, with an emphasis on value chains, trade and markets. Expertise in quantitative economics and the development and use of analytical models for developing policy and management advice are essential to this assignment.

Key tasks of this assignment willinclude:

  • developing operational modalities for the FEIU and capacity building
  • identifying and sourcing economic, socioeconomic and trade information
  • ensuring the integration of the FEIU with fisheries monitoring and research at SFA
  • developing data exchange and management protocols
  • developing, adopting or updating of economic models and dashboards
  • defining outputs and reporting requirements of the FEIU
  • developing education and awareness to promote the use of the FEIU for decision making

The Ministry of Fisheries and Agriculture is now inviting individual consultants to indicate their interest in providing the services. Expressions of Interest (EOI) shall consist of a cover letter and curriculum vitae. The deadline for submission of EOI is 24th April 2018 and should be clearly marked using the Subject Line ‘‘Technical Assistance to the FEIU”.
