MINUTES OF THE MEETING OF BILSBY & FARLESTHORPE PARISH COUNCIL

HELD IN CHURCH HOUSE, BILSBY

ON 10th January 2013.

Present: Councillors Wilson-Brown, Marsh, Morley, P Maplethorpe, J Maplethorpe, Scarlett and Iredale.

8 members of the public.

Concerns raised regarding overloaded trailers on Thurlby Road and Back Lane, Bilsby. Farmyard manure is littering the roads and could be dangerous. This is to be reported to the police and also to ELDC.

Cllr Jean Bradley has £550 of community grant money left to be used by the end of March 2013. Councillors suggested Blind Disability Lincs and the Food Bank in Alford.

It was resolved to move agenda item 8 forward.

CONSIDER CO-OPTION OF COUNCILLOR FOR FARLESTHORPE.

68. Resolved to co-opt Mr Curtis Bailey as member for Farlesthorpe.

69.  Cllr Marsh, Cllr J Maplethorpe and Cllr J Maplethorpe declared pecuniary interest in agenda item 7.

70.  Resolved that these be signed as a true record by the Chairman.

71.  Cllr Marsh informed council that the requests for grit bins would not meet LCC criteria.

Water leak in Thurlby Road fixed.

Church House – Still waiting for this to come on the market. It will be available for the County Council elections.

Thatched Cottage, Thurlby Road – Clerk received copy of Mr Hall of Bilsby Hall response to letter from ELDC stating that this did not warrant a section 215 notice. Cllr Bradley will continue to press Planning enforcement. Cllr J Maplethorpe and Cllr Morley will meet to look at site.

CORRESPONDENCE.

72.  a.) Notice of temporary road closure from LCC Highways.

Huttoft Road for patching work.

Closed for 2 days as and when required during the period 31/1/2013 to 5/2/2013.

b.) E-mail from Lincolnshire Road Safety Partnership to inform the Parish Council that a speed survey may be carried out on Thurlby Road, Bilsby. The last survey was carried out in April 2010 and would not normally redone until 3 years has passed. However, it is felt that it is appropriate to propose that another survey is carried out in the near future and by the time this is progressed it will be close to the 3 year limit. The survey will be placed near Barnside Cottage, Thurlby Road.

c.) The Local Government Boundary Commission are carrying out an Electoral Review of East Lindsey. They have started a consultation on new ward boundaries in the area. Any response to this consultation should be made by 18th February 2013. A poster advertising this consultation has been put on the notice board.

d.) LALC NEWS – Winter 2012.

e.)Letter from ELDC re: Parish Council Tax Base 2013/14.

The Government announced the Local Government Finance settlement on 19th December. ELDC will contact parish council’s with details of the effects of this on the Parish Council Tax Base as soon as they can to allow Council’s to set their precepts.

f.)  Copy of letter sent by Mr R Hall in response to letter received from ELDC concerning Everleigh, Thurlby Road.

73.  FINANCIAL:

a.) Accounts for payment.

Resolved that the accounts as set before the Council totalling £342.45 be paid.

b.) Accept accounts at end of December 2012.

Resolved to accept accounts as presented to the council.

c.) To agree budget and precept for 2013/14. All Councillors were granted dispensation in December to allow them to discuss and vote on this agenda item.

Resolved that budget/precept for 2013/14 should remain at £2,903 the same amount as the previous two years.

Consider response to ELDC Draft Core Strategy and Draft Housing Strategy.

74. Councillors agreed responses to questions asked in the consultations . Cllr Marsh, Cllr J Maplethorpe and Cllr P Maplethorpe did not take part in the debate due to declared pecuniary interests. It was noted that Bilsby was classed as a medium village as it had a public house, however at the current time this public house is not open to the public.

PLANNING AND DEVELOPMENT.

75. a.) Land south of Thurlby House and Balbirnie, Thurlby – Siting of 1 800kW wind turbine, maximum height 74 metres, construction of access track and associated infrastructure.

Resolved to object on grounds that this would have great visual impact on the character of the surrounding area.

b.) Church House, Alford Road – Provision of a car park to serve Holy Trinity Church and alterations to existing vehicular access.

Resolved to support application

c.) The Village Oven, Sutton Road – Change of use, conversion of, extension and alterations to existing bakery to form 1 dwelling on the site of part of the existing building which is to be removed and change of use of land to use as domestic curtilage.

Resolved to support application.

76. a. Street light outside Spar shop not working – This has already been reported.

b. Grass verge on east side of Alford Road, Bilsby encroaching onto footpath. Cllr Marsh will report to LCC highways.

c. Apologies from Cllrs J and P Maplethorpe for February’s meeting.

d. New vicar has been appointed and will start 18th February 2013.

e. Areas in Bilsby are blacklisted by insurance companies for reasons of possible flooding. Clerk to write to Sir Peter Tapsell regarding this issue.

f. Government announced £6m for road improvements.

g. LCC received £27m for it’s new public health role which £1.5m more than expected.

h. ELDC Car Parks – There will be no free car parking in Alford.
