Applications are invited from enthusiastic individuals for the above full-time permanent post based at Leverndale Hospital in South Glasgow. The rehab element of this post is an exciting new service that has been created as a result of the reconfiguration and development of Rehabilitation services across South Glasgow. The post is for 10programmed activities per week and the post holder will assume responsibility for the care of patients within two adult continuing care wards in Leverndale hospital, as well as the IPCU ward.
Applicants must have full GMC registration and a Licence to Practise. Those trained in the UK should have evidence of higher specialist training leading to a CCT in General Adult Psychiatry or eligibility for specialist registration CESR (CP) in General Adult Psychiatry or be within 6 months of confirmed entry from date of interview.
CONSULTANT GENERAL ADULT PSYCHIATRIST –

Applications are invited from enthusiastic and experienced individuals for this full-time General Adult post within the Rehabilitation service based at Leverndale Hospital.The rehab elements of this post are being newly created as part of an on going reconfiguration and development of the service. The post is based in the IPCU unit and the two medium stay wards at Leverndale hospital.
1.Current PSYCHIATRIC SERVICES- SOUTH GLASGOW
Mental Health Services in Glasgow are delivered in conjunction with the Glasgow CHP and other outlying CHCPs for the whole of Greater Glasgow. The Lead Associate Medical Director for Health and Learning Disability is Dr Michael Smith, who is based at William Street Clinic. The Management Team for South Glasgow is based at LeverndaleHospital; the Head of Mental Health is Mr Calum McLeod and the Clinical Director is Dr Gwen Jones-Edwards.
The mental health services in South Glasgow provide care for a total population of 320,000. Community adult services are based in seven general adult Resource Centres. The acute inpatient beds are based across three wardsatLeverndaleHospital. The regional Mother and Baby MHU is also housed on site in a new high quality unit. There are excellent clinical and non-clinical support services available including the full range of psychiatric sub-specialities. Community services are well established and based around generic community mental health teams enhanced by the Crisis teams, a First Episode Psychosis team (Esteem), a Perinatal team, an Eating Disorder team, Addictions teams and Primary Mental Health Care teams.
LeverndaleHospital has 216 inpatient beds. This includes 72 acute general adult beds, 12 intensive psychiatric care unit beds, 14 rehabilitation unit beds, 58 acute old age psychiatry (18 organic and 40 functional), 48 forensic beds and 43 adult medium stay beds. There are also 150 long stay elderly dementia beds split between Darnley (60) and Rutherglen (90), and 63 adult long stay partnership beds.
There are 7 General Adult Resource Centres covering Gorbals/Govanhill, Castlemilk, Rutherglen/Cambuslang, Govan/Ibrox, Pollok/Pollokshields, and Barrhead/Eastwood. Child and Adolescent Services are based at the TwomaxBuilding in the Gorbals, but the inpatient beds are provided at the Skye Unit at StobhillHospital. Learning Difficulty assessment beds and 20 continuing care beds at GartnavelRoyalHospital. There is also a Community Learning Disability Team.

3.OVERVIEW
The successful applicant will form an important and integral part of the existing multidisciplinary team within the Rehabilitation and Medium Stay services in South Glasgow. The service consists of a 14 bed Intensive Rehabilitation Unit, the 20 bed Balloch Ward and 23 bedded Ward 2 (Currently being used at 20 bed capacity). The service manages referrals from the acute wards; at the point of discharge it dovetails with the Discharge & Resettlement Team (DART) which provides specialist community rehabilitation support.
The Rehabilitation & Medium Stay service is a key component of mental health services in South Glasgow. It has a current staffing level of 0.8 Consultant Psychiatrist, 0.8 Speciality Grade Doctor, 0.5 Consultant Psychologist, 1 Senior Occupational Therapist & 1.5 Occupational Therapy technical support; a further 0.5 Principal Psychologist will be appointed in December 2014. There is access to wider input from Physiotherapy, Dietetics, Speech & Language Therapy and Clinical Pharmacy based within Leverndale.
The new Consultant position is a development post that has come about as a result of an on-going reconfiguration and development of the service over the past year. The successful applicant will be primarily responsible for up to 43 medium stay in-patient beds distributed between Wards 2 & Balloch Ward.
Ward 2 has 23 beds (of which only 20 are being currently utilised) and functions as a slow stream unit for individuals who have high levels of disability and complex co-morbid conditions but relatively lower levels of active symptomatology. The ward offers a high level of practical support with emphasis on promoting social and interpersonal functioning in the longer term.
Balloch Ward has 20 beds and functions as an intermediate stream rehabilitation unit. The focus is on a client group who have both active symptomatology and impaired functioning, associated with more challenging behaviour and/or behavioural disturbance. The focus is on engagement, thorough ongoing assessment, maximising benefits from medication, reducing challenging behaviours, and re-engaging with families and communities. The goal is a move on to the intensive rehabilitation unit and ultimately supported community living.
The IPCU elements of the post involves medical responsibility for 12 beds. The IPCU is a mixed sex ward and patients are admitted from various parts of the South Glasgow Psychiatric service, mainly General Adult settings and occasionally also from other specialties including CAMHS, Learning Disabilities and Old Age Psychiatry. It works closely with all these services. The IPCU also accepts referrals from the courts/prisons for some mentally disordered offenders.
The post-holder will be expected to lead on implementing a comprehensive range of services working as part of a multi-disciplinary team across Wards 2 and Balloch, and also leading the South Glasgow IPCU Service.
It is essential that a successful applicant would be an approved medical practitioner in terms of Section 22 of the Mental Health (Care and Treatment) (Scotland) Act 2003 or be eligible for AMP training.
4.DUTIES OF THE POST
The successful applicant will make a significant contribution to the delivery and development of the specialist Rehabilitation & Medium Stay services in South Glasgow. The main responsibilities are the on-going management of in-patients with the wards as well as having a role in assessing referrals for Medium Stay from the acute wards and working with the Intensive Rehabilitation Unit as people recover & progress through the service. The post holder will be expected to provide additional medical leadership to the team and assist with the further development of the service.
The IPCU Consultant works closely as part of a multidisciplinary team in working to deliver safe and effective care. This includes regular MDT meetings and clinical supervision of the Specialty Grade doctor. The IPCU aims to care for acutely disturbed patients for short periods and to minimise the patient’s length of stay. Minimising the patient’s length of stay is a key function of the IPCU, both in order to reduce the restrictions on individual patients as soon as possible and also to maintain a capacity to have beds available for emergency admissions. The role of the Consultant includes liaising with various colleagues and agencies from the NHS, Social Work and the Criminal Justice System as necessary in order to provide coordination and continuity of care through the service and ensure patients receive the most effective care and treatment.
In addition to assessing and treating individual patients, meeting with relatives and carers, responsibilities also include liaising closely with external agencies including MHOs, GP's as well as staff from departments across the service including the AAUs, CMHTs, Esteem, Crisis and the DART Team.
As RMO, the IPCU Consultant is responsible for reviews of detained patients status, and other responsibilities under the Mental Health Act including obtaining Consent to treatment or Second Opinions from the Mental Welfare Commission, Suspension of detention, Short Term Detention Certificates, CTO recommendations, review of detention and giving evidence to Mental Health Tribunals and to the courts when required. Patients under Criminal Procedures (Scotland) Act 1995 often require pre and post conviction reports to be submitted to the courts, suspension of detention with permission of the Scottish Government and occasionally reports to Scottish Ministers via the Forensic Psychiatry Advisor.
The post holder will participate in the South Clyde Consultant On Call Rota, which is non-resident, and currently at a frequency of 1:32. Cover forleave of colleagues will be in line with arrangements set out in the National Terms and Condition. There is considerable flexibility in working hours given the developmental nature of the post and the successful applicant would have the option to negotiate this further within reasonable limits if desired.
5.TEACHING/ADMINISTRATION
The post holder will undertake the administrative duties associated with the care of patients and the proper function of the clinical team including appraisal and non-clinical supervision of medical staff and clinical supervision of non-medical staff. He or she will also be expected to participate in the broader aspect of administration and management within the South Glasgow Division of Psychiatry and within Rehab & Medium Stay Service.
It is expected that the successful candidate will take part in Job Planning, Appraisal, Peer Review and Continuing Professional Development. Participation in audit or research is encouraged. The post holder will have the opportunity to be involved in the teaching of undergraduate medical students of the University of Glasgow. In addition the post holder will be expected to participate in the postgraduate teaching of medical staff and staff of other disciplines.South Glasgow has an active internal CPD programme which runs on alternate weeks in term time and there is also a wider regional programme, which the post holder would have the option to attend.
