FISCAL COURT MEETING: Woodford County Courthouse,

Tuesday, August 22, 2017 at 7:00 p.m.

PRESIDING: John “Bear” Coyle, Woodford County Judge/Executive

PRESENT: Magistrates Linda Popp, C.L. Watts, Gary Finnell, Ken Reed,

Gerald Dotson, Duncan Gardiner, Mary Ann Gill, and Jackie Brown

APPROVAL OF MINUTES

Judge/Executive Coyle called for any additions, corrections, or amendments to the minutes of the Regular Fiscal Court Meeting of August 8, 2017. Hearing none, these minutes stood approved as presented.

REPORTS

Treasurer’s Report (Sabra Garmon) – Treasurer Garmon reported the financial status through today with the total cash amount of $4,541,444.94, less claims of $66,703.44, less a certificate of deposit of $400,000.00, less payroll of $223,777.82, leaving an adjusted money market checking account balance of $3,850,963.68.

Ambulance Director, Freeman Bailey asked the court for permission to place an ad and hire a new paramedic to replace an employee who resigned.

1.  A motion was made by Duncan Gardiner and seconded by Jackie Brown to allow Ambulance Director Freeman Bailey to place an ad and hire a new paramedic to replace an employee who resigned.

VOTING AYE: All Present MOTION CARRIED

Maintenance Superintendent, Rick Wade asked the court for permission to surplus two non-useable vacuum cleaners.

2.  A motion was made by Gary Finnell and seconded by C.L. Watts to allow Maintenance Superintendent Rick Wade to surplus two non-useable vacuum cleaners.

VOTING AYE: All Present MOTION CARRIED

Recycling Director, Sherri McDaniel informed the court that the river sweep was a success, with 23 volunteers working to pull 1700 pounds of trash from the river. Ms. McDaniel also reminded everyone of the Household Hazardous Waste Day, which is scheduled for September 16th.

County Road Engineer, Buan Smith gave bid results for the Griers Creek Bridge project and recommended the court choose Haydon Bridge Company for the project.

3.  A motion was made by Jackie Brown and seconded by Ken Reed to choose Haydon Bridge Company for the Grier’s Creek Bridge replacement project. (Attachment)

Emergency Management Director, Drew Chandler asked for permission to have the Finance Officer prepare checks for the August 31st closing that has been scheduled for one of the Severe Repetitive Loss grant properties. The amounts needed for the checks are $18,000, and $141,000 to the owners, $325 for deed work and closing, and $226 to the county clerk for filing fees.

4.  A motion was made by C.L. Watts and seconded by Ken Reed to allow Director Chandler to have Finance Officer Beverly Flagg prepare payments for the August 31st closing on one of the Severe Repetitive Loss grant properties.

VOTING AYE: All Present MOTION CARRIED

Director Chandler also asked the court for permission to advertise for demolition of the properties the

county has acquired through the Severe Repetitive Loss grant.

5.  A motion was made by Ken Reed and seconded by Mary Ann Gill to allow Emergency Management Director Drew Chandler to advertise for demolition of the properties the county has acquired through the Severe Repetitive Loss grant.

VOTING AYE: All Present MOTION CARRIED

Lastly, Director Chandler informed the court that the grant that was applied for to help cover 50% of the

cost of Alertsense has made it through committee and was recommended for funding.

REPORTS FROM SPECIAL COMMITTEES

Squire Finnell informed the court that the Needle Exchange Committee is hoping to meet soon.

Squire Gill informed the court that the Ordinance Committee plans to meet on August 31st at 8:00 a.m. in the second floor courtroom to discuss abandoned vehicles.

Approval of Second Reading of Ordinance of General Taxation for 2017, Ordinance No. 2017-06

7.  A motion was made by Jackie Brown and Seconded by Ken Reed to approve having a SUMMARY SECOND READING OF AN ORDINANCE OF GENERAL TAXATION FOR THE YEAR 2017 IN WOODFORD COUNTY and to adopt the present tax rate for 2017 of 7.0 cents per $100 assessed value for real property and to approve the other tax rates that are also levied and imposed at the rate of cents per $100 of assessed value on property in Woodford County as follows: (Attachment)

·  Personal property at 7.0;

·  Bank deposit rate at 2.5%;

·  Motor Vehicle at 9.4%;

·  Watercraft at 9.4%.

NEW BUSINESS

Proposed First Reading of an Ordinance Amending Article V, Section 508.2 of the Versailles-Midway-Woodford County Zoning Ordinance.

8.  A motion was made by Gary Finnell and seconded by Ken Reed to have a FIRST READING of an Ordinance Amending Article V., Section 508.2 of the Versailles-Midway-Woodford County Zoning Ordinance. Ord. No. 2017-08

Proposed First Reading of the Eleventh Supplement to the Code of Ordinances

10.  A motion was made by Gary Finnell and seconded by Ken Reed to have a FIRST READING of the Eleventh Supplement to the Code of Ordinances. Ord. No. 2017.10.

PROGRAM: none

ANNOUNCEMENTS:

Squire Gill announced that the fire hydrants have been installed at the intersection of Versailles Road and Huntertown Road. Also, the sidewalk project has some delays due to right of way and easement issues.

Judge/Executive Coyle asked the Lease and Contract Committee (Squire Reed, Squire Popp, Squire Watts, and Judge/Executive Coyle) to meet before the next meeting to make a formal proposal to the court regarding which route to proceed with regarding the police contract.
