The Parliamentary Development Project for Ukraine (PDP-II) is seeking to immediately fill the part-time position ofPart-time Website and Communications Design Consultant.
PDP-II works with elected members and staff of the Verkhovna Rada of Ukraine, the Verkhovna Rada of the Autonomous Republic of Crimea, the President’s Administration, the Secretariat of the Cabinet of Ministers of Ukraine and individual ministries, research and educational institutions, and civil society organizations. PDP II provides consultations; produces publications; conducts seminars, workshops, and training sessions for improved law-making, greater transparency, more effective public participation in the legislative processes and for improved legislative policy development. PDP-II is a USAID project implemented in Ukraine by the John Glenn School of Public Affairs of the Ohio State University under contract with Indiana University. The project has been operating in Ukraine since1994 and the current phase is planned to operate through July 2013.
POSITION DESCRIPTION
The Website and Communications Design Consultant will design, produce and maintain through July 2013, the website of PDP II’s partner the Association of National Deputies of the Verkhovna Rada of Ukraine and contribute to the overall Communications strategy of the Association.
Primary responsibilities:
* Create design prototypes, including graphic design, site navigation, and layout of content, for the association’s web site;
* Ensure that the layout of the content is accessible and logical;
* Create visual concepts that match the content and the image wanted by the clients;
* Ensure that the site is easy to navigate for both end users and administrators;
* Build websites using technologies that conform to international standards (any popular Open Source CMS is preferred);
* Perform maintenance and updates to the website when requested by the association for the period of the consultancy;
* Provide training on maintenance and update procedures to association members and staff who will take charge of their website after the conclusion of this consultancy;
* Contribute to the overall development of the Communications strategy of the Association
Requirements
Qualitifcations:
* minimum of a Bachelor’s degree in communications, journalism, ITC, or other discipline related to the primary responsibilities
* two to four years of experience in web design, of which a minimum of one year producing table-less, XHTML, standards-compliant cross browser, and gracefully-degrading code and a minimum of one year experience with DOM scripting and Movable Type.
* Advanced knowledge of XHTML, CSS, and of digital imaging and illustration with Adobe Photoshop, QuarkXPress or Illustrator with formal training an asset.
* Knowledge of JavaScript, AJAX, JQuery, CSS, PHP and dynamic HTML; experience with Macromedia Flash.
* Knowledge and demonstrated experience with cross-browser and cross-platform issues (IE, Firefox, Safari, etc.)
* Spoken and written English preferred
* Attention to detail, customer-service orientation, and creativity in problem-solving.
* Proven Ability to provide training to non IT personnel
* Superior knowledge of current web-design trends and techniques, a strong online portfolio displaying user-centered design, and experience with web database solutions definite assets.
*Knowledge of popular Open Source CMS (Drupal, Joomla etc.). Developing the site based on modern Open Source CMS will be considered a plus.
