A JOINT RESOLUTION creating the Subcommittee on Alternative Fuels of the Interim Joint Committee on Agriculture and Natural Resources.

WHEREAS, Kentucky farmers are faced with declining cash receipts due to dwindling markets for tobacco; and

WHEREAS, Kentucky agricultural community and state policy leaders are developing alternative cash crops for farmers; and

WHEREAS, many farm crops, like corn, barley, soybeans, and sorghum, can be used to produce alternative fuels; and

WHEREAS, alternative fuel production and use in Kentucky can lead to greater market opportunities for Kentucky-grown farm crops to economic and environmental advantage; and

WHEREAS, ethanol can replace a significant proportion of imported oil as the feedstock for gasoline supplies and can readily be produced from domestic renewable sources;

NOW, THEREFORE,

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

Section 1. There is created the Subcommittee on Ethanol Production in Kentucky of the Interim Joint Committee on Agriculture and Natural Resources. The subcommittee shall study ethanol and biodiesel use and production in Kentucky. The subcommittee shall consist of sixteen members as follows:

(1)Eight members from the Senate Agriculture and Natural Resources Committee, who shall reflect the parties' proportional representation on the Senate Agriculture and Natural Resources Committee, recommended by the chairperson of the Senate Agriculture and Natural Resources Committee and approved by the President of the Senate;

(2)Four members from the House Agriculture and Small Business Committee, who shall reflect the parties' proportional representation on the House Agriculture and Small Business Committee, recommended by the chairperson of the House Agriculture and Small Business Committee and approved by the Speaker of the House of Representatives; and

(3)Four members of the House Natural Resources and Environment Committee, who shall reflect the parties' proportional representation on the House Natural Resources and Environment Committee, recommended by the chairperson of the House Natural Resources and Environment Committee and approved by the Speaker of the House.

Section 2. The co-chairs of the Interim Joint Committee on Agriculture and Natural Resources shall serve as co-chairs of the subcommittee. A co-chair of the joint committee may designate a member of the Interim Joint Committee on Agriculture and Natural Resources to serve in his or her place as subcommittee co-chair.

Section 3. The subcommittee is authorized to meet on the regular meeting date for the Interim Joint Committee on Agriculture and Natural Resources according to the most recent interim meeting calendar approved by a majority of the Legislative Research Commission.

Section 4. The Governor is requested through designees to make recommendations to the subcommittee for consideration by the subcommittee. The Governor shall designate executive branch employees with expertise in the subject to be studied by the subcommittee to present data, research, and testimony to the subcommittee. The subcommittee may employ consultants if approved by the Legislative Research Commission.

Section 5. The subcommittee shall report its findings to the Interim Joint Committee on Agriculture and Natural Resources prior to the start of the 2003 Regular Session. The subcommittee shall cease to exist April 15, 2003.

Section 6. Provisions of this resolution to the contrary notwithstanding, the Legislative Research Commission shall have the authority to alternatively assign the issues identified herein to an interim joint committee or subcommittee thereof, and to designate a study completion date.
