JOB PURPOSE
To deliver development projects, taking responsibility for project managing a variety of different projects from inception through to end of defects inspections to time, budget and quality standards, in accordance with North Wales Housing’s objectives, policies and procedures.
To undertake on site supervision and clerk of works duties.
To ensure compliance with internal and Welsh Government scheme audit and grant requirements and industry good practice.
To procure and manage contractors and consultants in order to ensure that projects adhere to the above.
ACCOUNTABILITIES / Statement of the main areas of responsibility
Development Delivery
  1. To work with the Development Manager and Senior Leadership Team in evaluating new development opportunities to meet local housing need and assist in preparing and submitting bids for grant.
  2. To liaise with internal teams with regards to the service to ensure new opportunities and schemes are integrated into the business.
  3. To undertake day to day project management, including taking corrective action where necessary, and to report regularly on the progress of individual schemes.
  4. To liaise with appointed consultants and contractors and to provide client representation on all matters.
  5. To liaise with Finance to prepare programmes, budgets, appraisals, risk assessments, cash flows, and forecasts for individual schemes.
  6. To ensure that grant or other funding is claimed correctly keeping up to date with the latest Welsh Government procedures and guidance.
  7. To ensure that current legislation and the organisations policies, standards, procedures and standing orders are complied with.
  8. To carry out site supervision and clerk of works responsibilities on behalf of North Wales Housing, of projects from inception to completion of the defects liability period.
  9. To maintain meticulous development files ensuring that all compliance documentation is available for audit.
  10. To manage the defects process to ensure that defects are carried out in a timely manner.
  11. To bring to the attention of the Development Manager any problems with contractors/consultants performance when they become known and recommend appropriate action.
  12. To carry out surveys (with colleagues and tenants) at agreed intervals to test satisfaction with the property design, component specification, environment and contract hand-over procedures of all new properties.
  13. To procure consultants and contractors as required delivering the development projects.
  14. To write progress reports and report performance for internal North Wales Housing colleagues.

QUALIFICATIONS/EXPERIENCE/KNOWLEDGE/SKILLS

Essential /
  1. Higher National Certificate/Diploma in construction or surveying or mechanical and electrical related studies or equivalent demonstration through experience.
  2. Demonstrable experience of building site supervisor or clerk of works.
  3. Significant experience of working on new build schemes from inception through to the completion of making good of defects, delivering projects to time, quality and budget requirements.
  4. Knowledge of contract procurement and contract management.
  5. Knowledge of and experience working with various forms of contracts for new build and refurbishment schemes.
  6. Able to demonstrate experience of project management with a track record of success.
  7. Demonstrable experience of development scheme appraisals, in particular assessing viability, project risks and detailed report writing.
  8. Good numeracy, financial, communication and literacy skills.
  9. A team player and able to develop strong working relationships with suppliers, partners and the Local Authority.
  10. High level of written, presentation and interpersonal skills appropriate to a wide range of individuals and audiences.
  11. Good commercial awareness and negotiating skills.
  12. Proficient in Microsoft Word and Excel
  13. Experience of managing significant project budgets according to strict targets and parameters.
  14. Experience in managing customer satisfaction issues and able to respond positively to customer concerns.
  15. Flexible, self-starter and able to self-motivate.
  16. Demonstrate an ability to be courteous and be able to pronounce place names accurately in Welsh (The requirement is set at Level 1 on our self-assessment form).
  17. You must have a willingness, if required, to improve your Welsh language skills so that you are:
Comfortable with every day conversations/discussions specifically in relation to your job. Be confident to converse in Welsh when required. (This requirement is set at Level B2 in the ALTE model – Level 3 on self-assessment form).
You will be required to make a commitment to learn and make progress in order to successfully complete your probation period.
Desirable /
  1. Relevant degree in building surveying, construction, mechanical and electrical or equivalent. Or relevant professional qualification (RICS/APM Project Management Qualification/CIOB or equivalent.
  2. Detailed understanding of the relevant legal, regulatory operational and strategic management issues
  3. Experience of working for a Registered Provider within a Development role
  4. Experience of project management software tools and software appraisal tools such as PAMWIN.
  5. Experience of Welsh Government standards, requirements and procedures
  6. Membership of The Institute of Clerks of Works and Construction Inspectorate
  7. You will have an increased fluency to converse in Welsh which will include a confidence to give presentations in Welsh. You will have some ability to prepare written documentation in Welsh but may require some support. (The requirement is set at Level 4 on self-assessment form).
