SUPPLEMENTARY SAILING INSTRUCTIONS (SSI)

This sheet and Attachment A,B,C,D are supplements to Appendix S of the Racing Rules of Sailing(page 136 RRS 2017-2020).

RULES

SSI 1(i) For all fleets, Appendix T, Arbitration will apply.

(ii) The Optimist Green Fleet rules for racing will apply for the Optimist Green Fleet.

NOTICES TO COMPETITORS (SI2)

SSI 2The race office is located in the MBSC Clubhouse. Notices to competitors will be placed on the official notice board in the sailors room on level 2 of the MBSC clubhouse.

SIGNALS MADE ASHORE (SI4)

SSI 3Signals ashore will be displayed on the MBSC flagstaff.

SSI 4A boat shall not leave the shore until code flag D is displayed.

SSI 5The warning signal shall be made not less than 60 minutes after flag D is displayed or not before the scheduled time, whichever is the later.

SSI 6When a visual signal is displayed over a fleet(s) or course(s) flag, the signal applies only to that fleet(s) or course area(s). This changes SI 4.2.

COURSES (SI 7)

SSI 10The courses to be sailed, the order in which the marks are to be passed, and the side on which each mark is to be left are shown in AttachmentsA, B, C and D.

MARKS (SI 8)

SSI 11The description of the marks is below each course diagram.

THE START (SI 9)

SSI12The starting line will be between a staff displaying an orange flag on the race committee vessel, and the course side of the starting mark, or if the port end starting mark is a vessel, the staff on it displaying an orange flag. This changes SI 9.2.

SSI13To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made.

SSI 14When a starting sequence is in progress, boats whose warning signal has not been made shall avoid the starting area. The starting area is defined as the area 50 metres from the starting line and marks in all directions.

SSI 15A boat starting later than four minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4.1 and RRS A5.

THE FINISH (SI 11)

SSI 16The finishing line will be between a staff displaying a blue flag on the race committee vessel and the course side of the finishing mark, or if the port end finishing mark is a vessel, the staff on it displaying a blue flag. This changes SI 11.1.

There is no prescribed time limit for the first boat to pass mark 1.

SCORING

SSI 18For the Optimist, P Class and Open BIC fleets, boats failing to finish within 20 minutes after the first boat in its fleet sails the course and finishes may apply to be scored SRS, “Still Racing Score”. This changes RRS 35, Time Limit and Scores , and A4, Low Point System and A5, Scores Determined by the Race Committee. The end of the 20 minute time limit will be indicated by the removal of the appropriate fleet flag with one sound on the RaceCommittee vessel at the finish line.

This score will be 3 points more than the last boat to finish in the fleet of that race but not more than DNF.

Boats requesting SRS must complete a request form prior to the protest time limit.

SSI19In addition to RRS A2.1 (Scoring), when four or less races have beencompleted, a boats series score will be the total of her race scores.

When ten or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

PENALTY SYSTEM

SSI 20For the 29er, Javelin, other skiff and catamaran classes, rule 44.1, Taking a Penalty, is changed so that the Two-Turns Penalty is replaced by a One-Turn Penalty.

SSI 21Appendix P is changed by SSI 20 and SSI 22

SSI 22RRS P2.2 and P2.3 are deleted and RRS P2.1 is amended to “When a boat is penalised under RRS P2.1 her penalty shall be a Two-Turns Penalty under RRS 44.2. If she fails to take itshe shall be disqualified without a hearing.”

SSI 23Breaches of SSI 14, SSI 25, SSI 26, Class Rules and Safety Regulations may, at the discretion of the protest committee, be less than disqualification.

CHECK OUT AND CHECK IN

SSI 23 24 Boats shall comply with the following check out and check in procedure: Sign on and off sheets are to be signed by all sailors each day, prior to leaving the beach, and immediately after returning to the beach at the end of racing.

SUPPORT VESSELS

SSI 2425Except when participating in rescue operations, coaches, parents and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first fleet to start until all boats have finished or retired or the Race Committee signals a postponement or an abandonment (but not a general recall) of all fleets.

SSI 2526When a Race Committee or Protest Committee member indicates a support vessel to move further from the course area, the mentioned vessel shall do so immediately.

SSI 23 Breaches of SSI 14, SSI 25, SSI 26, Class Rules and Safety Regulations may, at the discretion of the protest committee, be less than disqualification.

And then SSI 23, 24 and 25 get renumbered to 24, 25 and 26 respectively.
