CASSVILLE VILLAGE BOARD BUDGET HEARING

November 21, 2016

President Williams called the Budget Hearing to order at 6:30 P.M. Roll call: Williams, Vogt, Hauk, Lau, Harbaugh Cooper--present; Ralph-absent. Also present were Attorney-Glass, Clerk-Esser and Steve Kirschbaum.

The Board reviewed the 2017 proposed Village and Utility Budgets. The Village budget decreased from 2016 due to the reduction in Shared Revenue.The Village levy increased by .54 %. The Utility budget reflects an increase in income due to the higher utility rates which was not reflected in 2016. An overall decrease in expenses is due to employee retirement and resignation and the newly built Wastewater Treatment Facility requiring less repair and maintenance.

Cooper made a motion to adjourn, second by Hauk; motion carried and the meeting adjourned.

CASSVILLE VILLAGE BOARD MEETING

November 21, 2016

President Williams called the regular meeting of the Cassville Village Board to order at 7:00 P.M. Roll call: Vogt, Williams, Cooper, Lau, Harbaugh, Hauk--present; Ralph--absent. Also in attendance were Attorney Glass, Chief-Brent McDonald, Clerk-Marlene Esser, Street Supervisor-Dion Nemitz, Utility Supervisor-Josh Mergen, Steve Kirschbaum, Donna Thiesen, Karl Keicher and Richard Markham.

A motion was made by Lau and seconded by Cooper to approve the minutes of the October 17thmeeting; motion carried. Cooper made a motion to approve the vouchers for payment, second by Lau; motion carried.

Lau made a motion to approve the 2017 Village and Utility budgets and it was seconded by Cooper. Roll call vote: Harbaugh-yes; Hauk-yes; Vogt-yes; Lau-yes; Williams-yes; Cooper-yes; Ralph-absent; motion carried.

Street/Utility Report--

President Williams presented Josh Mergen with the State of Wisconsin Certificate of Apprenticeship and congratulated him on behalf of the Village Board for completing 6,000 hours in instruction and on-the-job training. Josh is now a Wastewater Treatment Plant Operator.

Tourism Report:

In the absence of Tourism Coordinator Hauk, members were provided with copies of the monthly Tourism Report. Also available were the schedule of events and vendors for ‘Christmas in Cassville’which is Saturday, November 26th. Williams stated that training for the Cassville website will be held December 12th so others will be able to update the site. The Tourism Report was approved on a motion by Lau, second by Cooper and carried by voice vote.

President’s Report:

Board members whose terms expire in April 2017 are President Keevin Williams and Trustees John Lau, Bob Vogt and Don Harbaugh. Nomination papers are available at the clerk’s office and may be circulated beginning December 1st.

As a Boy Scout project, Nolan Tranchita would like to plant trees native to this area. Posters would be displayed explaining this project and the Village and area residents may request trees. Nemitz said that the Board needs to follow the Ordinance restricting fruit bearing trees. After discussion, the consensus of the Board was to allow Tranchita’s request to proceed.

Committee Reports:

Street--Cooper stated that ice guards are still not installed. He and Clerk Esser are working with the contractors concerning this matter.

Other items for Future Consideration:

Lau asked Williams if the Alliant Energy buildings were going to be torn down. Williams stated that he understands that currently they are planning asbestos abatement of the plant and some small buildings may be taken down.

Village cash on hand after vouchers-$2,211,266 and Utility cash on hand after vouchers $613,682.

Hauk made a motion to adjourn, with a second by Cooper; motion carried.
