Terms of Reference for production of documentary films on CORHA & its members’ activities

  1. Introduction

The Consortium of Reproductive Health Associations (CORHA) is an umbrella organization that exists mainly to create an enabling and conducive environment for its member organizations so as to contribute to improvement of the overall Reproductive Health conditions of all people in Ethiopia. CORHA is implementing a three-year project entitled “Enhancing the Capacity of NGOs for Quality Family Planning and Maternal and Child Health Services” with funding from the United States Agency for International Development (USAID). The overall objective of the project is to improve the capacity of CORHA Secretariat and its member organizations to enable them to provide quality family planning/maternal and child health (FP/MCH) information and services.

The project supports the strengthening of:

 institutional capacity for planning, management, monitoring and evaluation (M&E) and fund raising through trainings

organizational culture that ensures transparency and accountability through organizational policy, strategic planning, and organizational manuals development

communication for information, experience and knowledge sharing through website development

  1. OBJECTIVE

The overall objective of this assignment is to produce three short documentary films (as indicated in the specific objectives of this TOR)

Specific Objectives:

  1. To document the USAID supported project achievements in consultation with project beneficiary member organizations aimed at sharing best practices and lessons learned among CORHA member organizations and other stakeholders (maximum of 10 minutes). It will help CORHA and member organizations to strengthen partnership engagements with current and potential donors.
  2. To document major accomplishments of CORHA over the past 25 years aimed at showing the strategic focuses of CORHA, future directions and its contribution in the provision of comprehensive, integrated and sustainable Reproductive Health (RH) information and services in Ethiopia. This will help CORHA to further strengthen the existing relation, cooperation, recognition and trust with the FMOH and other Government stakeholders and other partners including Civil Society Organizations and donors. (maximum of 25 Minutes).
  3. To document short summary of CORHA’s achievements and future repositioning activities to aid organizational communication (maximum of 3 Minutesduration) to be uploaded to CORHA’s web page

The production of these documentary filmswilldemonstrate the accomplishments of the intended objectives of the activity, the voice andperspective of stakeholders andlessons learned, which can be replicated in other areas for future programming and aid organizational communication activities.

  1. Responsibility of the Consultant for the documentary film production

The CONSULTANT will be responsible for the overall production of three documentary films by providing the following services;

  1. View selected videos and documentaries that are available in CORHA resource center
  2. Inception report showing the assignment’s important activities and milestones as per theapprovalof CORHA secretariat
  3. Prepare film scriptsin consultation with CORHAand USAID staff
  4. Execute shooting of the films
  5. Prepare the draft documentary filmsto be discussed with CORHA staff and finalize the editing of the films accordingly, with sound music mixing and subtitles
  6. Submit the final edited filmsto CORHA
  1. Requirements/Expectations:

Well organized and efficient production team and/or a film director with comprehensive background in film making, film editing and post-production;

 Demonstrated creative and technical skills needed to make professional documentary films, using and providing the latest camera/sound lighting equipment and editing software;

 Previous experience in developing documentary films about activities carried out by development organizations in the country;

 Vibrant and dynamic film director and/or crew with ability to convey the video production experience through innovative visual expressions to meet the high standards of documentary film production;

Willingness and ability to conduct interviews with key stakeholders in consultation with CORHA

 Commitment to the production process and passion for the subject matter; hard work and dedication.

  1. Format of the film:

The documentaries will be produced in DV-Cam and DVD formats;

The documentaries will be produced using Amharic narration and voice over with English subtitles.

The videos produced should include USAID's animated logo at the end. This logo will be sent to the successful bidder once chosen.The videos should also include this disclaimer at the end:"This video was made possible by the generous support of the American people through the United States Agency for International Development (USAID). The contents are the responsibility of CORHA and do not necessarily reflect the views of USAID or the United States Government."

  1. Duration of the assignment/contract

The duration of this assignment/contract shall be three months starting from the date of agreement. However, the first draft should be finalized and submitted in one month period.

  1. Deliverables
  • Meeting with project stakeholders in Addis Ababa and in the field to collect and record data;
  • Submit a storyboard and script for the documentary to CORHA for approval before filming;
  • Present three draft documentary films to stakeholders in Addis Ababa at the end of the field mission and incorporation of comments;
  • Present a complete 3 minutes summary documentary film and Two 10-25 minute documentary films,
  • hand over 2 master copies of each version to CORHA and two extra copies with the extra footage for future usage.B-roll provided to CORHA must be in an editable format.
  1. Budget and Payment

The consultant should submit a technical proposal on how s/he intends to address the assignment with an attached budget breakdown and submit it to CORHA to produce the documentary film. The payment will be made based on the contractual agreement made between the consultancy firm and CORHA.

  1. Ownership

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the Consultancy firm may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the Client who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the Client in line with the national and International Copyright Laws applicable.
