  1. ORGANIZATIONAL CONTEXT

The objective of this Term of Reference is to hire a Programme Analyst for Environment that will support the development of the partnership between WCMC and UN Environment Brazil CO on the project/activities related to Multilateral Environmental in collaboration with the Brazilian Ministry of Environment

  1. FUNCTIONS / KEY RESULTS EXPECTED

The contractor will work as an integral member of the team of the UNEP-WCMC, based at Brasília-DF. This work will be carried out under the supervision of the UN Environment Brazil Office Representative and the Deputy Director of the UN Environment World Conservation Monitoring Centre.

Specific tasks and responsibilities for this position are:

  1. Implement the activities under the project Strengthening UN Environment and Brazil collaboration on biodiversity related Multilateral Environmental in collaboration with the Brazilian Ministry of Environment and the UN Environment World Conservation Monitoring Centre (UNEP-WCMC);
  2. Act as a liaison between UN Environment Brazil office, the UN Environment World Conservation Monitoring Centre and the Brazilian Ministry of Environment for project purposes;
  3. Supports implementation of activities focusing on achievement of the following results:
  4. Coordinate the implementation of project activities, outputs delivery, time schedules, targets, ensuring efficient delivery;
  5. Manage project budget and resources implementation;
  6. Supervise the work of consultants and project partners;
  7. Interact with Ministry of Environment and UNEP-WCMC technical focal points;
  8. Organize project related meetings, events, workshops, trainings, webinars and publications;
  9. Develop briefs, presentations and other communication materials related to the project;
  10. Review translation of project materials;
  1. TRAVEL

Travel expenses/ expenses on missions in order to meet the objectives and deliver the outputs stated in this announcement shall be covered by the Project if necessary.

  1. REPORTING LINES

The consultant will report on his/her contract obligations to the UN Environment Brazil Office and UN Environment WCMC.

  1. IMPACT OF RESULTS

The key results have an impact on the strengthening of UN Environment cooperation with the Brazilian government on biodiversity related multilateral environment agreement. This includes support to the development of national biodiversity policies and the promotion of south-south cooperation on related issues.

RECRUITMENT QUALIFICATIONS

Education and Experience:

Education:
University degree in Environment, Management, International Relations, or related areas; Post-Graduation course (Lato Sensu or Stricto Sensu) in in Environment, Management, International Relations, or related areas;

Master's degree is desirable for the post.

ProfessionalExperience:
At least 5 years of relevant project management in environment issues, such as biodiversity conservation, natural resources and/or ecosystems management, ecosystems governance, is required at the national or international level or Proven knowledge of environmental policy making;

Proven working experience in the public or private sectors on environment related issues;

Proven working experience with partnerships building and management, as well as on facilitating knowledge building and knowledge sharing;

Previous working experience with the United Nations or any of its initiatives is an asset;

Experience in the usage of computers and office software packages (MS Word, Excel, PPT, etc);

Work and experience in Program area of any of the agencies of the UN system will be a differential.

Language Requirements:

Fluency in Portuguese and English are mandatory. Working knowledge in Spanish will be considered as an asset.
