CAPACITY BUILDING PLAN: HUMANITARIAN FOOD SECURITY 2009/5/14th

Background:

This document outlines training modules that support CARE’s Humanitarian Food Security Strategy. It is therefore specifically designed to support staff from:

-  Focus Country Offices (as identified in the Strategy),

-  CERT members with a food security specialization and

-  Emergency responses globally that are implementing a food security response.

Financial support for staff to attend the training modules outlined in this plan will therefore be targeted at this audience. However, since a number of the course are available for free or at low cost this plan may also be a useful guide for staff in other Country Offices and RMU’s as well as CARE Member staff that support food security projects.

This document is divided into 5 sections. The first section covers topics that provide a general introduction while the next 4 sections cover specialized training that will not be necessary or suitable for all staff. The 4 specialist topics correspond with the core capacities identified in the Humanitarian Food Security Strategy and it is assumed that in the majority of cases a person would only specialize in analysis and one other specialist capacity.

1.  Foundation/Essentials – Core training modules that provide an introduction to the humanitarian food security sector and CARE’s Humanitarian Food Security Strategy. These modules are therefore suitable for people that need an over-view of the sector (e.g. senior managers that over-see a humanitarian food security response), but are also compulsory for all CERT members with a food security specialization.

2.  Analysis – Foundational training for all specialists that covers the key situation and response analysis tools

3.  Markets & Livelihoods - Specialist training modules for the analysis of livelihoods and markets.

4.  Food Aid - Specialist training modules for the programming and management of food aid

5.  Nutrition & Public Health - Specialist training modules for monitoring nutritional status, analyzing the causes of malnutrition and address malnutrition through supplementary and therapeutic feeding[1].

This is a working document that outlines available training modules. This document will therefore be updated as new training modules become available.
