Duration of Post / Permanent Contract: Full time post, 39 hours per week or as aligned to current arrangement.
Location of Post / Transitional: (pre-opening of the Paediatric OPD and Urgent Care Centre)of the post will be located at the Children’s Hospital Group (CHG) which is based at Block A Herberton, St. James’s Walk, Rialto. Dublin 8.
Enduring: (Once the Paediatric OPD and Urgent Care Centre isoperational) this post will be relocated to the Paediatric OPD and Urgent Care Centre, Connolly Hospital Campus, Dublin 15.
Context/ Background / Context/Background
We are now one giant step closer to delivering a world-class children’s hospital for Ireland. In April 2017, the Government approved the construction investment for the new children’s hospital project on a shared campus with St James’s Hospital in Dublin 8 and two Paediatric OPD and Urgent Care Centres.
The Children’s Hospital Group (CHG) is part of the acute health sector reform programme and consists of Our Lady’s Children’s Hospital, Crumlin, Temple Street Children’s University Hospital, and the National Children's Hospital at Tallaght Hospital. The three children’s hospitals and Children’s Hospital Group will be moving from four separate, independently governed entities into one new singleorganisation in 2018 to govern and operate paediatric services in Dublin.
This new organisation will operate as a single service across the existing locations before transitioning to the new facilities at the two paediatric outpatient and urgent care centres at Connolly (Children’s Hospital Group at Connolly) and Tallaght (Children’s Hospital Group at Tallaght) Hospitals and Children’s Hospital Group on the campus shared with St James’s Hospital.
The Children’s Hospital Programme is a major programme of work led by Children’s Hospital Group focused on transformative service change to integrate the three existing hospitals, while maintaining existing and new services, ensuring patient safety and quality until transition is complete. The Children’s Hospital Programme is also the client for the capital project and ICT projects.
The Children’s Hospital Group Board was established in August 2013, made up of the three existing children’s hospitals and with academic arrangements with all of academic institutions in Ireland providing healthcare professionals with acute paediatric education and development.
Reporting Arrangements / Transitional: this post holder will report at a senior level to the group Chief Director of Nursing who has executive responsibility for the Paediatric OPD & Urgent Care Centres Services & Clinical Integration.
The postholder will report operationally and strategically to the Paediatric OPD and Urgent Care CentreCoordination lead.
Enduring: once transitioning to the centre at Connolly is complete, the post holder will report professionally to the relevant lead in the Clinical Directorate structure.
Operationally they would report into clinical directorate 1 Which will be determined as part of the Future Hospital Operating Model work

Scope of the Post / Transitional: Prior to transitioning and commissioning to the Paediatric OPD and Urgent Care Centre at Connolly the newly appointed manager will play an integral role in the development of the services and functions required to open the centre on time, with the required resources in place (workforce, ICT etc.). Working closely with the Paediatric OPD and Urgent Care Coordination lead using standardised processes for all the agreed services that will be delivered at the centre.
Enduring: Once the Connolly Centre is operational the successful candidate will assume responsibility for day to day operations of services to be delivered within the centre as part of the directorate structure.
Purpose of the Post / Transitional: Play a central role in the development of the services and functions required to open the Paediatric OPD and Urgent Care centre on time, with the required resources in place (workforce, ICT etc.).To work as Connolly Centre manager alongside the Coordination leadfor the Paediatric OPD & Urgent Care Services Team and the CCO to ensure opening the Paediatric OPD & Urgent Care centres.
Enduring: To manage the paediatric OPD and urgent care centre at Connolly on a daily basis ensuring it functions at its highest capacity. Forging strong links into the three children’s hospitals (TSCUH, NCHTH & OLCHC), Connolly Hospital, Blanchardstown and their management teams to ensure all operational links are in place and working effectively.
Principal Duties and
Responsibilities / The following are duties and responsibilities that the successful candidate will be responsible for during both Transitionaland 2 of the role;
- Support the collaborative and effective working regarding Paediatric OPD & Urgent Care Services across the 4 workstreams as well as other key programme stakeholders
- Service User Engagement: Engage with service users in the local catchment areas, primary care and end-users to seek input into service design and ensure where feasible that population requirements are addressed.
- Service Provision: Build on the work completed to date and work in conjunction with the Paediatric OPD & Urgent Care ServicesCoordination Lead to plan projects required to address gap between current and future services planned for the centre. These should be undertaken in conjunction with the Clinical Integration project team
- Clinical Integration Strategy: Participate in the development of the CHG Clinical Integration with respect to clinical services to include clinical support services being planned
- Work closely with the operational and non-clinical teams with respect to operational support and non-clinical services including shared services with the host campus.
- Stakeholder Management: ensure the right stakeholders are engaged and inputting to the planning, service commissioning and opening of the centre
- Governance: Work within the governance model currently in placein the Children’s Hospital Group to govern and manage the centre as part of a single entity with multiple service delivery locations
- Work with the future Tallaght Paediatric OPD and Urgent Care Centre manager to ensure alignment of services, across the sites
- Plan transition arrangements from the three existing hospitals to a new service delivery model the new Paediatric OPD & Urgent Care Centre at Connolly
- Use health planning resources in CHG to support required analysis of services activity to support management decisions required to plan transition services
- Work with the CCO and the commissioning and transition team to plan the commissioning and decommissioning of services prior to, during and post opening of the Paediatric OPD & Urgent Care Centre at Connolly, including the migration of services from the existing hospitals
- Ensure the development of clear and unambiguous accountability for tasks relating to implementation of commissioning and operating plans
- Workforce Planning: Support the development and implementation of a workforce plan to meet service delivery requirements in line with the overallCHG workforce Plan
- To work within Clinical Directorate 1, medical, nursing, health and social care professional staff and support staff , in ensuring that quality patient care is delivered in a structured manner
- Work closely with the three children’s hospital’s and their management teams to ensure all operational functions are in place and working effectively
- To support integration between the Children’s Hospital Group staff with regard to all services to be delivered at the Paediatric OPD and Urgent Care Centre at Connolly Hospital
- On an operational level be responsible for day to day management of clinical and non-clinical services including the delivery of shared services between the CHG and Connolly Hospital and escalate as appropriate through the clinical directorate structure
- Provide general management leadership within the Paediatric OPD and Urgent Care Centre and within the CHG
- Planning and organisation of all clerical/administrative and other non-clinical manpower requirements and services including liaising with Connolly management on campus issues
- Liaise with relevant clinical and corporate Directorates and departments in the planning and development of existing and new services and promote operational excellence.
- Responsible for effective and efficient operational, business and clinical services management of the Paediatric OPD and Urgent Care Centre
- Oversight of unscheduled and scheduled care access in the Paediatric OPD and Urgent Care Centre and their impact on waiting list management and achievement of KPIs, patient pathways, patient flow, hospital throughput and discharge planning and work closely with the Chief Director of Nursing and Chief Operations Officer for the CHG in this regard
- Represent the Paediatric OPD and Urgent Care centre through participation in CHG committees and with other health care providers as appropriate
- Demonstrate a professional approach to work and act in accordance with own code of professional practice at all times
- Maintain patient and family confidentiality at all times
- Adhere to national and local documentation and data management policies.

Essential Qualifications & Experience
Desirable Qualifications & Experience / Qualifications
- 3rd level qualification in a clinical, biological, scientific, or health-related field from an accredited institution; a licensed health care professional (i.e. registered nurse); or equivalent work experience required.
- Candidate must have relevant healthcare experience
- Extensive experience and up to date working knowledge of current paediatric clinical environments (minimum 5 years)
- Applicants must have a minimum of three years’ experience in a management role
- Relevant experience in delivering large-scale change initiatives; including change management and project management principles and approaches
- Experience of managing and working collaboratively with internal and external stakeholders as relevant to this role
• Relevant management qualification or a commitment to undertake same within a 2 year period following commencement in post
Skills & Knowledge
- Operations and systems management experience
- Minimum of 3 years Project Management experience in a large complex organisation
- Have strong understanding of clinical workflows and hospital operations/functions
- Emergency Department/OPD background or experience
- Significant experience of successful service/business planning
- Have a strong working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role
- Be able to represent the Paediatric OPD and Urgent Care centre through participation in CHG committees and with other health care providers as appropriate
