4.  Matters Arising – Update of Actions
4.1  Greenoakhill Community Woodland Project
AB advised that no further progress. Woodland Project Group has suggested that it may be end December 2015/January 2016 before discussions/progress advances.
4.2  Mansell Homes
No update from Developers. Matter will be picked up by other BCC Members.
4.3  Representative from SEPA to be invited to BCC meetings.
CB confirmed SEPA had again been invited to attend future BCC meetings. SEPA did not commit to attendance at future meetings. Invite will remain “open” to SEPA. Action point to remain on o/s list.
4.4  Withdrawal of School Bus service
Numerous comments had been received from BCC residents concerning the withdrawal of the School Bus Service at the start of the new term/August 2016.
CllrDT advised that he has raised a motion to reinstate the School Bus Service. He believes that Glasgow City Council (GCC) has not been consistent with the implication of its strategy or criteria for the eligibility of School Bus Services across the Glasgow City Area. He is seeking for the local School Bus Service to be reinstated to the BCC Area until such time as the eligibility and criteria are assessed accurately.
CllrDT also suggested that local BCC residents raise a petition against the School Bus Service withdrawal and submit this to GCC. This can be done via GCC website. BCC website /Facebook to support the submission of a petition.
4.5  Flooding in Residents’ garden
CB advised that D.Haye (GCC) has responded, stating that as at 14 July 2015, GCC are still unable to determine who owns that land/problem area. D.Haye advised that they are presently awaiting response from Developers. D.Haye also stated that GCC are presently investigating breach of planning consent/contract by the Developers in respect of the works. No further details provided. CllrDT to investigate further.
4.6  Patersons of Greenoakhill
CB advised that odours from site had been particularly bad during early summer 2015. During meeting with Patersons it was disclosed that this had arisen due to old landfill site being partly unearthed so as to allow new pipes/equipment to be installed. This has now been actioned and smell has reduced. A new “Containment Cell” has been created at the landfill site.
SEPA has taken numerous “impact” statements from local BCC residents. These will form part of SEPA’s case file on Patersons’ activities of the landfill site. In addition, it was confirmed that dust particle monitors are to be installed within the BCC area by SEPA so as to monitor air/dust pollution.
Cllr Turner confirmed that he had received a letter from SEPA.
4.7  Summer Fete
FW advised that £1,050 was collected during the Fun Day. After deductions (hire of inflatables, face painting etc.) a net profit £168 was generated. This will be used to finance BCC 2015 Children Party.
FW advised that due to changes in the funding application process, GCC did not provide any grants/funding for the BCC Fun Day. All costs were paid from the BCC funds.
4.8  BCC Newsletter
CB advised matter remains o/s.
4.9  Odour Watch Report Form
Re-opened – AB advised that SEPA had requested that the Odour Watch Form be removed/deactivated from BCC website. SEPA want complaints to be reported directly to them, not via “third party”.
Cllr Turner suggested that BCC keep the Odour Watch Form as a means of recording all complaints about odour in the area. BCC could then use this document for discussions with SEPA.
CB to identify person at SEPA who would be willing to accept completed Odour Watch Form from BCC.
4.10  New BCC Members wanted
GB contacted Steven Dowling (GCC) to see what support GCC could provide BCC in order to attract new members. Steven Dowling was to contact Lawrence O’Neill (GCC – Democratic Services) to see what funding, initiatives Democratic Services can provide BCC. No contact received from Lawrence O’Neill. Matter to remain outstanding.
4.11  Completion of Boghall Road refurbishment
CB advised that work is to re-commence on Boghall Road with work expected to take approx. 2 months to complete. No actual start date has been specified.
(Note – it was a condition of Taylor Wimpy/Bett Homes being able to sell 50 new homes, that Boghall Road works were completed by Miller Homes).
Concern was raised by BCC residents about the SUDS/Water catchment area and the risk to children falling into water. GCC expected to close area with wooden/perimeter fence. / 1/2015 ongoing

5.  Correspondence
5.1 Bellway Estate – Overgrown vegetation
BCC has received some complaints from BCC residents about overgrown / unkept vegetation in the Bellway Estate.
Matter should be handled by the Factor – Alba Landscape. CB to respond to BCC resident, advising them to contact Factor direct.
5.2 Bellway Estate – cars driving up footpath
BCC has received some complaints from BCC residents concerning vehicles driving up footpaths in the estate.
Bellway are aware of the incidents and will be installing bollards on footpath.
5.3 M74/M73/M8
CB advised that Scottish Roads/Scottish Transport has set up a website which will cover the works being undertaken on the M8/M73/M74.

5.4 BCC 2015 Children Christmas Party
FW advised that BCC submitted and was granted funding up to £510 for the 2015 Christmas Party.
Various attendees commented on the organisation of the 2015 Christmas Party. Namely, due to the number of children in the BCC area and the over subscription of 2014 party, two parties are to be held in 2015. Both parties will be limited to a maximum number of 50 children per party. The Christmas Party is for children who live in the BCC Area. Age limitations may apply (e.g. under 10s only – to be discussed/agreed).
AB suggested that we could organise a community clean-up day/rubbish tidy for BCC residents, with any children participating being guaranteed a place at the Christmas Party. This will be placed on the BCC website/Facebook.
6.  Reports
6.1 Police Scotland
Police Scotland - PC Telfer and PC Livingston advised 10 Crime Reports during the period 25 July 2015 to 28 August 2015. 6 resulted in detection/arrest.
One incident relates to the break in and theft of a motor car from Broomhouse Crescent (Miller Estate).
Police Scotland are launching Housebreaking Initiative “Operation Neighbourhood” which will hopefully continue to deter the risk of house break ins within the BCC Area.
Question from the floor – what is Police Scotland’s view on the risk to/safety of children following the withdrawal of School Bus Service?
Police Scotland can’t provide extra police patrols in the area nor can the patrol the “walk to school”; however, if there were reports of accidents etc., the Police would get involved.
6.2 Elected Members
6.2.1. Councillor(s)

Email update provided:
-  Trees on Hamilton Road to be pruned. Ongoing.
-  Parking protocol for Main Street, Baillieston, has been approved. Parking meters will be installed at the request of shop owners. Timescales – to be advised.
-  James Lyndsey Park Complex – discussions still ongoing between Glasgow Life, Land and Environmental Services (LES) and various Homebuilders. Timescales – ongoing.
-  Refurbishment of Loancroft Play Park – has been approved by Baillieston Area Committee. No timescales provided.
-  Calderpark Court to no longer be a cul-de-sac. This will road will be opened up and connected to Baillieston Road by a footpath. Residents have objected due to concerns about safety. CllrMG has met with residents, Council Officers and Miller Homes. Matter o/s pending final decision.
-  Picnic Table/Plants ordered for Broomhouse Hall. To be delivered soon.
-  Rubbish outside 445a Hamilton Road to be collected by LES.
-  Anti-social behaviour/criminal damage in BCC Area – Community Safety Glasgow to patrol BCC Area regularly with surveillance vehicle.
CllrDT – provided following updates:
-  Black Bear: Traffic calming measures implemented. Roundabout markings updated to maintain vehicle flow. GCC Roads Dept to revert on signage/lighting.
-  Boghall Road realignment – ongoing. (See action point 20/2015).
-  Flooding at rear of North Calder Place – investigations continuing between GCC and Developers. (See action point 14/2015).
-  Damaged road sign, Broomhouse – replacement sign ordered. To be installed by end October 2015.
-  Patersons Greenoakhill – ongoing issues with odour and dust pollution. (See action point 15/2015).
-  Water leakage onto Hamilton Road – Developer ordered to ensure water flow not diverted onto Hamilton Road. Matter appears to be resolved.
-  Slow Speed Sign, Broomhouse Hall/Broomhouse Park – request denied by GCC. Physical traffic calming measures implemented e.g. speed bumps, bollards.
-  Air/Noise pollution on Hamilton Road – monitoring equipment to be installed by LES for a period of time. Recordings to be reviewed/analysed. Matter ongoing.
-  Miller Homes: various residents had complained about housing plot levels e.g. undulations between one plot and another. Site surveys have just been undertaken by GCC. Outcome to be reported later.
6.2.2 – Member of Scottish Parliament – Apologies given.
6.2.3 – Member of Parliament – N.McGarry MP – apologies given. A.Glen introduced himself and confirmed that N.McGarry MP was supportive of BCC actions in relation to Patersons Greenoakhill and the reinstatement of the School Bus Service.
7. Items For Discussion
7.1- Planned Events – Children’s 2015 Christmas Party will take place 12 December 2015. The event will be held at The Mail Coach. Two parties will be held – 11am to 1pm and 3pm – 5pm. Entertainment booked. Funding £510 received from GCC. More details to be circulated in forthcoming weeks.

8. Area Partnership Meeting
Dates have changed. CllrDT and Bill McDonagh to attend future meetings.
5.  9. Planning Applications
No new planning applications submitted during period up to 31 August 2015.
Question raised from the floor – what is the status of the proposed shop on Hamilton Road?
CllrDT advised that planning was approved and the owner has up to 2 years in which to build the shop. It appears that the owner is presently discussing/agreeing plans and layout with his architect prior to work commencing. No immediate start date disclosed.
10. Licensing Applications
No update. Carry forward to next BCC Meeting.
11. BCC Social Media
AB advised Facebook and Website activity had been quiet during summer months.
It was noted that some comment(s) had been made about the pedestrian footpath over Hamilton Road being painted/better maintained. CllrDT indicated that this was the responsibility of Transport Scotland.
11.  12.Community Council Discussion Forum (CCDF)
GB attended meeting on 22 August 2015. The Forum looked at “Planning Democracy” – so that a culture of promoting a fairer planning process in Scotland could be created and implemented.
In addition, GB’s draft template for the Terms of Reference for the Forum were approved by the members and submitted to CCDF for adoption. This will reviewed in 6 months.

From the floor – Who is responsible for the lighting in Broomhouse Park? The floodlights aren’t working properly.
CllrDT advised that this is a known issue and will be resolved. Replacement part has been ordered and will be fixed shortly.
