ABOUT FORÓIGE

Foróige is an independent, non-profit national voluntary youth organisation engaged in out-of-school youth development and education. The organisation aims to enable young people to involve themselves consciously and actively in their own development and the development of society. Foróige employs over 400 staff and involves thousands of volunteers in the creation and delivery of high quality services to young people through the operation of over 600 Foróige Clubs, the Big Brother Big Sister Programme and over 140 General Youth Services and Special Projects. These community-based and community-supported initiatives are run throughout the country, in rural and urban environments, and generally in partnership with various voluntary and statutory agencies. The organisation is a registered charity and is supported by a combination of statutory, philanthropic and corporate funding. ROLE INFORMATION

The HR Officer will be a key member of the HR Team, reporting to the HR Manger. The successful candidate will be responsible for a suite of HR administration and generalist duties. The HR Officer will support a culture of continuous improvement by being service oriented, coordinating special projects and deploying best practice HR initiatives across the organisation. The successful candidate will be offered a 6 month contract of employment.

KEY RESPONSIBILITIES

The duties of the HR Officer will include but are not limited to:

  • Ensuring accurate employee records are maintained on all HR systems both electronic (Agresso HR) and paper based.
  • Processingnew hires, terminations, probation, absence, holiday and status changes accurately and efficiently on both electronic and paper based systems.
  • Be the first point of contact for staff HR queries.
  • Assisting in the development and update of HR procedures and policies in line with evolving legislation, ensuring policies and practices are complaint with Irish statute employment legislation and EU regulatory obligations.
  • Providing data for and preparing management information reports and documents.
  • Liaising with Finance Team in relation to payroll.
  • Providing HR advice and support to regional managers and employees, explaining procedures and policies in a timely and effective manner.
  • Participating on Foróige interview panels as the HR representative as appropriate.
  • Maintaining and developing HR intranet pages.
  • Handling all employee inquiries timely, including an initial response within 24
    hours, escalating as required.
  • Maintaining and further developing both electronic and paper filing systems.
  • Preparing, reviewing, interpreting, analyzing and approving a variety of data, information and reports, and making recommendations depending on findings.
  • Contributing to HR projects as required.
  • Coordinating the administration of external HR accreditation for the organisation.
  • Participating in organisational sub-groups as required.
  • Ensuring the ongoing implementation of the fundamental purpose and philosophy of Foróige.
  • Any such other relevant duties as the board of Foróigeand/or the Chief Executive or the nominee of the Chief Executive shall deem necessary for the effective implementation of Foróige's policy and programmes.

PERSON SPECIFICATION

Education & Experience: (E) = Essential requirements, (D) = Desirable requirements

  • Bachelor’s degree in Human Resources or related business discipline. (E)
  • At least two years relevant work experience (E)
  • Access to car and full Irish driving licence(E)
  • CIPD qualification an advantage. (D)
  • Experience in the voluntary sector (D)

Knowledge & Skills(all essential requirements)

  • Knowledge of the policies and procedures of a Human Resource Department.
  • Knowledge of modern office procedures and processes.
  • Working knowledge of relevant computer software and hardware applications, including HR Databases (Experience working with Agresso HR an advantage) Proficient competence with Microsoft Word, Excel and PowerPoint.
  • Ability to research, evaluate and analyze new best practice HR methodologies and procedures.
  • Ability to work alone on a broad variety of projects.
  • Has integrity, honesty, has the ability to build trust with others.
  • Excellent written and verbal communications skills, including ability to draft summary information and correspondence.
  • Excellent standards of accuracy and attention to detail.
  • Ability to exercise effective judgment, sensitivity, creativity to changing needs and situations.

  • Commitment to the purpose of Foróige and to work within the values, policies and procedures of the organisation.
  • To act consistently in a professional manner at all times.
  • To participate in regular supervision with your line manager.
  • Flexibility in relation to hours of work to meet the needs of the work. Work during unsocial hours may be required. There will be some national travel associated with this role.
  • Identify training needs with your line manager and participate in training opportunities appropriate to the role.
  • To undertake other duties as may be requested by Chief Executive Officer of Foróige or their nominee from time to time.

ADDITIONAL CONSIDERATIONS FOR THE ROLE

Funding:It must be understood that if the funding for the post is discontinued the post holder’s contract may be terminated.

Medical:The successful candidate will be required to complete a medical questionnaire / undergo a pre-employment medical.

Garda vetting:As our work involves contact with young people, candidates under consideration for employment in Foróige will be subject to Garda vetting.

References:The successful candidate will undergo 2 reference checks before commencing employment with Foróige.

Annual Leave: The HR Officer will be entitled to 29 days annual leave pro rata plus public holidays. The needs of the job must be considered when applying to take this leave.

Hours of work:The HR Officer will be expected to work a minimum of 35 hours per week. The position will require flexibility in relation to working hours and occasional weekend work.

Salary:Salary will be notified to the successful candidate upon appointment and will be based on the Foróige salary scale.

The salary range for this post will be 33k-35k per annum.

Contract Duration:The successful candidate will be offered a fixed-term, 6 month contract of employment.

Travel:This post will involve some domestic travel within Ireland and occasional meetings. Travel and expenses will be paid in accordance with appropriate Foróige rates.
