  1. Election of Officers

2.1. Mr John Cambridge was re-elected as chairperson

2.2. Miss Pat Andrews was re-elected as vice-chairperson.

  1. Declaration of interests:John Cambridge declared an interest in item 9 Headland Festivals Group.
  1. Minutes:the minutes for the meetings on 28th February 2017, 28th March 2017 and 25 April 2017

were approved.

  1. Progress reports:

5.1. Durham Street / Northgate junction the area has been tidied a bit but we have not been able to speak to the owners of the land to find out what is happening with it.

5.2. Improving garden areas – no report as Jonathan Pounder not at meeting.

5.3. The Hereema and PD Ports fencing needs attention, one part has been repaired but is unsightly and will be replaced. The barbed wire on top of the fence will be cleaned or removed.

  1. Finance Report:The report had been circulated.

6.1. Payments for approval: Donations of upto £1,000 for Heritage Day and the Carnival were approved.

6.2 Year end accounts Annual Governance Statement was completed and signed.

6.3 Year end accounts were presented and signed.

  1. Correspondence:

Details of some training courses had been circulated.

A letter had been received from the Police following the bombing in Manchester. Part of it to be displayed on the office window.

Works include the installation of precast concrete wall units and copings along with new ferrocast post and rail fencing. Sea defence works also include proposed revetments (stepped, sloped, rock) along promenade and paddling pool (adjacent to York Place/Albion Terrace/South Crescent). There are no objections for the applications for Moor Terrace, Pot House and Cliff Terrace. Clarification is needed for the exact location of the work to be done to the Sea Wall.

9. Headland Festivals Group - plans are in hand for the Wintertide Festival but some of the events might be limited as more finance is needed.

10. Neighbourhood Plan – an application for a grant is being processed to cover the costs needed to continue with the plan. The draft is nearly complete. All Parish Councillors will be sent a copy and it will be taken to various events over the summer.

11. Defibrillator: Councillor Shane Moore has funds available to purchase a defibrillator and we are to consult the planning department about any permissions needed to put one possibly on the wall outside the office. We are in contact with a First Aid trainer who is consulting with the Ambulance service about the type of AED needed. He is raising funds for a second one which could be put at the Fire Station.

12. Councillors reports and items for future agenda:

The paddling pool has not been filled and it will not be filled till the summer due to lack of staff to maintain it.

A report has been made that there are insufficient litter bins on the Headland, this to be discussed at the next meeting.

We are to contact Stagecoach bus company about the possibility of re-routing one the buses so that it goes nearer to the hospital.

Armed Forces day is to be held on the Headland in conjunction with the Heritage Day on 1st July. There will be a display of Army vehicles of the Town Moor and an army parade, the route of this parade has not been finalised.

13. Public Question Time:

A query was raised from the minutes about putting signs up about dog fouling and asking for de-cluttering of signs. The dog fouling notices would be on lampposts and not extra poles.

Parking near The Globe on junction of Cleveland Road and Northgate makes visibility difficult so yellow lines may be put on the corner. In Northgate were the houses are set back a 'lay by' may be put in so that cars can be parked off the road to keep it clear.

A zebra crossing may be installed at bottom of Henrietta Street and a 3rd crossing included in Cleveland Road.

New funding may be available to improve the play area near the tennis courts.
