Delivery of the Lambeth Housing Standard – (LHS.)

1-Context

Leasehold council has asked for Capital Programme 2012 estimates which had been submitted by the Council to the DCLG with regard to scope and cost by estate basis including a document comparing it to the actual spend.

The backlog claim is made in relation to elements, not estates.

As can be seen, below, the initial backlog claim was refused, which meant that the Council had to review its Capital programme.

The LHS Capital programme budget was agreed by Council in March 2012.

2010-11

The Council made a GLA Decent Homes backlog claim for the sum of £217.5m, this offer is rejected and a total sum of £100.5m offered .The application was made based on the application of the Decent Homes criteria and investment required to failing elements within our stock and primarily related to Internal elements, roofs and windows.

The Lambeth Housing Standard (LHS) programme, as noted to previous Leasehold Council incorporated decent homes elements as well as Mechanical and Electrical elements (Lifts, Door Entry, Watertanks, Communal Heating, and Communal Electrics), Environmental & H&S elements.

2011-12 to 2014-15

The Council agreed the LHS programme in 2012, based on a budget of £450 m from a programme projected at £490m.

The GLA approved backlog funding of £100.5m and draw down of the grant was applied, the distribution and type of application can be seen in the table below:

The works programme for 2015/16 will be added to the above schedules , once we have validated completions.
