B) Correspondence for discussion

1. SKDC - Planning Policy Officer – SK Planning Consultation Questionnaire – The Clerk has

completed the majority of the answers are they mostly related to the administrative side of planning

applications or documents. The final question is to be considered by the committee: ‘Are there

any improvements you would like to see to the ways you can get involved and have your say on

local planning applications or documents?

During the discussion it was pointed out that BTC is in dire need of land for a new cemetery, and if

possible when any new major developments are presented BTC should under a 106 agreement or

CIL (Community Infrastructure Levy) ask for contributions towards land. BTC wants to be consulted

on any improvements needed in Bourne, not exclusively cemetery land.

RESOLVED;to request that the questionnaire incorporates the requirement that BTC is

consulted in time so that needed improvements in Bourne can be instigated

under 106 agreements or CILs

2. Bourne Preservation Society – Conservation Area Query – The Society is concerned about the

amount of temporary and permanent vinyl banners which are displayed on railings and buildings

within the town’s conservation area. The Society would like to know if these have been approved by

the town council, or nor, and who else the council may be aware of, who may be involved in giving

authorisation for these banners. The Society is also concerned at the sticking of bills on the empty

premises in the town, has the council any plans for this to be presented, and to have the bills

removed? Both of the above are blighting the centre of the town and are detrimental to the

conservation area. The Society wishes to see the centre of the town well maintained and policed

from these problems and would be pleased to receive the council’s response.

The Clerk – responded to some of the points mentioned above: BTC has addressed this issue on

many occasions, not just through the meetings and sent photographs to SKDC, also ownership of

railings on bridge to South Street car park and that the Clerk is not aware of any policing of bills on

empty shop fronts.

The Town Clerk pointed out that some signs have permission and others not; in the past she has

passed photographs to SKDC and they have removed business banners and left charity posters.

RESOLVED;to endorse the Clerk’s actions and to point out to BPS that if they have

concerns they should make representation to the enforcement officer at

SKDC

3. Lincs Road Safety Partnership – Dyke Junction A15

Notification of traffic speed during a survey carried out in 2004 and from a permanent counter just

to the north with details given of the week 2 – 9 September 2013.

The information had been received in relation to a question about the mean speed on the A15 near

the junction. Members were pleased to see that the speed has been reduced. The

Road Safety Partnership feel that the road appears to be safer and improving, and although it is

early days yet this may be due to changes to signage.

1844PTO DISCUSS ANY SUCH BUSINESS WHICH THE CHAIRMAN MAY LEGALLY BRING TO THE

COMMITTEE’S ATTENTION

The Clerk presented the following:

SK Local Plan; SKDC has produced a Site Allocation & Policies Development Plan Document to

guide future development in the district outside of Grantham. Following consultation on proposed

Main Modifications published in July 2013, further hearing sessions have been arranged

commencing Monday 9th December 2013 at 10am. Subsequent sessions will take place on the 10th

and 12th of December; all sessions will be held at the Ramada Hotel, Swingbridge Road,

Grantham.

Details of the above were passed to Cllr R McKinney
