Ⅰ Definition of carry-on baggage
Baggage within scope of application limited by carrier and approved by carrier that passengers can keep by themselves.
ⅡScope of application
Data box, camera, or telescope, coat or pocket, books or handbag, folding baggage cart, diaper, reading material, articles for babies and children, umbrella or crutch, note book PC, folding baby strollers, gold and silver ornaments, jewels, ticket, bond, etc.
Ⅲ Rules about carry-on baggage
Each passenger is allowed to carryONEpiece of carry-on baggage, which must be in size of 20x40x55cm and in weight of 5kg. For business class passenger, each passenger is allowed to carryTWOpiece of carry-on baggage;for economy class passenger, each passenger is allowed to carry ONEpiece of carry-on baggage. The baggage should be able to be put under the front seat or in the rack.
ⅣExcess-value declaration
(1) When the price of checked baggage per kilogram is more than 100RMB, passenger can apply for excess valuation.
(2) The excess-value declaration of the checked baggage shall not exceed the actual value of the luggage itself.
(3) Capital Airlines cannot accept liability for any declared value that is higher than 8000RMB per passenger.
(4) Capital Airlines retains the right to refuse your checked baggage if any discrepancy is evident, or passenger refuse baggage-check.
(5) Only the whole piece of checked luggage can declare the value. Single item in the luggage can’t.
(6) Capital Airlines cannot accept an excess-value declaration of carry-on baggage.
ⅤExtra charge for excess-value declaration
1. Extra charge for excess-value declaration will be collected 5‰ of the declaration valuation per kilogram beyond 100RMB.
2. Extra charge for excess-value declarationcompute inRenminbi Yuan, and mantissa should be rounded.
ⅥDefinition of special baggage and its classification
(Ⅰ) Definition
According to Civil Aviation Administration of China’s definition, "baggage" means such articles, effects and other personal property of a passenger as are necessary or appropriate for wear, use, comfort or convenience in connection with his/her travel. Unless otherwise specified, it includes both carry-on and checked baggage of the passenger. Items which do not defined as baggage should be treated as cargo. If passenger’s baggage is beyond the scope of the definition of baggage, carrier retains the right to refuse its transportation. Some special baggage can be treated as baggage transport after it has been approved by carrier and taken appropriate measures or be restricted by certain conditions. Special baggage transport should conform to national laws and regulations and carrier’s rules, under the precondition for flight, passenger and ground safety.
(Ⅱ) Classification criterion
Six categories are classified for special baggage：
- Sportsequipment
Include sports guns/bullet, javelin, archery equipment, wave-skiing board, fishing tackle, golf sets, diving equipment, sleigh and ski equipment, surfing sets, bowling equipment, hockey / lacrosse equipment, sporting balls and sets , bicycles, etc.
- Electric products、instruments
Include precision instruments, electrical appliances, musical instruments, etc.
3. Special passenger belonging
Include electric wheelchair and folding wheelchair, stroller or cradle, etc.
4 Liquids
Include raw eggs, edible oil, cosmetics, alcohol, drugs, etc.
5. Outdoor goods
Include the camping gear, such as tents, backpacks or back box, sleeping bag, etc.
6. Other items
Including fragile and easily damaged baggage/ confidential documents/diplomatic pouch, slashing/blunt knives, armed guards, irritating odor or fruit which easily annoys other passengers like fruits (such as: durian, jackfruit, etc.), seafood, ashes, pet, etc.
ⅦCharge standard of special luggage
(Ⅰ) Sports equipment
⑴Sports guns/bullet
No more than 5kg of ammunition may be carried per passenger. Ammunition of group travelers must be packed separately. Ammunition carried in addition to the free baggage allowance will be assessed at current excess/overweight baggage charge. The overweight-baggage charge is 1.5% per kg of the ticket face value of that day in Economy Class.
⑵Javelin
Javelin is allowed to occupy one piece of free baggage amount. Other Javelins should be charged by extra baggage. Except the routes of piece concept, overweight baggage of global routes is charged by weight. The overweight-baggage charge is 1.5% per kg of the ticket face value of that day in Economy Class. The routes of piece concept, charge by over-limit standard.
⑶Wave-skiing board
Fees standard of weight concept:
Capital Airlines can accept a wave-skiing bag with one wave-skiing board or at most two inside. The weight of the consignment and the Wave-skiing boards are computed together. In case your baggage exceeds the free baggage allowance, an excess baggage charge will be levied according to the following table.

Fees standard of piece concept:
Capital Airlines can accept a wave-skiing bag with one wave-skiing board or at most two inside provided that the length of wave-skiing boards does not exceed 43 inches (107 cm );
• Wave-skiing boards not exceeding the free baggage allowance are free of charge;
• If wave-skiing boards exceed the weight limits for free baggage, special charging policies are applicable to only one set of wave-skiing sets for each passenger, namely charging a fee of 33% of a standard charging unit.
• Other wave-skiing sets which exceed the free checked baggage limit shall be charged according to normal.
⑷Sledges and skiing sets：
• Ski sets: a pair of skis, two ski poles and /or a pair of ski boots. Each passenger may take only one set of ski sets subject to this special charging.
Fees standard of weight concept:
• The weight of the baggage and the Ski set are computed together. In case your baggage exceeds the free baggage allowance, an excess baggage charge will be the same as Wave-skiing boards.
Fees standard of piece concept:
In addition to enjoying their own free luggage allowance, passengers can also transport a ski kit (total weight of items cannot be more than 23 kg and the sum of the three sides cannot be more than 158 centimeters [62 inches]. Definition of a ski kit: One pair of skis, two ski poles and/or one pair of ski boots.) free of charge. The second ski kit will be charged at 33% of the standard luggage fee. Fees for a third ski kit and thereafter shall follow the normal standards for excess luggage charges.
⑸Fishing tackle
Fees standard of weight concept: The weight of the consignment and the Fishing tackles are computed together. In case your baggage exceeds the free baggage allowance, an excess baggage charge will be levied according to the following table.

Fees standard of piece concept
Capital Airlines permits one piece of baggage included in the free baggage allowance to be replaced by one set of fishing tackle (including two fishing rods with reels, fishing baskets, fishing nets, a pair of long boots and a box for fishing tackle).
Fishing tackle within the weight limit on free checked baggage are carried free of charge. Those beyond the weight limit will be charged according to charging standards for overweight baggage.
⑹Archery equipment
Fees standard of weight concept: passengers checked baggage and archery equipment weight calculated together, beyond the part of free baggage allowance, fees as shown below:

The piecework system course fees add course fees according to the piecework system: within the free checked baggage allowance does not charge any fee, such as beyond the free checked baggage allowance, according to overrun baggage fees charges.
⑺Golf sets
Golf sets: including 14 clubs, 12 golfs and a pair of shoes
Fees standard of weight concept: The weight of the baggage and the Golf sets are computed together. In case your baggage exceeds the free baggage allowance, an excess baggage charge will be taken the same as archery equipment.
Fees standard of piece concept：
In addition to enjoying their own personal free luggage allowance, passengers can also transport golf equipment (total weight of items cannot be more than 23 kg and the sum of the three sides cannot be more than 158 centimeters [62 inches]. A golf set: One golf bag, one pair of golf shoes.) free of charge. Fees for a second golf set will be charged according to 50% of the standard luggage fee. Fees for a third golf set and there after shall follow the normal standards for excess luggage charges.
⑻Diving equipment
Fees standard of weight concept:
A gear bag with diving equipment (not empty diving bottle) is acceptable. The diving equipment includes free diving bottle, and the spear gun with carbon dioxide (CO2) gas canisters, also the steam tank must be empty. Passenger baggage weight combined calculation and diving equipment, beyond the part of free baggage allowance, cost charge standard reference archery equipment. The weight of the baggage and the Surfing sets are computed together. In case your baggage exceeds the free baggage allowance, an excess baggage charge will be taken the same as archery equipment.
Fees standard of piece concept: A gear bag with diving equipment (not empty diving bottle) is acceptable. (9)Surfing Equipment
Capital Airlines allows surfing equipment transport as checked baggage. The whole scale of each surfing board (length+ width+ height) should within 203cm or 80inches and each side should not be more than 277cm or 109inches. This includes a windsurf including masts, arm shanks and sails.
Fees standard of weight concept charges:
The weights of surfing equipment and passengers luggage are computed together. The excess baggage charge will be levied according to archery equipment.
Fees standards for piece concept:
Capital Airlines does not allow surfing sets to be included in the free checked baggage. Only one suit of surfing equipment of each passenger is suitable for special charging policy, namely being charged a fee of 50% of a standard charging unit. The other surfing suits should follow the excess baggage charge standard.
⑽ Bowling Equipment
A set of bowling equipment include: a bowler bag, 1-3 bowls(Capital Airlines permits at most 3 bowling balls to be put into a bag), a pair of bowler shoes.
Fees standard of weight concept charges
The weights of bowling equipment and passenger luggage are computed together, the excess baggage charge will be levied according to archery equipment.
Fees standards for piece concept:
No charge in the free checked baggage allowance,the excess baggage charge will be levied according to the excess baggage charges standard.
⑾ Hockey / Lacrosse Equipment
Fees standard of weight concept charges
The weights of hockey/lacrosse equipment and passengers luggage are computed together, the excess baggage charge will be levied according to archery equipment.
Fees standards for piece concept:
Capital Airlines allows the two tied hockey or lacrosse sticks of one passenger to replace a piece of free checked baggage, which is no charge within the free checked baggage allowance. The excess baggage charge refers to the excess baggage charges standard.
⑿ Bicycle
Fees standard of weight concept charges
The weights of bicycle and passengers luggage are computed together, the excess baggage charge will be levied according to archery equipment.
Fees standards for piece concept:
No charge in the free checked baggage allowance, the excess baggage charge will be levied according to archery equipment.
(Ⅱ) Electronic Products
1 Precision Instrument and Electronic Appliance
Fees standard of weight concept charges：
The weights of precision instrument and electronic appliance can not be calculated into the free checked baggage weight, but it should follow the excess baggage charge standard.
Request of scale: the single item weight can not exceed 50kg, the length of three sides shall not exceed 40cm*60cm*100cm.
Fees standards for piece concept:
Those items shall be charged at a standard rate. The single checked precision instrument and electronic appliance weight can not exceed 32kg, As for the volume, the summation of the three sides shall not exceed 62 inches (158 cm).
⑵ Musical Instruments
The weights of musical instrument can not be calculated into the free checked baggage weight, but it should follow the excess baggage charges standard Passengers should buy a ticket and get the carrier’s approval before boarding, if the musical instrument should bring into the cabin as a carry-on baggage.
For domestic routes, the weight of baggage on cabin seat can not exceed 72kg, volume can not exceed 40cm*60cm*100cm. For international routes, the weight of baggage on cabin seat can not exceed 75kg, volume can not exceed 40cm*60cm*100cm.
Fees standards for piece concept:
such as Sino-US route or China-Canada route, as checked baggage, musical instrument has single charge standard, 80$ per piece.
3. Special Passenger Belonging
Capital Airlines allows electric wheelchair, folding wheelchair transport as exceeded baggage. For passengers whose activity must rely on wheelchair, one wheelchair can be delivered as checked baggage for free as caring service, besides the normal free checked baggage allowance. Other wheelchairs should follow the excess baggage charges standard.
4. Alcoholic Beverage
Capital Airlines does not allow the alcoholic beverage transport as carry-on luggage, but as checked baggage. There are some rules should be followed.
1 If the liquid volume concentration percentage is less than or equal to 24%, is regarded as common goods. No limitation for deliver, follow the excess baggage charges standard.
⑵ If the liquid volume concentration percentage is between 24%-70%, is regarded as dangerous article by air. If each inner package is less than or equal to 5 liters, can be delivered as checked baggage, and follow the excess baggage charges standard. If each inner package is more than to 5 liters, must be delivered as cargo.
⑶ If the liquid volume concentration percentage is more than 70%, can not be delivered as baggage, must delivered as dangerous goods.
5. Other Items
⑴ Fragile or Perishable Items
The fragile or perishable items can not be delivered as checked baggage or clip into the checked baggage. If item is compliant with the carry-on luggage stipulates of CAA, it can be taken into the cabin with passengers as carry-on luggage. If items should occupy seats, they should follow seat-occupy luggage stipulates of carrier. If passenger insist to check the fragile or perishable items, or these items are not compliant with the carry-on luggage stipulates so need to be checked, should follow the excess baggage charges standard to take fee. The carrier should only be liable for the loss and damage situations as general checked baggage.
⑵ Important Documents/Diplomatic Pouch
There is no free checked baggage allowance for important documents or diplomatic pouch.
For seat occupied important documents or diplomatic pouch, there are two ways to calculate charge, choose a higher one: according to the real weights of such items, follow the excess baggage charges standard. Or according to the number of occupied seats,reference to the mileage from departure to arrival, follow the same level of ticket price with the items holders.
The Chinese version of fare rules shall prevail if there is any conflict.
