Council Meeting December 31, 2014
Council Chambers:
ROLL CALL: The City Council of Lincoln Center convened in special session at 7:30 a.m. with Mayor Travis Schwerdtfager presiding. The purpose of the meeting was to conduct year-end business. Councilmembers present: Jack D. Crispin, Jr., Lisa S. Feldkamp, Nikki Flinn, and Melodee Larsen. Councilmember absent: Louis Zsuzsics, Jr. Officials present: Attorney Daniel D. Metz and Clerk Rose M. Gourley.
MINUTES: Upon motion by Feldkamp, seconded by Crispin, minutes of the December 8, 2014, regular meeting were approved as written.
PAYROLL VOUCHER: Payroll Voucher No. 14-12, for December wages and salaries in the amount of $46,069.74, was presented. A motion by Crispin, seconded by Larsen, to approve said Payroll Voucher, carried.
ACCOUNTS PAYABLE: Accounts Payable lists were reviewed. Invoices prepaid in December totaled $93,208.37 and unpaid invoices received to date totaled $59,361.46. Upon motion by Crispin, seconded by Larsen, all said invoices, in the amount of $152,569.83, were approved for payment.
BEER LICENSES: Applications for renewal of Cereal Malt Beverage Licenses had been received from K K Smith, Inc., d/b/a Lincoln Grocery; and PH of Lincoln LLC, d/b/a/ Pizza Hut. Each application was accompanied by the appropriate fee. Feldkamp moved to issue 2015 Cereal Malt Beverage Licenses to each applicant. Motion seconded by Crispin, carried.
TRANSFER FUNDS: A motion was made by Crispin, seconded by Larsen, to transfer $15,000.00 from the General Fund to the Equipment Reserve Fund. Motion carried.
FRANCHISE TRANSFER: Clerk Gourley reported she had communicated with the attorney’s office after receiving notice that IdeaTek/Wildflower Telecommunications, LLC was being purchased by Zayo Group, LLC, a provider of fiber optic solutions. She had received no reply, nor had any consent to transfer forms been provided. City Attorney Metz advised the City’s franchise agreement with IdeaTek provided for the City’s written approval of any transfer of franchise, which approval could not be unreasonably withheld. After a short discussion, Crispin moved to table the issue until the next meeting, and to direct the City Clerk to make contact with Zayo Group, LLC to obtain additional information regarding the transfer. Motion seconded by Flinn, carried.
ADJOURN: There being no further business, Feldkamp moved to adjourn. Motion seconded by Crispin, carried. Council adjourned at 7:47 a.m.
