Chamber of Advocates Rules (Knowledge of the Hebrew Language, and Fees for Examinations in Hebrew, the Laws of the State of Israel and Professional Ethics Applying to Foreign Lawyers and Practical Subjects), 5722-1962*

By the authority vested in it under sections 94 and 109 of the Chamber of Advocates Law, 5721-1961, the National Council of the Chamber of Advocates hereby enacts the following Rules:
Proof of knowledge of the Hebrew language

  1. A person may prove that he has sufficient knowledge of the Hebrew language to register as a trainee advocate under section 26(2) of the Law in one of the following ways:

(1)By producing a matriculation certificate which was given to him on behalf of the Ministry of Education and Culture or by a high school in Israel and approved by the Ministry of Education and Culture;

(2)By producing a certificate which confirms that he passed the Hebrew language examination which was set under section 39 of the Law (hereinafter: the Hebrew proficiency test).

Proof in another way

  1. The Chamber of Advocates may, for special reasons that shall be recorded in its decision, permit a person to prove that he has sufficient knowledge of the Hebrew language in a different way from that stipulated in section 1.

Examiners' fee

  1. The Chamber of Advocates may pay the examiners a fee for marking the Hebrew proficiency test as shall be determined by the Central Committee.

Examination application

  1. A person wishing to take the Hebrew proficiency test and the Chamber of Advocates' examinations in the Laws of the State of Israel, Professional Ethics applying to foreign advocates or in practical subjects shall submit an application to do so to the Chamber of Advocates.

The subjects in the Laws of the State of Israel

  1. The application to be examined on the Laws of the State of Israel shall specify the subjects on which the applicant wishes to be examined.

Examination fees
Rules 5757-1997

  1. (a) Upon submitting an examination application the following fees shall be paid:
    In new shekels
    (1) Hebrew proficiency test 160
    (2) Each written examination on the Laws of the 160
    State of Israel
    (3) Each verbal examination on the Laws of the 140
    State of Israel

    (3A) Examination on Professional Ethics applying to 160
    foreign advocates
    (4) Written examination on proficiency in practical 420
    subjects
    (5) Oral examination on proficiency in practical 100
    subjects
    (b) The fee specified in subsection (a) shall be paid regardless of whether the applicant is sitting the examination or the examination on the subject in question for the first time or whether he has already sat the examination in question on a previous occasion.

Exemption from fees and deferral

  1. The President of the Chamber of Advocates may, in special circumstances, exempt an applicant from payment of some or all of the fees for the examinations on the Laws of the State of Israel or practical subjects, or defer their payment.

Return of fee

  1. Where a person paid a fee for the examination on the Laws of the State of Israel or on practical subjects and did not sit the entire examination or part of it relation to a specific subject, four fifths of the fee which he paid for the examination that he did not take shall be returned to him.

Repeals

  1. Sections 5, 6, 12 and 38 of the Legal Council's Regulations, 5713-1953 – Repealed.
