Position Descriptions form a part of an integrated planning process to ensure that individual performances align with the strategic and corporate directions for the City. The Position Description also provides the basis on which selection criteria for the position are determined.

POSITION TITLE: TECHNICAL SUPPORT WORKER – TREE SERVICES

WORKPLACE AGREEMENT: AWU AND LGE (ENTERPRISE BARGAINING) AGREEMENT 2004 & THE MEMORANDUM OF UNDERSTANDING 2008 – 2010.

POSITION OBJECTIVES:

·  To assist in the development and implementation of a horticultural planting programme

·  To work as a member of the Tree Services team within the Parks & Landscape Division to inspect and assess the condition of trees and other landscape treatments, attend to customer requests and develop and implement works programs for internal and external providers

·  Assist with, and provide input into, continuous improvement programs aimed at improving the delivery of services to maintain trees and other horticultural assets

·  Provide arboricultural and horticultural advice to the tree services team and other teams within the Parks & Landscape division.

KEY RESPONSIBILITIES:

·  Assist with the development and implementation of a horticultural planting programme including assessment of sites, prioritising projects, selection of species, development of a work plan, coordinating resources to implement the programme, and monitoring of progress and performance.

·  Assist with the coordination and scheduling of resources, which may include a mixture of both in-house work crews and contractors required to deliver services within the Tree Services Unit. This may include ongoing maintenance programs or new development projects.

·  Using technical skills and knowledge gained from qualification and experience, undertake risk and condition assessments of trees and audits of maintenance and planting works.

·  Prepare reports with clear recommendations for action in relation to strategies to address identified risks in relation to horticultural assets and activities.

·  Contribute to the development of cost estimates and tender submissions.

·  Assist in the supervision and administration of external contractors, acting as Superintendent’s Representative where required.

·  Develop long-term work schedules according to the City Landscape Plan and specifications.

·  Provide horticultural and arboriculture advice to in-house work crews within the Parks and Landscape division and external contractors in relation to Tree maintenance.

·  Act in the position of Co-ordinator as required and approved by the Director in situations of extended absence of staff in these positions.

·  Undertake operational tree maintenance or planting duties where required

·  To work under minimal supervision.

Work closely with leading workers, nursery staff and staff from other departments within council to achieve operational outcomes.

·  Coach and train staff, including apprentices, trainees and casuals, to develop work skills.

·  Using computer systems where necessary, ensure correct accounting for labour, equipment and materials by maintaining accurate up-to-date records as required by management. ie. Time sheets, daily work sheets, Inspection reports sheets, etc.

·  Monitor work programmes through the “Confirm” Asset management systems and other IT systems used in the management of maintenance operations. (E-View, DataWorks, Pathways, Excel, Word, etc.)

·  Generate work tickets for maintenance crews and contractors as necessary.

·  Ensure equipment and materials required are procured from the store or external suppliers in accordance with councils purchasing policy and limits of delegation

·  Ensure works are undertaken to meet the requirements of specific legislation affecting operations, i.e. Local Government Act, Significant Tree Legislation, Native Vegetation Act, etc.

·  Ensure reports regarding tree assessment and removal are submitted within time frames.

·  Liaise with customers and service authorities in regard to Tree maintenance issues.

·  Respond to customer enquiries via meetings, phone calls or correspondence as required in a timely manner according to time frames set out in service agreements and customer service guarantees.

·  Ensure relevant safety checks and audits are undertaken as required.

·  Participate in and work to the achievement of all objectives as agreed and documented in the ‘Employee Performance and Development Review’ process.

·  Support and encourage continuous improvement in work practices.

·  Ensure communication with staff and customers is at all times clear and courteous.

OCCUPATIONAL HEALTH, SAFETY AND WELFARE RESPONSIBILITIES:

·  Observe and comply with all health and safety policies and procedures within the City of Salisbury including all safe operating procedures or instructions.

·  Take all reasonable steps to ensure personal safety and that of others is not put at risk through any act or omission in relation the above.

·  Report any identified hazards, incidents including near misses or injuries which arise in the course of work, using the systems and/or documentation available for such reporting.

·  Fulfil individual requirements to meet any documented OHS objectives arising from biannual performance and development reviews.

·  Not endanger personal safety or that of others by undertaking work whilst under the influence of alcohol or a drug in breach of Council’s Drug and Alcohol Policy.

·  Implement Councils occupational, health and safety policy ensuring safe work practices are maintained by in-house work crews and contractors within the tree services function.

OTHER REQUIREMENTS / COMPETENCIES:

·  Technical competency in Horticulture with an emphasis on Arboriculture.

Knowledge

·  Knowledge of legislation, regulations and Australian Standards pertaining to the area of activity.

·  Detailed knowledge of Australian Standard AS4373(2007) – Pruning of Amenity Trees.

·  Detailed knowledge of Occupational Health, Safety & Welfare requirements.

·  Detailed knowledge of council policies and procedures.

·  Working knowledge of the Local Government Act 1999.

·  Working knowledge of the Development Act 1993.

Experience and/or Qualifications

·  Significant experience in Arboriculture /Horticultural Services with emphasis on arboriculture or equivalent.

·  Minimum of AFQ Level 4 in Horticulture / Arboriculture / or equivalent competency gained through extensive industry experience ( Essential ). AFQ Level 5 in Horticulture (Arboriculture) or above is desirable.

GENERAL RESPONSIBILITIES:

·  To comply with the City of Salisbury Code of Conduct and all other policies and procedures adopted by the City of Salisbury as varied from time to time

·  To manage all Corporate Records in accordance with required procedures

·  Responsible for purchasing goods and services in accordance with purchasing guidelines and delegated financial limits.

SPECIAL CONDITIONS:

·  Some out of hours work may be required on a call out basis.

·  A current SA drivers licence is essential.
