The Commemoration Day will be observed on October 21, 2009 by various police organizations throughout the country. A special ceremony will be organized in Delhi. It will be attended by the heads and senior officer of central police organization like Intelligence Bureau, CBI and the Delhi Police. They will place wreath at the Police Memorial.

A Commemoration Parade will be held at New Police Lines, Kingsway Camp. The Commissioner of Police, Delhi will read out names of police officers belonging to various states and central police organizations who lost their lives while on duty this year.

Transport will be available at Police Headquarters, I.P. Estate, New Delhi. It will leave PHQ at 8.00 AM sharp and return after function to witness the Commemoration Parade.

2.A female age around 45/50 years, height 5’2”, shallow complexion, round face, thin built, wearing yellow suit salwar, found on 12-10-2009.

3.A male, age around 65/70 years, height 5’5”, wheatish complexion, long face, weak built, wearing kurta, found on 19-10-2009.

4.A male age around 60/65 years, height 5’7”, shallow complexion, round face, medium built, wearing white shirt, tobacco colour underwear, black pant, found on 14-10-2009.

BLIND MURDER CUM ROBBERY CASE COMMITTED IN JAGAT PURI AREA SOLVED: ACCUSED ARRESTED

ACCUSED IS NEPHEW OF DECEASED

INTRODUCTION

With the arrest of one person namely Bharat Aneja@ Buntyage 29 years s/o Rajkumar r/o131, 187/11, Bagh Wali Gali, Jawahar Nagar, Rohta Road, Meerut(UP), the staff of PS Jagat Puri along with Special Staff/ East has solved a gory incident of murder of one Rita Aneja Aged 50 years. Blood stained Cricket Bat used in commission of crime and cloths of accused person wearing at time of commission of crime have also been recovered.

INCIDENT & TEAM & ARREST:-

On 12/10/09 at about 08.15 PM information was received at police station Jagat Puri regarding murder of a lady in H. No. A-149, Gali No. 7, South Anarkali, Jagat Puri, Delhi. At the spot dead body of a female person was found lying with injuryon the head and strangulation marks on the neck. The body was identified to be of Mrs Rita Aneja w/o Gulshan Aneja r/o A-149 Gali No. 7, South Anarkali, Jagat Puri, Delhi .A case vide FIR No. 23/09 u/s 302/397 IPC was registered at police station Jagat Puri and investigation taken up.

Immediately, a team was constituted to explore possible clues regarding the accused person and to apprehend them. The team of P.S.Jagat Puri consisting of Insp. Suresh Chand, under the supervision of of SHO/ Jagat Puri Insp. Rajesh Kumar along with team of Special Staff/ East geared up its resources and launched drive to develop information about the accused person. From the examination of the spot by investigators it seemed that some known or relative might be involved in this brutal murder. The team members swiftly started collecting information about the suspect and came to know that that during the funeral and other rites one Bharat Aneja r/o Meerut nephew of deceased has not turned up and is also absconding from his house in Meerut. Acting upon a specific tip-off the police team on 16/10/2009 caught Bharat Aneja@ Bunty from near Race Course Meerut Cantt area and interrogated him in detail. He confessed the crime.

INTERROGATION AND PROFILE

During sustained interrogation, Bharat broke down and disclosed that he is un-employed and used to come to Delhi to meet his uncle and aunt to borrow money from them. He also came on 4, 5, 6/10/09 and visited his uncle’s house and saw her aunty wearing heavy gold ornaments and planned to loot her. On 12/10/09, he with a pre planned mind came to Delhi at around 5 PM. His aunty was alone at that time and he asked for tea. As she went into the kitchen the accused started beating her and tried to strangulate her and later smashed her head with the cricket bat kept nearby. After killing her, he robbed the gold ornaments and fled from the spot. On 12/10/09 he came to his uncle house without carrying a mobile and after committing the crime he again purchased a new mobile, so that his presence could not be detected at the place of murder. He went to Meerut in the night and in the morning sold some gold ornaments for Rs. 49,000/- to a local jeweler. From there he went to Rishikesh and stayed in Hotel Gaurav and then came to Meerut and stayed in Hotel Neeraj. The entries made in those hotels have been matched during Investigation. Bharat Aneja is un-employed and is habitual of gambling and due to his habit of gambling he used to borrow money from his relatives. He is married and has two children.

Recovery

  1. Blood stained Cricket Bat used in commission of crime.
  2. Cloths of accused person wearing at time of commission of crime.
  3. Two Gold Bangles( a part of looted jewellery)
  4. New mobile used after committing murder.

Investigation of the case is in progress.

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

2.And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008-UTL dated 26.11.2008. I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations specified in the schedule appended to this order, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant (s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

4.The order shall come into force with effect from 22.10.2009 and shall remain in force for a period of 60 days i.e. upto 20.12.2009 (both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code; and

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil Offices of the District, all Police Stations concerned and the offices of the NDMC and MCD.

Whereas a large number of commercial places/shops have come up in Delhi which are popularly known as Cyber Cafes and a large number of people visit them to use the facilities available in such places including e-mail facility.

2.And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions, help in the terrorist activities directly affecting the security of the State.

3.And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.

4.Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008-UTL dated 26.11.2008. I, Kannan Jegadesan, Deputy Commissioner of Police, South-West Distt., Delhi do hereby make this written order for strict compliance by the owners of such Cyber Cafes in the jurisdiction of South-West Distt :-.

a.Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of the Café.

b.Maintaining a register for identity of the visitor/user.

c.Make an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

d.The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them).

e.Activity server log should be preserved in main server and its record should be preserved for at least six months.

f.If any activity of the visitor is of a suspicious nature the owner of Cyber Café will immediately inform the police station: and

g.Record be maintained about the specific computer used by the person.

h.Cyber Café owners to ensure that users of Cyber Café are photographed on continuous basis & the record of the same is maintained properly.

5.This order shall come into force with effect from 22.10.2009 andshall remain in force for a period of 60 days i.e. up to 20.12.2009 (both days inclusive) unless withdrawn earlier.

6.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.
