Format of bulletins related to aeronautical meteorology

Summary and Purpose of the Document

This document presents specific requirements for aeronautical meteorology and proposals to satisfy these requirements.

ACTION PROPOSED

The meeting is invited to review the specific requirements for aeronautical meteorology described in the document and the proposals to satisfy these requirements given in paragraphs 6, 7, 13 and 15.

Allocation of abbreviated headings for GAMET bulletins and special aircraft reports for volcanic ash

Background

1.  T1T2 = FA is allocated to aviation area /GAMET/advisories data types presented in FM 53 (ARFOR)/[TEXT]. ICAO invited WMO to introduce an exclusive header for GAMET bulletins.

2.  T1T2 = UA is allocated to aircraft reports presented in FM 41 (CODAR) and ICAO AIREP. ICAO invited WMO to introduce an exclusive header for special aircraft reports, in particular for volcanic ash.

Proposal

3.  Noting the limitation in the availability of designators T1T2, it is proposed to use different series of the two digits ii for the different types of data.

4.  The bulletins with T1T2 = FA included in the catalogue of meteorological bulletins (Volume C1) are given in Annex 1. For T1T2 = FA, there are no bulletins with ii above 41.

5.  The bulletins with T1T2 = UA included in the catalogue of meteorological bulletins (Volume C1) are given in Annex 2. The bulletins received during the July 2005 SMM exercise are given in Annex 3. For T1T2 = UA, there are no bulletins with ii in the series 60-79, and only a few bulletins in the series 80-99.

6.  Since there is only one CODAR bulletin (UAXX01 EDZW) mentioned in Volume C1 with T1T2= UA and since T1T2 = UT is also allocated to CODAR bulletins, it is proposed to delete the allocation T1T2 = UA for FM 41 (CODAR) in Table B1 of Attachment II-5.

7.  In order to ensure a smooth transition in the changes of abbreviated headings, it is proposed to allocate the ii as follows:

Discrepancy between WMO documents concerning the issuance and the data-type designator of 12-hour TAF

Background

8.  ICAO Annex 3/WMO Technical Regulations (C.3.1) paragraph 6.2.6 reads (prior to draft Amendment 74[1]):

9.  Recommendation: The period of validity of a routine TAF should be not less than 9 hours nor more than 24 hours; this period should be determined by regional air navigation agreement. Routine TAF valid for less than 12 hours should be issued every 3 hours and those valid for 12 to 24 hours should be issued every 6 hours.

10.  Those TAF issued every 3 hours are expected to use the data type designator FC while those issued every 6 hours should use the data type designator FT. This distinction is becoming increasingly important in view of the growing use of automatic data processing systems.

11.  The WMO Manual on the Global Telecommunication System (WMO ─ No. 386) in Attachment II-5, Table B1 contains the following entries:

12.  The implication of the above is that there is a contradiction between the two above documents, i.e. a forecast of duration 12 hours should be issued every 6 hours according to ICAO Annex 3/WMO Technical Regulations (C.3.1) while its data-type designator in Table B1 of Attachment II-5 to the Manual on the Global Telecommunication would imply that these forecasts should be issued every 3 hours.

Proposal

13.  This problem would be resolved by amending the data-type designator given to 12-hour TAF, which involves the following changes in Table B1:

NIL in TAF messages

Background

14.  In accordance with Annex to Recommendation 5 (CBS-XIII) – modifications to FM 51-XII Ext. TAF, the code words “AMD”, “CNL”, “COR” and “NIL” shall be included, as appropriate, for amended, cancelled, corrected and missing forecasts, respectively.

Proposal

15.  It is proposed to delete the note under paragraph 2.3.3.2.7 of Part II of Volume I of the Manual on the GTS (see http://www.wmo.int/web/www/ois/Operational_Information/WMO386/Volume1/PART2.pdf), which reads as follows: “Note: for messages containing aerodrome forecasts in the TAF code, NIL should not be used.”
