Meeting called to order by at 11:15A.M.

I)Roll Call by Chapter

A)Present: See Attached lists.

B)Absent: 16, 21,

II)Approval of Minutes of Last Meeting

III)Outreach Service Reps do not sign leases and 23 not 25 houses

A)The minutes of the previous meeting were unanimously approved as read.

IV) State Officers Reports

A)Chair Report- Tony Perkins

i)Passed out copies of who has not and who has signed into email.

ii)Been doing stuff on the web such as a video on how to fill out the HAR report. The preferred method is to do it on line by following the link and email Blake and letting him know it was sent. Have houses call Tony if they can’t sign on to email.

iii)Google updated education website and we got it for free.

iv)For the last 5 years Tony has been wanting to get an Oxford coin will bring it up in new business.

B)Co-Chair Report- Dave Taub

i)Has been looking into a few options for the Campout besides Twin Harbors.

ii)Been working with Judy to open new men’s and children’s houses.

iii)Have been getting emails from members questioning what went on in a meeting dues, raising donation etc. please make sure that notes are very clear when taking things back to chapter.

iv) Have an opportunity to move out of Oxford and will miss being a state officer. It has kept him sober and thank you for the support and will stay active in Oxford one way or another.

C)World Council Reports

i)Stan Finney

(a)Was voted in as Chapter committee chair to get all chapters recognized. It is a huge task and taking it seriously.

(b)December 20th Gene Goodman Myrna Brown and Dan Hanh and others are developing a state association manual. Get info from Stan Finney.

(c)Had conference call today regarding mission statements and goals and there will be a world summit in May.

ii)Judy Maxwell

(a)Handed out awards to houses that paid off loans.

i)Account information.

E)Budget and Finance Report-Ryan Romaneski

i)Will read and go over budget report but will not vote on the budget until March.

ii)Budget for 2011/2012 looks good.

iii)Ryan got a report from Blake with a bed count so chapters know how much the check to state should be for.

iv)Has not recorded if a chapter missed a meeting and has not paid bed dues.

v)Not much change between the years.

vi)Ask Ryan for copy of proposed budget.

vii) Next Budget and Finance meeting will be March.

F)Re-Entry Report- Stan Finney

i)Been a lot of fun and appreciate the support.

ii)Did DSHS deal with Mo and Rick..

iii)Budget cuts at the state level will be serious and will effect the voucher program.

iv)If you want to hear his stories ask later.

v)Stan apologized for absolutely nothing.

G)State Auditor Report

i)Not in attendance

H)Housing Services Report – Rick Lewis

i)Rick has been to a few houses. Would like to get to chapters 12 and 26.

ii)Gone to treatment centers.

iii)Take good notes at State meeting so there is no confusion.

iv)Mo – 2 had to move 2 houses and close one.

v)No online banking.

vi)Forest park house closed. They were not attending chapter meetings etc. 6 man house had 2 men living there, needles, guns and a snake were found there.

vii) Thanks chapter 11 for being here.

viii)Important the treasurer is not check signer for houses or chapters.

ix)Made it to all chapters except 7 and 23

x)David Long - Got laid off in December and will have more time for service

xi)Need houses in Longview and it has been difficult to find some.

xii) Eric Perkins – Report read by Darren Eric has been busy.

xii) Spokanearea houses haveinexpensive membership to the YMCA. Suggests other areas look into it.

xiii)Inland house is having difficulty with relapse.

a) The President ran the house.

b)Members were drug tested 3 times this year with several positives.

I)Growth Committee-Eli Dena

i)Tried to figure out regions the feasibility of regions and would like input. Please contact him with any ideas before the next State Meeting

ii)Tony Perkins said State is very lucky to have Eli in the position. He has taken the job seriously and keeps a cool head and keeps all on track in meetings.

i)Thank you Tony for designing Christmas cards.

ii)Been working to have all houses get charters.

iii)Check your email.

iv)Handed out awards to houses that have paid off loans

B)Marty Selvidge

i)Some senior members think they are bosses and need to be told no.

ii)Need 2 check signers at the House and Chapter level.

iii)Chapter Chairs need to pay attention to HSR reports when read at chapter meetings. They can see if there are any red flags at houses

C)Stacy Anderson

i)Been to Yakima a lot trying to open a women’s house.

ii)Been to Moses lake and it is still struggling to find houses there.

iii)In the next 3 months will open a Men’s and Children’s house.

iv)A year ago State Association gave a donation to Edison house of furniture and read thank you note found as Stacey was cleaning her office.

v)Became a grandma. WOOHOO!!!!!!!

D)Rick Mogul

i)Moved or opened 4 houses in 3 days

ii)Stan Timberlake house is active at the chapter level already.

iii)Been looking at many houses.

iv)Children are allowed in houses.

v)No online banking.

vi)Check book should never leave the house.

E)Blake Bippes

i)Not very busy lately.

ii)Has not opened many houses but doing a lot of maintenance and working with houses that are in trouble financially.

iii)Awesome people in Spokane chapters.

iv)Been working with CPS in Spokane.

v)Update websites.

vi)Check email.

vii) Please make sure to get the HAR reports done. Chapters 2, 10, and 15 have not done one yet for December meetings and would like to fine those chapters $25. Motion made to fine chapters discussion from 15 and 10 that they had new officers 2 said they did send it but if they can prove it was sent rescind the fine next meeting.

viii)Answer your damn phones!

F)Gino Pugliese - thanks all. Lots of house relocation and it is great all of the support given

i)Forest park is one of many foreclosures and can be stressful to members in the house.

ii)No matter what, if your house is foreclosingpay the rent.

iii)Ravenna is foreclosing and not paying rent and could be keeping it for members own use about $13k

iv)Washington leads the way and others states will look to us as examples.

v)Been a lot of members who are just out of prison and/or jail. Some try to run house with bullying.

vi)They are no different than us. Some right out of the joint still have a prison mentality.

vii)Tony – There should be no more than 30% of the house that are right out of prison. It can alter the democratic process.

viii)Still looking for picture of Stan T. for memorial in his house.

ix) Francis Shultz passed away beforeChristmas. There will be a memorial at 1pm on1/22 at 1919 Division St. NWOlympia at Calvary Chapel

x)Missouri lost contract with Oxford because loans were not being paid.

xi)1.2 mil is about what Washington has paid back in loans to the state of Washington.

A) Tony – Motion made to give Tony $4000 for camp out.

B) Motion made to move state meeting to March 19th so outreach can attend.

i)Fine Chapters 21 and 16 for not being here and no paperwork.

ii)Maximum fine per meeting to a chapter is $50.

B)Dave motions to rescind fine for Chapter 2.They did have their HAR report.

C)Tony would like to buy $1875 worth of coins and sell to chapters for no less than $10 as a fundraiser for ChaptersState will sell to chapters for $4 per coin.

i)Tony makes motion to spend $1875 for 500 coins

a)June will keep track of money brought in and Tony says it would be the B&F to assist with keeping track.

b)Stan says that an audit trail is needed and Tony amended his original motion to include audit trail.

D)Blake found chapter 10 HAR report and makes motion to resend fine.

E)Ryan says that houses and chapters should not be using Tax ID to avoid sales tax. We are not eligible.

F)There is also a tradition that a new house in a chapter can skip dues to state for 3 months, but that means chapter needs to pay the dues for that house to state.

G)Stacy makes motion to give Stan and Arlene $700 each for the World Council Summit in May.

H)The Levy House will be having a meeting to bring the chapters in Monique’s area together. Call Stan or Mo for more information.

I)Tony – Tax ID is really Federal Id number FIN used for vouchers, and banking only. If there is a donation of $500 or less use donations forms.

J)Tony - Elections are in March and Tony will not be running. The Chair and Co-Chair will be open.

K)The Treasure, Budget and Finance, Secretary and

will all be open but current Officers can be reelected.

L)Motion to give 100 for flower for Francis Shultz memorial

M)Ryan -Chapter 14 had a member in Yakima that relapsed and was found shot to death in drug deal gone bad. His father was so impressed with Oxford and will be taking donations to get a down payment on house so he can lease it to Oxford.

Tony said that only 4 chapters have 2k or more in savings. You should have at least 1k in checking and savings. Tony will go over list next meeting and if there is no resolution Tony and Chapter Officers will go to next meeting for the Chapter.

Next meeting will be March 19th in Chapter 6
