Subject: A Pilot Scugog Road Watch Program Proposal

Location: Epsom School Area Regional Road 8

Participants: Road Watch Committee, Durham Regional Police, Epsom Residents, Epsom School students and staff, Durham Region Traffic Department, Port Perrry High School students

Possible Sponsors: Corporate Local Sources (Wal-Mart, Source Electronics,)Township of Scugog, Canadian Tire Scugog Standard

Rationale: Citizens of Epsom have expressed their concerns to local government officials about pedestrian safety due to speeding offenders over the years and most recently at the start of school with the removal of the school crossing guard program and road markings.

The region traffic safety department has indicated that the area does not meet the warrants for a Community Safety Zone designation but have replaced the school crossing guard signage with ones which indicate children at play area. Police officials have responded with increased radar enforcement and vigilance. Given that road safety is a community responsibility the Scugog Road Watch committee would like to add another component to the traffic safety tool kit.

Program Aim: To Empower Students and Adults in the use of the Road Watch Program and personal pedestrian safety practices

Objectives: To develop an integrated approach to traffic & pedestrian safety among government agencies responsible for same.

To develop an integrated school curriculum unit for Grade 6 students

School and Community Program Components

  • Enlisting and training a small team of community volunteers using voice technology in reporting traffic offenders
  • Recruiting secondary school students to transmit data to police computer files
  • Regional Police Community Safety Officer instruct students and volunteers in the use of the electronic signage and establish a program for its use
  • Region traffic department to assist students and volunteers in their understanding of traffic safety standards and appropriate legislation, as well as, involve them in field operational studies throughout the year
  • A yearend report in June to the Epsom School Community, local agencies, volunteers and sponsors at a school luncheon.

Implementation Timeline

September 24 Larry develop written proposal and received approval of Road Watch Committee

October 18 Larry with the support of Sue and Kristi obtain buy in from supporting agencies, community volunteers, government and school agencies and sponsors

October 30 School meeting of interested parties to review program components and implementation schedule.
