Meeting Minutes

Meeting Date: 10-10-16

The meeting of the Village of Roanoke Joint Zoning & Planning Board was called to order by Board Chairman Daraban at 6:30 p.m.

Present by roll call by Board Member Ford:

Chairman Daraban asked for additions/corrections to the minutes of the previous meeting (9/12/16). Board Member Aeschleman made a motion to approve the previous minutes as written; Board Member Gerdes seconded.

ZONING OFFICER REPORT

Chairman Daraban asked Zoning Officer Haney to provide his monthly report of issues or concerns for the Board. Zoning Officer Haney reported on the following items:

1.  Building Permits and related issues:

Permit #2016-25 issued to William Noll, 113 S. Sunrise, 16x30 garage; granted

2. Special Use Permits:

None

3.  Old Business or Action Items:

None.

4. Board Matters:

NEW BUSINESS:

·  Changes to flood plain – A shed has been erected on the property that previously housed Steve Miller’s residence. No permit was issued for the erection of the shed. The Village Board has stated that they do not believe a structure can be built in this area as it is within a flood plain. However, the Village does not currently have an ordinance to prevent this. Zoning Officer Haney stated that he has been told by Village Board members that initiation of changes to the ordinance is his responsibility. After some discussion, the Zoning board members recommend that no structure be built within a flood plain and further recommend that an ordinance be put in place to support that recommendation.

·  Clean up of original town block 4 – Concern has been raised for several months now in regards to the general junk and oil barrels sitting behind the building that currently houses Jenkins Automotive. Documentation has been gathered that proves the property on which the junk resides belongs to Dan Maher. The Zoning Board is quite concerned about the liability issues that may result from the junk that resides in that area. The Zoning Board members recommend that a letter be drafted to the Village Board expressing safety and environmental concern and recommending clean-up. Chairman Daraban volunteered to create a first draft.

·  Change of Zoning within Braker’s Addition (west side of village) – Property started out as R-1, but was changed to B-2 when it was annexed into the village. An ordinance is in place that states that zoning cannot change for minimum of 8 years. A property owner has expressed interest in building storage in that area but current zoning (B-2) does not allow this. Zoning Officer Haney is planning to talk to the village attorney about getting the zoning changed to I-1, eliminating the potential of requiring a variance to build a storage building.

Board Member Ford made a motion to adjourn; Board Member Gerdes seconded. Motion carried by voice vote with 4 ayes.
