Role: Head of Human Resources
Salary: c. £48,843- £58,305 per annum, pro rata where applicable.
Accountable to: Director of Organisational Development & Human Resources
Accountable for: Human Resources team
Responsibility for leading the development and implementation of the College HR strategy and plan through effective leadership of the HR service including; HR systems, processes, and policies along with a strong focus on employee relations.
The leadership responsibilities for this role include deputising for the Director of Organisation Development and HR and having leadership and management responsibilities for the HR service on a day to day basis.
Portfolio of responsibilities:
· Development of the HR strategy and plan as a key component of the College Organisational Development strategy and plan, ensuring full alignment of the service and objectives to strategic priorities.
· Design and implementation of a high-performing single-college HR service that is efficient and meets the needs of the College.
· Review all elements of the employee lifecycle to ensure key HR activities and processes underpin the achievement of a high-performing culture and reflect the needs of a single-College.
· Support for service redesign and restructures across the College to underpin the College strategic objectives.
· To review and implement efficient HR systems that meet the needs of a single-College structure, reducing bureaucracy and improving the quality of data and reporting.
· To lead on a day to basis all employee relation issues, providing sound technical advice, support and coaching to the HR team to support individual cases. Oversee all complex casework and represent the College at Employment Tribunal if required. Coaching the HR team to deliver support to the College in efficient and informed ways.
· To manage and attend Joint Negotiating and Consulting Panel (JCNP) to ensure and maintain effective relationships with the recognised trade unions.
· To develop, implement and review effective HR policies and terms and conditions that underpin the strategic objectives of the college.
· To deliver and maintain a high-performing recruitment service that supports the needs of the College and ensure recruitment activity is underpinned by effective workforce planning and sound vacancy management.
· To oversee risk assessments in respect of DBS Disclosures for staff and students and to review and approve requests for exceptional starts as part of managing the DBS process.
· To ensure contracted services including counselling, welfare, wellness and occupational health, deliver quality and value for money and to undertake market reviews as required and alongside the development of the benefits structure
· To support the development of the College-wide equality, diversity and inclusion (EDI) agenda ensuring full integration with the HR strategy and plan to meet the strategic and operational needs of the College, raising the profile of the importance of EDI.
· To deputise for the Director of OD and Human Resources e.g. to lead on HR matters at Strategic Leadership or Board meetings where required
· To effectively manage the College HR budget to deliver strategic priorities.
