Old Business
discussion / Rod welcomed everyone. He asked if anyone had received a copy of the minutes and other documents for the meeting that he had sent electronically. No one had received the information, which prompted Rod to explain he had been having some computer problems. He offered to print the documents at the conclusion of the meeting and provide them for anyone who wanted to stay long enough to receive them.
January 8, 2016 Minutes
The minutes from the January 8 meeting were printed and reviewed. Juli Gregory noted on page two a correction to the dates for the CHW training class. It should read, “from January 25 through February 29.” Cathy Wamsley made a motion to accept the minutes with the above correction. Marci McMurphy seconded the motion, and the minutes were approved unanimously by the attendees.

Rod asked if there had been any consumer input offered since the last meeting in January. It was mentioned Morrow County is struggling to get buy-in from community members for their LCAC. Rod emphasized this was something Umatilla LCAC members should collectively focus on. Marci stated CAPECO has already been working on this. Kevin said EOCCO does offer a $35.00 stipend and mileage as compensation for community members who are on OHP and interested in participating in an LCAC. He also asked Charlotte to reach out to Sheree Smith, Morrow County Public Health Director, to see if they can get more community members interested in participating and/or getting more engagement. Kevin also stated the LCAC Charter is a good place to start with any information that is needed. Carol Johnson, Marci McMurphy, Sonja Hart and Charlotte Dudley volunteered to be on a subcommittee to look into assistance measures. Juli mentioned someone from Connexions will also be on the subcommittee.
Angie, from PHTech, pointed out some OHP members had received correspondence with incorrect information regarding renewals. OHP will be doing electronic renewals. Any old renewals have to go through the “old” process; however, new members are being processed with the new system. Expediting takes about two weeks. Kevin stressed the best message is to tell individuals to complete the renewal form no matter what date their specific renewal is for. Overall, the State is restricted to 50 assisters. Angie stated PHTech staff are willing to come onsite to help with renewals.
Cheryl Pearce, director of the St. Anthony clinics, stated they are having a difficult time with referrals being accepted by OHSU physicians. Kevin informed the group that OHSU is extremely slow in committing to a contract. He explained OHSU has not had a drop in the number of providers, but there has been a significant increase in the number of patients being referred. Kevin is asking for a tally of the different types of services requested. Cheryl is finding OHSU wants patients to be referred to a local neurologist who would then refer to an OHSU neurologist, but a local neurologist is not always available. Kevin offered this is where tele-medicine might come in handy. Kevin stated he will talk to Shawn at OHSU about a cadre of contracts that might be acceptable between OHSU and EOCCO. Juli mentioned the possibility of GSMC and SAH offering satellite clinics for neurologists to provide services locally. A discussion occurred regarding the cultural environment that might affect these choices and an action item was suggested. Rod mentioned Dr. Malcom Townsley had told him there is significantly a decreasing number of sub-specialties being offered nationwide as well as a drop in the number of medical students studying for a specialty.
Rod offered there are a number of people in the community who are having trouble getting in to providers. He had asked Russ Demainew, of the IPA, about this and was told there are a couple of FQHC “safety net” clinics available in Pendleton; Hermiston has the Hermiston Care Clinic, Bruce Carlson MD, GSMC health clinic, GSMC clinic and the Marisol clinic. There is also a network of providers in Walla Walla. There are approximately 18,000 such patients in Umatilla County who are eligible for safety net clinics (FQHC).
In the IPA, Deena is the medical billing person and Nancy Kaufman is the head case manager.
New Business: Community Health Improvement Plan
discussion / Incentive Measure Funds Report
Rod stated the Incentive Measures Funds received full approval. Cathy reported approval for $15,000. Additionally, Rod mention all transformation grants applied for in the county were approved. Darin Umbarger reported Clearview Mediation received a grant for durable medical equipment. Their warehouse is located where Obie’s car repair was formerly located. Mirasol Clinic and UCo Health also received grants.
Community Health Assessment FY16 Update
Rod reported on February 12 there was a review of the CHA draft at GSMC. It was found that the county’s obesity rate is highest in those who are under 30 years of age. Rod will be meeting next week with Lindsey Watchman to get draft reports from the Tribe.
Rod mentioned Shelley is still needing 250 completed surveys. Nora Kramer reported OCDC has more than 50 surveys completed and hope to do more at a community event scheduled next week. Rod will check with Britney about the deadline to turn in the final surveys. On April 13 – 15, Britney Ward, from Ohio, will visit three local counties to review CHA results. The first meeting is scheduled to be in the morning at Milton-Freewater. At 1:00 p.m., a second meeting will occur in the Pendleton Convention Center. On the 14th, the Grande Ronde Hospital in La Grande will host a meeting for Union County. During the afternoon of the same day, Morrow County’s meeting will occur in Boardman. At 8:00 a.m. on the 15th, GSMC will host a meeting. Britney will share the PowerPoint presentation showing the results of the surveys received. Rod gave an overview of the agendas of the meetings and how they usually progress. He will send out invitations as soon as the dates and times are finalized. Following this, the task will be to put together a Community Health Improvement Plan (CHIP). All the raw data received as a result of the CHA and CHIP can be utilized in community partners’ presentations scheduled throughout the county or elsewhere.
Rod stated hard copies of the CHA will be made and handed out at the community events for everyone who attends. However, he is still looking for someone to print these reports and pay to have this done.
New Business: Other Activities
Discussion / Report Out On Transformation Grant Activities
Rod stated grants make a difference. As a result, there are now two community health-related positions open at SAH. Anyone interested in these positions can contact Cheryl Pearce for applications. There will be a training program at GSMC during April regarding the job responsibilities; and Rod reported there are three local pastors who are already going through the training. One of the preferred qualifications is for the person to have a strong medical background. Kevin offered a demonstrated relationship of serving people should also be considered.
EOHLA Needs a List of LCAC Projects
Meghan reported she is the Eastern Oregon Healthy Living Alliance representative for Umatilla County. She needs to send EOHLA a report regarding the progress of the CHA, transformation grant efforts, child health survey results, violence prevention, and mental health. She will send out an email requesting information on projects and time frames. Kevin stated EOHLA was formed to support regional health improvement plans and to fulfill a desire to apply for grants collectively to move initiatives across the whole counties with the idea of sustainability for funded projects.
OHA Office of Equality & Inclusion
Rod handed out the minutes from the latest EOCCO Regional Community Advisory Committee meeting. He referred everyone to pages 11 and 12 where Estela Gomez shared information about the Office of Equality & Inclusion. He said Estela would be happy to work with members from the LCAC, whom Rod mentioned volunteered at the last meeting, but the names were not recorded in the minutes. Juli Gregory, Nora Kramer and Carol Johnson informed him they were the ones who had volunteered. Estela can help with health equity inclusion coaches, CHIP implementation, community engagement strategies, etc. Kevin also volunteered the services of Jorge Rameriz and Armenia Sevabia. Rod stated he will submit these names to Estela. There will be a report at the next meeting.
Good of the Order, Agenda Items, and Set a Date for a Next Meeting
Danny Bane was asked about a meeting he held on February 15. He stated there was a good turnout of approximately 150 attendees. He will be repeating the same type of program in two months. He is working closely with Justin Thornton and Della Cruz to bring it to Hermiston. He has also presented at the Rotary Club with Jim Spoiler about ACES. The meeting announcement is located on IMESD’s web site under the Special Development link. Rod urged attendees to forward the notice of the meeting to as many individuals as possible.
Kevin gave an update on Moda. He will forward the press release that was previously issued to the membership.
Sonja Hart asked if anyone had a list of contract Spanish interpreters the EOAF could use as a resource. Nora stated she will share with Sonja the certification list she has. Sonja also reported the cooking classes at EOAF are going well.
Catie stated the number of well child checks is not sufficient to apply for a funding opportunity. Gift cards are still available to use for individuals who bring in their child for the WCC. Catie mentioned they have received mixed feedback concerning the WCC. The next incentive funds applied for will feature WCC and provider education that can be done at the same time. Catie also stated the need for tools to educate parents. Cheryl offered to help with this committee. Juli stated she wanted to meet with everyone after the next LCAC meeting at GSMC.

Carol offered to invite Alita Nelson to present criteria on the Rental Assistance Program at the next meeting. Kevin stated he will contact Juli about the presentation.
Kevin said there is a fidelity model being proposed for Hermiston’s pain clinic involving meditation and ______. Lifeways is working closely with GSMC regarding this. There are other such clinics that are operating effectively and at a high level of fidelity. Juli stated she met with Hal Schaeffer, Director of the Hermiston Pain Clinic, on February 12 with questions concerning other options, such as yoga, which will be communicated to her after consultation with Lifeways.
