The ElDorado Hills Bowmen is a private, non-profit, volunteer led sports and recreation club, based in ElDorado Hills CA, which funds, operates, and maintains the ElDorado Hills Archery Rangelocated at 3321 El Dorado Hills Blvd. The Archery Range is situated on an open space property owned by the ElDorado Hills Community Services District, which is leased to the ElDorado Hills Bowmen club. The club operates the Archery Range as a facility, which is open to the public, where club members are provided access to preferred parking at the range, and the ability to participate in private club events. All operations of the Archery Range are funded through member dues, members’ labor, club sponsored archery tournaments, archery lessons, and public donations in the form of recommended public use fees for maintenance of the facility.

The ElDorado Hills Bowmen Archery Range is a unique facility, as it is the only open-to-the-public, free, 3D and Field Archery recreational range in the greater Sacramento region. Further, the 28 station range shooting course is recognized by the National Field Archery Association and California Bowhunters Association as a premier, certified 3D, Field, and instructional archery range. The Archery Range has been operated and maintained by the ElDorado Hills Bowmen club in its current location since 1963. This Archery Range's longstanding legacy as a unique recreational opportunity in ElDorado Hills is only made possible by the efforts and funds of the club's dedicated volunteers, who for 55 years, have insured that this facility is available for the enjoyment of the general public.

The ElDorado Hills Bowmen Club has a Vision that the ElDorado Hills Community will grow to be recognized as a center of excellence for the sport of Archery, providing in perpetuity public access to a premier, differentiated archery facility and archery instructional opportunities. In the spirit of reaching this vision, the club continues to increase investment in the El Dorado Hills Archery Range. Recent investments include facility improvements such as the addition of the CSD Learning Range, improved target stations, and increased fire breaks, as well as increased quality and availability of archery instruction programs, demonstrated through instruction program certification with USA Archery, increased frequency of classes, and the addition of a 6 week summer "Explore Archery" program. The Club also recently hosted a highly publicized Archery Olympic Day, providing free access to archery equipment, instruction, and information about regional archery opportunities to the local community.

Given the limited sources of funding currently available to support our club's vision, the club is currently seeking opportunities to expand donation-based funds. We are seeking opportunities to provide a vehicle to receive tax-deductible donations from donors interested in furthering the club's vision.

The EDH Bowmen ask that the EDH Promise Foundation establish an “ElDorado Hills Archery Fund” for the purpose of collecting tax deductible donations under the Foundation’s 501(c)3 umbrella, and dispersing these funds for use in improving access to and quality of recreational archery facilities and instruction in ElDorado Hills, via care of the EDH Bowmen club.

All funds would be used for projects that will improve the public outreach and recreational enjoyment of the Archery Range, and promote the sport of Archery in El Dorado Hills, CA. Proposed uses for these funds include:

A.Development and maintenance of the archery range to improve access to and quality of the facilities.

Examples of expenditures may include but are not limited to:

•Construction of facilities (Buildings, Picnic Areas, Shade Structures)

•Utility infrastructure (Power, Water, Septic, Solar)

•Maintenance (roads, trails, parking, drainage, target stations, structures, Fire Protection, targets, and backstops.)

•Maintenance equipment (mowers and utility)

• Installation of a FITA qualified Olympic Shooting Range Station

B.Promote a heightened community outreach program through the use of the Archery Range and to provide increased access opportunities for every resident to Archery equipment and instruction.

Examples of expenditures may include but are not limited to:

  • Archery focused community events, which provide free access to equipment and instruction, such as the 2017 Olympic Day event.
  • Formation of an El Dorado Hills Bowmen Junior Olympic Archery Development(JOAD) team and program
  • Sponsorships of JOAD program equipment, coaching, tournament travel and expenses.
  • Instructor and coach USA Archery certifications.

The ElDorado Hills Bowmen club would be responsible for fundraising activities to secure donations into the "ElDorado Hills Archery Fund". The Club would greatly appreciate fundraising assistance from the EDH Promise Foundation, however that is not an assumed conclusion upon acceptance of this proposal.

The ElDorado Hills Bowmen understand that all improvements to the property are subject to EDH CSD approval, regardless of funding source, prior to implementation of any structural improvements, and will follow the defined approval processes.

The EDH Bowmen Board would control how the collected monies would be spent (within the constraints of the fund's stated purpose) and the priority assigned to those specific expenditures.

Recognizing that the EDH Promise foundation has an active investment program for monies donated to the Foundation but not yet expended, and given the expected sporadic and yet to be determined volume of donations as well as funding use, the Bowmen recommend that any such EDH Archery Funds do not participate in the investment program immediately upon inception. Periodic reviews of funds availability and investments can be future discussions.

We look forward to initiating this relationship with the EDH Promise Foundation, and increasing Archery recreational activity opportunities for the local El Dorado Hills Community. We believe that by providing donors a tax deductible opportunity to donate to the Archery fund, it will enable us to advance execution toward the club's vision for Archery recreation in El Dorado Hills, and thus further the Foundation Mission of supporting the EDH Community Services District in providing public parks, health and welfare, senior and youth services, & education and recreation programs that cannot be furnished by other means.
