REPS Planner Checklist

Enclosed is a checklist prepared by the Department to assist planners in the preparation and submission of REPS 2000 plans and applications.

Please note that the document is not part of the official documentation required to make a valid REPS application and should not be submitted to the Department with applications. It is circulated as an aid to planners in preparing applications only and can be retained on the planner’s own client file.

Please bring this document to the attention of all REPS planners working with your planning agency.

THIS DOCUMENT MAY BE USED BY REPS PLANNERS TO ASSIST IN THE PREPARATION OF REPS PLANS

(This document should be retained by planner. It should be used in conjunction with REPS Specification and all relevant circulars.)

Document Details.

2.  Applicant(s) name on REPS 1 2000 compatible with all other documentation.
3.  Plan signed by applicant(s).
4.  Plan submitted has original signature of planner and planner supervisor and is dated.
5.  Application submitted within 6 months of date signed by planner.
6.  Application checklist signed and dated.
7.  ALL documentation declared on Application Checklist, on file.
8.  REPS 5V 2000 fully completed, signed and dated by planner and is all data correct.
9.  Is REPS 60/95 2000 fully completed, signed and dated.
10.  Are farm maps with LPIS numbers included, present for all lands declared on REPS 60/95 2000 and plan?
11.  Have the farm maps been certified by Planner according to Specifications with townland name on each map?
12.  If Target Area Lands are included, is plan signed by an Environmentalist?
13.  Are Non-commonage Target Area Lands included, on relevant Designation maps?
14.  Have all the relevant land ownership/lease documents been inspected?
15.  Do all the land ownership/lease documents meet REPS Specification?

Plan Details.

1.  Has the potential of grassland/tillage areas to take animal wastes table, been completed according to REPS Specification and are calculations correct?
2.  Do soil analysis reports meet REPS Specification
3.  Are soil sample numbers on maps?
4.  Is calculated maximum permitted chemical P on farm correct?
5.  Is lime requirement according to REPS Specification?
6.  Is Nitrogen from animal and other wastes given on Plan correctly calculated?
7.  If a REPS 1B 2000 is required, does it meet REPS Specification?
8.  If answer to Q 7 is YES, is calculated organic P correct on agri-plan?
9.  Do N quantities specified for use in plan meet REPS Specification and are calculations correct?
10.  Do “Key Adjustments” listed, address the relevant issues highlighted in Plan?
11.  Are fodder storage facilities in accordance with REPS Specification?
12.  Is silage effluent treated according to REPS Specification?
13.  Are animal houses in accordance with REPS Specification?
14.  Do details of farm waste storage meet REPS Specification?
15.  Does the plan for Measure A comply with the REPS Specification?
16.  If Measure A applicable are the de-stocking calculations correct?
17.  Does the plan for Measures 2 –11comply with the REPS Specification?
18.  Does the plan for the Supplementary Measure for which aid is sought comply with the REPS Specification?
19.  Does the plan adequately address the suitability of land(s) for forestry in accordance with specification and Circular 13/02
ON-FARM SURVEY.
1.  Are all features (hedgerows, watercourses, monuments, habitats, etc) properly identified on farm maps?
2.  Do the livestock enterprises and/or tillage crops detailed on the plan, reflect those found on the farm?
3.  Have storage facilities for fodder, silage effluent, animal/other waste and treatment of clean-runoff been correctly identified on the plan?
4.  Is farmyard sketch accurate?
5.  Is the core housing period(s) stated on the plan appropriate for farming system and soil type.
6.  Does the animal housing detailed in plan correspond with the housing on farm?
7.  Have potential pollution risks been correctly identified on the plan?
8.  Has the potential of grassland areas to take animal and other waste been correctly assessed?
9.  Are soil sampling areas compliant with REPS Specifications?
10.  Is there evidence of habitat removal?
11.  Has each remaining REPS Measure (2-9, A, & SM’s) applicable to the farm been correctly identified and adequately addressed in the plan?
12.  Has applicant copies of REPS Specifications, maps and plan
