This document is offered as a guideline for the proper processing of newly created PGA-specific screens within CargoPoint’s Export Manager application. These screens are provided in order to capture additional data and to createnewly implemented EDI records. These records are associated with those export transactions that include commoditiesthat require theirsubmission to various PGAs,in accordance with the published AESTIR standards.

These new records will accompany the current AES messages and be properly broken out and distributed to the appropriate participating agencies by CBP.

The PGAs currently participating in this program are:

  • NMFS
  • AMS – Agricultural Marketing Service / USDA
  • ATF
  • TTB
  • DEA
  • EPA
  • FWS

This CargoPoint guidance document will supply the following for each of TTB’ssample transactions

  • A general description of the particularrequirements involved.
  • Screen-shot(s) of the CargoPoint applications User Interface (UI) which demonstrates completeness and compliance for each scenario.

Wherever possible, we have designed the UI to guide the user by enabling required fields and disabling superfluous fields – for the specific scenario at hand. Field-level, sectional and screen validations also provide insurance that data is appropriate, properly formatted and complete in order to insure the highest level of success in submissions to both CBP and the various participating PGAs.

Prior Existing Programs

These two options have been in place within the Export Manager’s “Commodity Details” form; however, they have now been moved to be grouped with a new set of buttons that allow input of required data for the newly participating PGAs.

1 - DDTC / Department of State – Firearms/Munitions

Per the AESTIR, EDI records should accompany the AES message-set when firearms and munitions are exported. These records will contain commodity, quantity, license and ITAR exemption information.

2 - Exported Used Vehicles

Specific, additional information is required with the exportation of used vehicles.

The VIN should be supplied. When the VIN is not available, a Product ID will take its place.

These two options are shown below:

Once entered and saved, multiple vehicles will display within a grid. From this grid they can be edited or deleted.

Once one or more Export Vehicle Info lines have been entered and saved, the button on the Commodity Details form will display an “x”, indicating that there is data associated with that program. This is the standard function for all PGA buttons on the Commodity Details screen.


New AES/PGA Programs

These four options have been put in place within the Export Manager’s “Commodity Details”screen. At this time, there are 4 additional program scheduled to be developed and added.

1 - NMFS

National Marine Fisheries Service will require a 3-record set of data accompanying AES messages for the export of qualifying commodities. The two NMFS Program Codes involved are: HMS (Highly Migratory Species) and AMR (Antarctic Marine Living Resources).

Below, we provide examples of the properly completed screens required for these two scenarios. As you will see, while some data elements are required for all shipments, certain data is exclusive to either one program or the other. The intelligence of the User Interface (UI) will properly enable / disable fields per the requirements.

There is a limit of only 3 lines under a single HTS Commodity Line.

HMS

Under the HMS program, several of the data fields in the center of the form are disabled, since that particular information is not applicable to the program.

AMR

Under the AMR program, all of the “Harvesting” data fields at the bottom of the form are disabled, since that particular information is not applicable to the program. However, the specific “Quantity” fields,which are disabled under HMS, are now required.

2 – AMS / Agricultural Marketing Services

Per new USFDA requirements, exported food commodities will now require a single, additional piece of information: AMS Export Certificate Number. When there is an exemption, this field is simply filled with the text “BULKCONTR”.

3 – ATF

Per new ATF requirements, exported weapons commodities will now require a record accompanying the AES message. This record will contain Federal Firearms License (FFL) or FFL Exemption numbers, Permit or Permit Exemption numbers along with commodity description, quantity and Category Code.

When FFL and Permit number accompany the commodity, that data is entered:

Entering Exemption codes for the FFL or Permit will automatically disable the FFL or Permit number fields.

4 – TTB

Per new TTB requirements, exported beer, wine, spirits and tobacco commodities will now require permit and serial number data to be included in a new record accompanying the AES message. There is a limit of 3 lines under a single HTS Commodity Line.

TTB IRC Registry Number, TTB IRC Permit Number or EIN number formats are accepted in the Permit Number field. The proper formats are provided within the AESTIR Appendix Q

The Serial Number is taken from the applicable TTB export form.

5 – DEA

Per new DEA requirements, permit and registration numbers will now be collected under applicable HTS lines. There is a limit of 3 lines under a single HTS Commodity Line.

You may add up to 2 additional DEA lines under this HTS line.

The resulting display indicates and DEA data is optional / acceptable for the particular HTS, that data has been entered on the form and that the data has properly passed its validations.

6 – EPA

Per new EPA requirements, permit and registration numbers will now be collected under applicable HTS lines. There is a limit of 3 lines under a single HTS Commodity Line.

Only a single line of EPA data is allowed in association with a particular HTS line.

The resulting display indicates and EPA data is not required (or really necessary) for the particular HTS, that data has been entered on the form and that the data has properly passed its validations.

7 – FWS

Per new FWS requirements, several data elements will now be collected under applicable HTS / Sched B lines.

If there is an eDecs Confirmation Number entered in properly for this commodity, then no other data is required.

Otherwise, all remaining data elements are required in order to verify to an “OK” status.

The resulting display indicates and FWS data is not required (or really necessary) for the particular HTS, that data has been entered on the form and that the data has properly passed its validations.

Currently, this program is suspended pending notification from CBP
