Construction Engineering Contract – The Omnipro contract was signed on June 20, 2016. They have been establishing the document management process, reviewing the final contract documents and schedule with John R. Jurgensen, and managing the Request for Information (RFI) and shop drawing processes and coordinating and inspecting the work as it proceeds.
Construction –John R. Jurgensen Company began work on July 14, 2016. The contractor has yet to complete a schedule for the total project pending coordination with their sub-contractors and all the utilities involved. The work through September will include:
East Ave. closure, pavement removal, excavation and embankment placement
Completion of building demolition
Clearing and Grubbing
Grand Blvd. west of Pleasant Ave. - utility work, excavation and embankment placement
Attached are the weekly summaries of work to date through July 29, 2016.
Groundbreaking – August 17, 2016, 10:30 a.m. at Marshall and University.
2. Salzman Road Relocation
ROW – Negotiations are ongoing with the property owner. Because I am not pre-qualified by ODOT for real estate negotiations, I have issued a PO for Heritage Land Services to complete the right-of-way negotiation and handle the closing on the right-of- way.
HB53- SFY 17- The BCTID’s grant application for ODOT Jobs and Commerce (HB53) funds was awarded an additional $250,000 for construction. Board action is requested later in the meeting to approve the funding agreement.
3. Advanced Refunding of Highway Improvement Bonds, Series 2007
Work on the documents is ongoing. The pricing was very successful:
Total True Dollar Savings: $10,431,922.38. This is the total of $17,113,378.89 less the cash contribution from the revenue fund of $6,681,456.51.
Total NPV Savings less the Cash Contribution: $7,353,123.78
% Savings: 18.27%
All In True Interest Cost (TIC): 2.47%
Debt Service has been lowered from an escalating high point of $4,863,525 to an average of $2,657,700.
