HUMAN RESOURCES MANAGER

It is vitally important for the efficient running of the College that the post holder maintains an excellent record of attendance and punctuality, is able to lead and work within a team, has flexibility and is able to work using initiative and vision.

The post is term time only + 10 additional days(i.e. 5 training days plus 5 additional days)

You are employed under the Terms and Conditions of the Catholic Education Service Contract of Employment and within the context of the College Mission Statement, the Governors’ Support Staff Structure document, Pay Policy and other relevant whole college policies and documentation.

Multi-tasking: The role of support staff will involve composite roles which may change from time to time and which will involve multi-tasking.

Main purpose: This is very much a key role within the College. The primary focus of the post is to raise pupil achievement in all areas through the efficient discharge of your duties, which directly and indirectly influence the morale of staff and students and their capacity to perform well and achieve highly within the College.

Responsible to:Headteacher and Deputy Headteacher

PURPOSE OF THE JOB

  • To assist the Senior Leadership Team with the management and organisation of the college in seeking to achieve the highest standards of student achievement and college efficiency.
  • To provide clear and consistent guidance, professional support and advice to the college’s Leadership Team, wider leadership and Governors with regard to HR policy and procedures and be the first point of contact for all staff for HR related issues.
  • To provide the Headteacher, Deputy Headteacher and other key stakeholders with timely and accurate information to enable Senior Leaders and Governors to fulfil their relevant responsibilities ensuring best practice and compliance in line with policy and legislation

As Human Resources Manager the responsibilities include the following:

SPECIFIC RESPONSIBILITIES

  1. Provide effective HR solutions for a variety of complex and sensitive HR issues including attendance, punctuality, professional conduct and behaviours, recruitment and retention, induction, performance management, NQT/RQT support and contracts/payroll.
  1. Manage and deliver effective recruitment and selection strategies to ensure that the college is fully staffed with high quality colleagues, ensuring full compliance with Safer Recruitment guidelines and best practice at all times.
  1. Design adverts, advertising job vacancies on the college website and through the TES, local press/Leeds City Council; prepare job descriptions, personal specifications, application packs and organise shortlisting and interviews. To oversee all aspects of the interview and recruitment process.
  1. Support the Headteacher and Deputy Headteacher to manage the recruitment budget.
  1. Manage the DBS clearances, ensure records are stored securely and that the single central record is maintained at all times.
  1. Support the delivery of robust Performance Management processes to ensure that all staff are regularly reviewed by their line manager as part of a formal performance management process, including providing advice and guidance to all line managers on Performance Management best practice and procedures.
  1. To organise all administration required for Initial Teacher Training (ITT) and Newly Qualified Teacher (NQT).
  1. In liaison with the college Senior Administrator, oversee all administration tasks regarding staff training.
  1. To input CPD courses into the SIMS system, confirm bookings and ensure college CPD procedure is followed by all staff.
  1. To lead the provision of advice to staff on the requirements for going through the upper pay threshold and teacher standards for pay progression.
  1. Manage college payroll system liaising with Finance Officer to ensure accurate payment process.
  1. Implement strategies to manage, monitor and improve staff attendance; ensuring the effective delivery of attendance management policy and procedures.
  1. Provide support and advice for line managers in relation to managing staff attendance.
  1. Analyse data relating to staff absence, including identifying patterns and trends and initiating appropriate follow-up action at both an operational and strategic levels to increase attendance.
  1. Monitor staff retention by implementing and conducting thorough exit interviews with all staff and monitoring attrition levels. Including identifying patterns and trends and initiating appropriate follow-up action at both an operational and strategic levels to increase retention of staff.
  1. Undertake and/or manage, operational casework in line with the appropriate HR policies including Absence Management, Disciplinary, Capability and Grievance.
  1. Provide accurate and timely information for all aspects of operational casework taking into account legal, procedural and statutory requirements.
  1. Act as the Investigating Officer for staff, parent/carer or third party complaints, in line with the college complaints policy. Provide accurate and timely information and advice to the Headteacher/Governors where appropriate.
  1. Maximise the use of college IT systems through accurate record keeping and data collection processes.
  1. To contribute to the planning and delivery of an effective training and development strategy for all staff within college to include the delivery of appropriate staff management training and coaching to college staff.
  1. Liaise with other services and colleagues, internally and externally in order to actively contribute to our collegedevelopment and inclusion agenda.
  1. Contribute to relevant sections of the college development plan.
  1. Actively monitor systems to achieve efficiency, value for money and positive outcomes.
  1. Build effective relationships with external organisations to enable sharing of HR best practice.
  1. Maintain a high profile for HR within college, to include raising staff awareness of HR policies and procedures and their impact on the effective running of the organisation.
  1. Review, develop and maintain HR policies and procedures under the direction of the Headteacher and/or Deputy Headteacher, including appropriate consultation with external HR provider, Trade Unions, Governors and college staff ensuring that they meet all statutory and legal obligations.
  1. Prepare, organise and attend hearings, HR-related panels, and Human Resource meetings as required.
  1. Engage with staff and trade union/professional association consultation as required including providing clear and appropriate information in line with legal statutory and procedural requirements.
  1. Attend and advise the Governing Body or Governing Body Committee meetings as required.
  1. Process all leave of absence and flexible working requests in line with the relevant policy providing accurate and timely information to staff, managers and Governors in line with legal statutory and procedural obligations.
  1. Ensure the maintenance of high levels of confidentiality at all times in relation to all sensitive, confidential or restricted information.
  1. Ensure a high level of knowledge and understanding of current employment law and best practice.
  1. Safeguard and promote the welfare of all our students through their own actions and through the effective management of staffing resources, policies and procedures in line with local and national protocols and statutory requirements relating to Safeguarding.

  • Undertake any other duties commensurate with the grade of the post

VARIATION IN ROLE

Given the dynamic nature of the role and structure of Corpus Christi Catholic College, it must be accepted that, as the College’s work develops and changes, there will be a need for adjustments to the role and responsibilities of the post. The duties specified above are, therefore, not to be regarded as either exclusive or exhaustive. They may change from time to time commensurate with the grading level of the post and following consultation with the postholder.

All job descriptions may change and/or be amended, following negotiation, with the Head teacher/Deputy Headteacher in light of changing national, local and college agendas.
