The following sections include time and materials costs for EWI’s personnel and equipment, as required by the RFP.

ATTACHMENT B1: FEDERAL PROCUREMENT TIME AND MATERIALS

TASK 1: Community Outreach

EWI is providing the following firm, fixed price per hour for the following labor classifications. Classifications will be limited to:

·  Professional 4 Associate level (Contract management, associate level review of projects)

·  Professional 3 Senior level (Senior level project management, risk assessor)

·  Professional 2 Project level (Project management)

·  Professional 1 Staff level (Professional field staff level)

·  Technical 3 Environmental Technician

·  Technical 2 Drafting/CAD

·  Technical 1 Clerical

Each of these classifications will have a labor rate, and only these seven different labor rates are allowed. These rates shall be inclusive of all overhead charges (including computer, telephone, postage and photocopying), general administrative costs (including invoicing and cost tracking) and profit. Reimbursement using these rates will apply once the Vendor's personnel arrive at the job site ready to begin work and until departure. Charges for overtime will be accepted only at the approved rate per hour.

Subcontracted Professional Engineer will be billed at the rate of $135/hour.

The following personnel will be assigned to the management roles under this module (all tasks); resumes for each management staff are included in the Technical Proposal, as are key project descriptions and an organization chart:

Professional 4 (Project Officer, Contract Officer): Ms. Robin Melton, EWI’s owner and President, will act as the Project Officer for this work, and will be responsible for ensuring overall compliance with all aspects of the work granted to EWI by the State of Kansas.

Ms. Suzan Gonder will fill the role of Contract Officer, and will assist with Community Outreach efforts. Ms. Gonder is currently responsible for technical management, as wells as for overseeing contracts with the State of Kansas Adjutant General’s Office, the State of Missouri, the FAA, and the City of Springfield, Missouri Brownfields contract. For this particular contract, Ms. Gonder will act as signature authority and will assist the management staff with following and understanding the specific requirements spelled out in the contract. In a previous position, Ms. Gonder assisted with planning and implementing community outreach meetings and workshops to discuss the investigation being conducted at DOE-run uranium enrichment plant in Southern Ohio. Miss Gonder also assisted with the set up and maintenance of a document repository that was open to the local public, and which provided access to site information.

Professional 3 (Project Manager): Ms. Jennifer Moore will act as the Project Manager for this work. Ms. Moore will provide senior oversight of both the technical and management aspects of each project, including providing assistance on Community Outreach tasks. And, as shown on Ms. Moore’s resume, she has significant and varied experience in the performance of Phase I, Phase II, small-scale remediation and other related tasks. Ms. Moore also has significant experience with conducting Phase I and Phase II under two Brownfields grant (City of Springfield Missouri), and so is extremely familiar with the QA/QC protocols, grant reporting requirements, etc that are involved in that type of work. Ms. Moore has also developed Sampling Plans, Health and Safety Plan, and Quality Assurance/Quality Control Plans for the City of Springfield Brownfields grants.

Professional 2 (Project Geologist): Mr. Mark Burton, a Professional Geologist in the state of Kansas, will be responsible for the day to day management of any assessment, investigation or remediation projects. Mr. Burton has significant experience in Kansas and so will be able to successfully move a project through to closure under KDHE guidelines and requirements.

Professional 2 (Environmental Scientist): Ms. Heather Captain will be responsible for the day to day management of the Phase I ESA projects. Ms. Captain is one of EWI’s Phase I experts, as shown on her resume and so is ideal to perform these tasks. Ms. Captain will work under the Senior oversight of Ms. Moore.

Professional 2 (Lead/Asbestos Inspector): Ms. Susan Mattheis is a licensed asbestos and lead-based paint inspector and so will provide support on Phase I ESAs as needed. Ms. Mattheis is also experienced with HUD protocols and has conducted numerous Phase Is, asbestos inspections, and lead based paint inspections under the City of Springfield Missouri Brownfields grants.

Professional 2 (Drilling Manager): Mr. Paul Feld is EWI’s drilling expert, and currently operates our direct-push drilling rig. Mr. Feld is also an experienced technician, having worked on a wide variety of site and performed other investigation, remediation, and emergency response tasks, many times under strict QA/QC protocols. Accordingly, Mr. Feld will be part of the team on projects involving direct-push drilling, sampling, installation of remedial systems, and other highly technical tasks.

The remaining project team members will be drawn from EWI’s pool of experienced personnel, including Professional 1 through Technical 1 levels. These personnel will be assigned to each project based on experience and the skill set they offer to the team to ensure that the levels match the work being performed. Subcontractors will also be used and are further described in the Technical Proposal.

Phase I report assumes one City/County parcel of standard size; multiple parcels handled on a site by site basis.

TASK 3: INVESTIGATION

a) The normal work day generally consists of 8 hours and occurs between 8:00 am and 5:00 pm, Monday through Friday. Under certain conditions, however, the work activities may require site access during other hours. The Project Coordinator under these circumstances, in conjunction with the EWI’s Project Manager, will schedule the work to meet the project needs. Five consecutive days constitutes a week.

b) Minimum time charged is in 1/4 hour increments.

c) Travel time, other than mobilization, will be considered reimbursable work time only when employees are required to travel in excess of 30 miles one way from their residence or place of employment (whichever is less) to a site (to conduct site activities) and return within a standard work day.

d) Reimbursement for travel time will not be made if the Vendors' employees are not paid for travel time.

e) EWI is providing an all-inclusive firm, fixed price for one person per diem (lodging, food). Other expenses incurred during the project are built into the overhead charges in the labor rates (see Section 1). Any other expenses incurred at the job site that are not included in the labor rates must be approved by the KDHE project manager prior to incurring the expense. Per diem is applicable only when an overnight stay (receipt must be included with invoice) is required during normal working hours, weekends and holidays will be excluded, unless prior arrangements have been made and approved by with KDHE. The per diem provided shall not exceed those allowable per the State of Kansas. A link to the current State of Kansas Travel Handbook has been provided for reference purposes:

f) There will be no labor charge for standby over weekends. It is assumed that once site activities are initiated, work will continue on site until completion. If work activities are to be interrupted; e.g., breaking for a weekend on longer term projects, no additional mobilizations will be allowed nor will travel to and from the site be allowed.

g) Personnel and positions required for this work are identified under Task 1 of this module. In addition, subcontractors needed for this work are identified below.

2. EQUIPMENT AND MATERIAL SUPPLY

EWI is providing a firm, fixed price for all equipment and materials listed in this section. These line item costs will apply regardless of whether the equipment and materials are owned or rented by EWI. EWI is expected to stock standard equipment normally expected to be used in the environmental industry. KDHE reserves the right to dispute equipment that should be owned by the Vendor versus rented on a consistent basis.

KDHE will not allow any separate overhead fees (or pass-through) for listed (standard) equipment; if any overhead charges are necessary for EWI, these charges must be built into the line item rates.

The listing of equipment and materials on the following pages may be expanded by KDHE depending on site requirements. As suggested in the RFP, EWI is also submitting a supplemental listing of equipment, with line item rates, considered necessary to perform the investigative tasks identified in this RFP. If any overhead charges are necessary, these charges must be built into the line items rates.

KDHE shall reimburse EWI for pre-approved equipment that must be obtained for project specific use (rented short-term use). Reimbursement will be at a cost plus a surcharge (see table below for the applicable surcharge rates).

Miscellaneous supplies and minor equipment items are normally not considered reimbursable by KDHE. For an item to be considered reimbursable, approval must be obtained prior to the purchase and the request for reimbursement must include invoices/receipts for these items.

EWI will ensure that all equipment (rented or owned by EWI) is in proper working order prior to mobilization to a site. KDHE will not pay labor, travel costs, or per diem in situations where the Vendor arrives at a site with equipment that is not in proper working order.

EWI-owned vehicles including automobiles, vans, pickup trucks (2 and ¾ ton), four-wheel drive and utility truck and SUVs will be reimbursed at the federal rate (currently $.51 cents per mile) subject to annual federal rate adjustment. EWI will submit daily mileage logs with our invoices. There will be no reimbursement for maintenance, insurance, and fuel. Charges for parking and tolls will be reimbursed at cost with appropriate receipts. Rental vehicles will be reimbursed based on actual rates with appropriate receipts.
