REPORT

Council has received an application from the Milang Regatta Club for “reduction in rates or deferral of rate fees”, for their property at 1 & 2C Paddlesteamer Drive, Milang. The above property on Paddlesteamer Drive, Milang is owned by the Milang Regatta Club. The Club Secretary Barbara Faturic has advised that:

In 2005 during times of stronger membership the club was granted development approval for a “Commercial Addition” of their premises, upgrading for members benefit but also that the premises could be hired out for functions to locals and others for the Clubs financial gain. These upgrades including STEDS and plumbing for hot and cold running water have been completed but only through ongoing donations from past and present members.

Membership has declined dramatically from a reasonable level of 50 this time last year to only 12 at present. Half of the current members are either Milang locals or shack owners, the others are mainly from the city.

The request by the Milang Regatta Club for either a remission/postponement (deferral) or rebating (reduction) of rates, are covered by the Local Government Act 1999.

Section 182 (1)

If a council is satisfied on the application of a ratepayer that payment of rates in accordance with this Act would cause hardship, the council may-

(a)postpone payment in whole or in part for such period as the council thinks fit.

1. That Council authorise due to the lowering river levels impacting on membership, a once off remittance of general rates to the Milang Regatta Club of 50% of the 2008/2009 rates for their property at 1 & 2C Paddlesteamer Drive, Milang (excluding effluent drainage or NRM levy) to the value of $290.00.

2. That the report remain Confidential for a period of twelve (12) months under Section 90 (3) (b) of the Local Government Act 1999.

3. That the minute remain Confidential for a period of twelve (12) months under Section 91 (7) (B) of the Local Government Act 1999.

4. That Robyn Dunstall be the responsible officer to review this item at the end of the Confidential period.
