2Review of relevant documents

.1RTCM Paper 198-2005-SC123-001 - Terms of Reference

With regard to item 3.d, there may be a need to coordinate FCC rulemaking, and/or ITU. FCC to advise current rules.

Possibly add 3.e: FCC petitions as needed from RTCM, USCG, Boat America and other RTCM member organizations.

.2IEC 62287-1 (FDIS) - Class B shipborne equipment of the automatic identification system (AIS) - Part 1: Carrier-sense time division multiple access (CSTDMA) techniques

Shine Micro agreed to address this issue with RTCM before the next meeting.

.3RTCM Paper 117-2005-BD-385 - RTCM Standards Development Policy

This policy was discussed with the group, but the implications were not clear to all attendees. This should be explained at the next meeting.

3Discussion and identification of relevant communication protocols

Discussion centered around the CSTDMA technique use for Class B AIS under IEC 62287-1. RTCA DO-224B and DO-271C may also be relevant.

4Discussion of Intellectual Property Rights issues, if any.

There was discussion concerning whether everyone understands and accepts the RTCM Standards Development Policy. The group agreed to try to avoid the use of proprietary technology. Shine Micro agreed to address this issue with RTCM before the next meeting.

5 Preliminary standard outline and drafting

Mr. Bourke agreed to prepare a first draft for the next meeting.

6Based upon discussions under agenda items 3, 4, and 5; development of the future work plan for SC123

The committee will work on preparing an appropriate standard.

7Other business

No other business was discussed.

8Assignment of Action Items for next meeting

Mr. Bourke agreed to prepare a first draft for the next meeting, and coordinate with RTCM HQ.

Mr. Khalek will provide the relevant FCC/ITU frequency table(s).

Mr. Norsworthy and Mr. Khalek will discuss prospective channels and criteria for use.

Mr. Norsworthy and Mr. Johnson will work on an SC123 presentation for the RTCM annual meeting, and Mr. Ryan will review.

Mr. Johnson agreed to address intellectual property issues with RTCM before the next meeting.

9 Date and Venue for next meeting

The next meeting will be a half-day meeting starting at 8:00 am, Wednesday May 10, 2006, at the RTCM Annual Meeting and Conference, Newport Beach, CA.

.1Alignment of SC110-STD EPIRB testing with IEC 61097-2
