The minutes of the above meeting had been circulated. They were approved and signed as a true record.
12/107The following applications were considered, based on the information available.
Participation of those Councillors who are also Members of the District Council in both the debate and subsequent vote is on the basis that the views expressed are preliminary views taking account of the information presently made available to the Town Council. The District Councillors reserve their final views
on the application until they are in full possession of all the relevant arguments for and against.

This property lies in the Honiton Conservation Area
This development would impact on a burgage plot which has already been reduced
Here are concerns regarding the possible impact on neighbouring properties and boundaries

The design of lights may not be appropriate for a property in the Conversation Area

With regard to itemsb-d above, Members noted and welcomed the input from residents regarding Holyshute House. It was agreed that the Deputy Clerk should continue to pursue the issues relating to the toll house at Holyshute House.
12/109To receive a report on the site visit and meeting of the Planning Inspections Committee of 31st August 2012 regarding application 12/0622/FUL
Cllr Coombs outlined the discussions at both the site meeting and the meeting of the committee and it was agreed that the Deputy Clerk should write to EDDC (with copies to Ward Members) raising the following points :
a)Delivery of materials from St Michael’s would involve oversailing HTC land at FP4 (the Deputy Clerk to take legal advice and also speak with PROW if necessary on this point) and the concerns of the Town Council regarding health and safety issues
b)Confirmation that EDDC policy is now only to support the development of larger pieces of land for green spaces
c)The intended use of £30K available for this development, the date of the intended audit of green spaces in Honiton and the role of the Town Council in determining the use of such funding.
Members expressed their thanks to Cllrs Allen, Boote and Twiss for calling in this application and for their support at meetings.
