PUBLIC QUESTION TIME

The following questions were submitted by Mrs A Hine:

Q1Can Council tell me why so many deciduous trees are being planted around the new Council area?

A1The design concept for the Joondalup City Centre was to incorporate deciduous trees in areas around buildings to maximise shade/warmth concepts. The surround roads, that is, Lakeside Drive and Joondalup Drive, were planted with eucalypts in keeping with the indigenous trees throughout the residential areas. Council’s Parks Landscaping Services units plants 95% native species of trees. Deciduous are only planted for specific features, that is, small roundabouts.

Q2Why only two blackboys?

A2Native grass trees are transplanted where suitable conditions apply that is, access to regular, controlled water supply. Many areas around the new building will be developed in the future, therefore the initial landscape is short term.

Q3Has Council given up on planting natives, which are more suited to our hot climate?

A3Parks Landscaping Services continues to utilise native plant species throughout Council’s area.

Q4Do our Councillors ever think what is to become of our “fauna - bird life” if there is so much clear felling allowed?

A4Councillors and Council officers are aware of the reducing area for “native fauna and bird life”. Council has endeavoured to maintain significant areas of bushland within the public open space areas during residential development.

Mr M Day:

Q1In Prendiville Drive, Ocean Reef there are two power poles that are not illuminated at night, making this a very dark and dangerous section of road. Can someone have a look at that.

A1The two faulty lights have been reported to Western Power who will undertake the repair.

Q2The underpass between Baroola Place and Marmion Avenue. I reported to Council that the lights are not working. Can someone investigate this as that underpass is completely dark at night.

A2Council has previously received a request on 19 February 1997 to look at the underpass lighting at Baroola Place, Ocean Reef.

Following investigation, a works order was issued on approximately 5 March 1997 to Wanneroo Electrics to repair the lighting system.

Electrical Contractor has advised that the works were completed on 20 June 1997. Western Power completed its inspection on 1 July 1997. However, neither the Electrical Contractor nor Western Power advised Council that a re-connection request was required by Council to enable lighting operation. This has now been done and it is expected that lighting will be operative in the near future.

Mrs A Hine:

Q1In relation to the soak wells on the corner of Hepburn Avenue and Wanneroo Road:

  • when did Council give permission for a new business to open adjacent to Waldecks Nursery?
  • By the business adjoining Waldeck’s Nursery, it is assumed that you are referring to the landscaping supplies business. This was considered by Council on 14 September 1994, and was subsequently determined by the then State Planning Commission (SPC). As the site was located within a Regional Reservation for Other Major Highways, the Council did not have the power to determine the proposal.
  • has due consideration been given to the closeness of Lake Gnangara to the business?
  • It is assumed that you are referring to Lake Goollelal. In view of the proximity of the proposal to Lake Goollelal, the SPC approved the application subject to, inter alia, the following conditions:

“1No stormwater shall be discharged onto the Wanneroo Road reserve or into Lake Goollelal and associated Parks and Recreation reservation.

2On-site stormwater drainage facilities shall include the planting of appropriate nutrient stripping plants to the satisfaction of the Local Authority to ensure that nutrients do not permeate through to the groundwater.

4Fencing along the common boundaries of the development site and abutting State Planning Commission owned land to be constructed to the specifications and satisfaction of the State Planning Commission.”

  • what is the buffer zone at that point?
  • No buffer zone exists to Lake Goollelal other than perhaps the extent of the Parks and Recreation reserve. The proposal was located outside this reserve.
  • will there be any fencing erected on the Hepburn Avenue side?
  • Fencing will be erected around the site similar to that prior to the basin construction. This work will be completed by the end of August 1997.
  • is Council going to plant any decent trees in the area, for example native trees and something with some colour in it would be very nice as there is a very dull outlook for the community?
  • Council will be planting indigenous trees in accordance with the requirements for a site such as this abutting a regional park.

Q2In relation to car parks on page 75 of the Agenda. At Neil Hawkins, how many extra car spaces or bus spaces are being added to the car park?

A2112 Parking Bays (all extra)

Mrs A Hine:

Mrs Hine advised that in relation to her question on page 3 of the Agenda referring to Lake Gnangara, she telephoned the morning after the meeting and advised this should have been Lake Goollelal.

Mr M Day:

Q1Regarding Prendiville Drive, Ocean Reef, I noticed that Western Power has been informed of the situation. As of last night, the lights were still not operating and the area is completely blacked out. When are they going to do something about it?

Q2I noticed with interest regarding the underpass in Baroola Place, that work was completed in June and inspected in July, however Council was not informed that they had to turn the lights on. When is that going to occur?

These questions were taken on notice.

TS261-09/97STATE GOVERNMENT - LEGISLATIVE AMENDMENTS TO THE ENVIRONMENTAL PROTECTION ACT, DRAFT WESTERN AUSTRALIAN WASTE MANAGEMENT STRATEGY AND WASTE REDUCTION & RECYCLING POLICY. - [508-4]

The State Government has released three major discussion papers relating to Waste Management. The closing date for comments on two of the documents is 30 September 1997 and the other closes on 31 October 1997. The documents are fairly complex and there has not been time to prepare a report. A letter has been sent to the Minister for the Environment advising of the time constraints created by Council's meeting schedule and requesting that the closing date for comment on these important documents be extended to at least 31October1997.

A copy of the documents has been distributed to all Councillors.

RECOMMENDATION

THAT Council endorses the action of the Chief Executive Officer in writing to the Minister for the Environment requesting an extension of time for comment to 31October 1997 for the ‘Proposed Waste Management Amendments to the Environmental Protection Act’ and ‘Draft Western Australian Waste Management Strategy’.

TS262-09/97MURAL ARTS PROGRAMME - COUNCIL'S BULK BINS - [4291-21, 508-2]

Council's bulk bins may be suitable for a Youth mural arts programme. As graffiti is not a significant problem on the bins, such a programme should not be funded from the rubbish service. The Joondalup Regional Community Policing Committee may be able to access state funds for the programme.

Discussion ensued.

MOVED Cr Popham, SECONDED Cr Bombak that:

1REPORT TS262-09/97 be received;

2it be recommended that Council informs the Joondalup Regional Community Policing Committee that it approves of the committee seeking funds and arranging a mural arts programme on Council bulk bins located at Council facilities subject to the concurrence of the facility manager at each location.

TS263-09/97TENDER NO: 027-97/98 CLEANING SERVICES - YANCHEP/TWO ROCKS AREA - [208-027-97/98]

Four tenders for the Cleaning Services - Yanchep/Two Rocks Contract works were received by the closing date, Friday 8 August, 1997, with tender amounts ranging from $36,000.00 to $57,590.00.

This report recommends the acceptance of M C Marriott at a tendered price of $36,000.00 per annum for this contract.

RECOMMENDATION

THAT Council:

1accepts the annual Tender of $36,000.00 from M C Marriott for the cleaning of the buildings in the Yanchep/Two Rocks area for the period 1 October 1997 to 30 June 1998, with the option to extend for an additional 12 months to 30 June 1999 if agreeable to both parties;

2agrees to the signing of Contract Documents.

TS264-09/97CONTRACT CLEANING - TENDER NO. 035-95/96 QUINNS ROCKS / MERRIWA AREA - [025 - 97/98]

Tenders for the Annual Cleaning of thirteen Council Buildings within the Quinns Rocks/ Merriwa Area closed on Wednesday 20 August 1997, with eight tenders received. Valid tenders ranged from $50,884.04 to $86,886.00, with one tender submitted for the wrong contract.

This report recommends the acceptance of Jani King WA Pty Limited for the contract cleaning of thirteen Council buildings in the Quinns Rock/Merriwa area at a tendered price of $50,884.04.

ADDITIONAL INFORMATION

Attachment 2 to Report TS264-09/97 is incorrect and is to be replaced with a revised table - refer Appendix I.

RECOMMENDATION

THAT Council:

1accepts the annual Tender of $50,884.04 from Jani King WA Pty Limited for the contract cleaning of thirteen Council buildings in the Quinns Rocks/Merriwa Area, for the period 1 October 1997 to 30 June 1998, with the option to extend for an additional 12 months to 30 June 1999 if agreeable to both parties;

2agrees to the signing of contract documents.

TS265-09/97PARKING PROHIBITIONS - LITTORINA AVENUE, HEATHRIDGE - [510-1319]

The Principal of Eddystone Primary School has requested that the existing parking prohibition in Littorina Avenue be revoked as it is no longer required. Accordingly, the removal of this prohibition is proposed.

RECOMMENDATION

THAT Council:

1revokes the existing ‘NO STANDING 2:30-3:30 PM, MONDAY - FRIDAY, EXCEPT BUSES’ prohibition in Littorina Avenue as shown on Attachment 1 to Report No TS265-09/97;

2advises the School Principal accordingly.

TS266-09/97PARKING PROHIBITIONS TREETOP AVENUE EDGEWATER PRIMARY SCHOOL - [510-1222]

With the recent construction of school parking embayments in Treetop Avenue, Edgewater and a roundabout at the junction of Outlook Drive, Edgewater the existing parking prohibitions adjacent to Edgewater Primary school no longer reflect the current road situation. Therefore the prohibitions are recommended for removal.

RECOMMENDATION

THAT Council:

1revokes the existing ‘NO PARKING, 8:15-9:15AM, 3:00-4:00PM, MONDAY TO FRIDAY’ signs in Treetop Avenue as shown on Attachment 1 to Report No TS266-09/97;

2revokes the existing ‘NO STANDING ANYTIME CARRIAGEWAY OR VERGE’ signs in Treetop Avenue as shown on Attachment 1 to Report No TS266-09/97;

3revokes the existing ‘NO STANDING ANYTIME’ signs in Treetop Avenue as shown on Attachment 1 to Report No TS266-09/97.

TS267-09/97 SPEED REVIEW DUNDEBAR ROAD, WANNEROO - [510-0262]

Main Roads WA has advised that it has recently conducted a speed review on Dundebar Road, Wanneroo. It is proposed to sign post the sections of Dundebar Road west and east of Griffiths Road at 60 km/h and 70 km/h respectively.

Main Roads WA has advised that Dundebar Road is not currently speed zoned and as such under the Road Traffic Code has a 60 km/h ‘built up area’ speed limit from Wanneroo Road to Franklin Road. Therefore, there are currently no speed limit signs on Dundebar Road.

RECOMMENDATION

THAT Council concurs with Main Roads WA recommended speed limits for Dundebar Road:

1from Wanneroo Road to 30 meters east of Griffiths Road a ‘built up area’ speed limit of 60 km/h;

2from 30 meters east of Griffiths Road to Franklin Road of 70 km/h;

3advises Main Roads WA accordingly.

TS268-09/97SPEED REVIEW - WANNEROO ROAD TOWNSITE - [510-3000]

Main Roads WA has recently carried out a speed survey of Wanneroo Road and requests comments from Council on the possible increase in the speed limit from 60 km/h to 70 km/h through the Wanneroo Townsite.

RECOMMENDATION

THAT Council advises Main Roads WA that it does not support the possible increase in speed limit from 60km/h to 70 km/h along Wanneroo Road through the Wanneroo Townsite.

TS269-09/97FUNCTIONAL ROAD HIERARCHY - [313-7]

Main Roads Western Australia has reviewed and updated the 1990 draft Metropolitan Functional Road Hierarchy. Minor amendments to the Road Hierarchy are now put forward for Council’s consideration.

RECOMMENDATION

THAT Council endorses the Functional Road Hierarchy as presented by Main Roads Western Australia, provided that the following amendments of:

1the realignment and renaming of Joondalup Drive at the new Burns Beach Road;

2Aberdare Way, Warwick as an access road;

3Constellation Drive, Ocean Reef as a local distributor;

4Belleville Gardens, Clarkson as a local distributor; and

5Moore Drive and Connolly Drive, Currambine as District Distributors (category A)

are shown in the Functional Road Hierarchy.

TS270-09/97TRAFFIC CALMING - BRAZIER ROAD/LAGOON FORESHORE ACCESS, YANCHEP - [510-444, 765-11]

A request has been made to prepare appropriate traffic calming proposals for Brazier Road and the Lagoon Foreshore access at Yanchep.

It is considered that this matter should be deferred pending finalisation of the Foreshore management plan for Yanchep - Two Rocks.

Discussion ensued.

RECOMMENDATION

THAT Council:

1defers consideration of a traffic calming proposal for Brazier Road and the ungazetted road (‘Lagoon Foreshore access’) in Yanchep pending the finalisation of the Foreshore Management Plan for Yanchep - Two Rocks;

2monitors the traffic in this area with a view to developing a comprehensive traffic management scheme in the future for Brazier Road and the Yanchep townsite;

3requests the Police Service to increase its surveillance to lessen the incidences of speeding along Brazier Road.

TS271-09/97CONTRACT NO 020-97/98 LAYING OF BRICK PAVING - [5100546, 212-1]

A petition was received from residents of Leichhardt Drive Two Rocks requesting the relocation of a school bus shelter from Leichhardt Drive to an area in Blaxland Avenue opposite the junction of Leichhardt Drive. The petitioners stated that as residents living opposite and alongside the bus shelter they have been subjected to continual anti-social behaviour from school children waiting to use the bus. They considered that the area opposite the end of Leichhardt Drive in Blaxland Avenue more appropriate for the siting of the bus shelter as it is removed from the vicinity of immediate residences.

It is recommended that the shelter remain at its present location pending a decision of the Yanchep District High School Bus Committee and subsequent approval from the Department of Transport to relocate the school bus stop.

Discussion ensued. Cr O’Grady requested that this matter be dealt with as soon as possible.

RECOMMENDATION

THAT Council:

1agrees to the school bus shelter in Leichhardt Drive remaining at its present location pending a decision from the Yanchep District High School Bus Committee and subsequent approval from the Department of Transport to relocate the school bus stop to Fawkner Road;

2subject to the Yanchep District High School Bus Committee and the Department of Transport agreeing to relocate the school bus stop to Fawkner Road, authorises the Director Technical Services to relocate the shelter to the proposed site;

3advises the organiser of the petition of its decision.
