EXPLANATORY REPORT

Who is the planning authority?

This amendment has been prepared by theCity of Boroondara, which is the planning authority for this amendment.

The amendment has been made at the request ofBoroondara City Council.

Land affected by the amendment

The amendment affects land at 491 Glenferrie Road, Hawthorn (Scotch College).

What the amendment does

The amendment seeks to amend the Schedule to the Heritage Overlay at Clause 43.01 of the Boroondara Planning Scheme and the Planning Scheme Map No.11HOby applying a Heritage Overlay (HO608) to the following buildings (with a 10 metre curtilage) within Scotch College at 491 Glenferrie Road, Hawthorn:

  • Junior School (former Preparatory School), 1917
  • Callantina Lodge and Gates, 1917
  • Senior School and quadrangle, 1920-26
  • War Memorial Hall, 1920-26
  • School House and McMeckan House, 1925
  • Littlejohn Memorial Chapel, 1934-36
  • Health Centre and Residences, 1935-36
  • John Monash Gates and Lodge, 1936
  • Arthur Robinson House, 1937-38
  • Shergold Building (former Sub-Primary Building), 1956
  • Laundry (former rear wing of 'Glen House'), 1875
  • TDP (former Gymnasium), 1920-26

Strategic assessment of the amendment

Why is the amendment required?

The above listed buildings at 491 Glenferrie Road, Hawthorn (Scotch College) have been identified as havinglocal heritage significance to the City of Boroondara. At the Urban Planning Special Committee (UPSC) Meeting on 18 August 2014, the UPSC resolved to adopt the heritage citation for Scotch College and request Ministerial authorisation to prepare and exhibit Amendment C183 to the Boroondara Planning Scheme to introduce a Heritage Overlay to these buildings.

The amendment is required to introduce the Heritage Overlay to the above listed buildings at Scotch College. Given that the buildings share a common history and heritage significance of the College, it is proposed that the buildings(with a 10 metre curtilage around each building envelope) are included in a single Heritage Overlay (serial listing).

How does the amendment implement the objectives of planning in Victoria?

The amendment is consistent with the objectives of planning in Victoria by implementing the objective detailed at Section 4 (1) of the Planning and Environment Act 1987 which states:

“to conserve and enhance those buildings, areas or other places which are of scientific, aesthetic, architectural or historical interest, or otherwise of special cultural value.”

Theheritage values associated with Scotch College and itsbuildings proposed for protection are outlined in the heritage citation.

How does the amendment address any environmental, social and economic effects?

The amendment is expected to have a positive social effect by protecting buildings of local heritage significance in the City.

The amendment is not expected to have any adverse environmental or economic effects.

Does the amendment address relevant bushfire risk?

Not relevant.

Does the amendment comply with the requirements of any Minister’s Direction applicable to the amendment?

The amendment is consistent with the Ministerial Direction on the form and content of Planning Schemesas identified at Section 7 (5) of the Planning and Environment Act 1987.

The amendment complies with Ministerial Direction No. 9 Metropolitan Planning Strategy which requires amendments to have regard to Plan Melbourne: Metropolitan Planning Strategy. The amendment is consistent with Initiative 4.7.1 Value Heritage when managing growth and change, where it states “Plan Melbourne aims to protect the city’s heritage and improve heritage management processes within the Victorian planning system.”

The amendment is not considered to compromise the implementation of the Metropolitan Planning Strategy.

The amendment also addresses the requirements of Ministerial Direction No. 11 - Strategic Assessment of Amendments.

How does the amendment support or implement the State Planning Policy Framework and any adopted State policy?

The amendment is consistent with the State Planning Policy Framework, in particular Clause 15.03 (Heritage). It implements the policy by including buildings of local heritage significance in the Schedule to the Heritage Overlay.

How does the amendment support or implement the Local Planning Policy Framework, and specifically the Municipal Strategic Statement?

The amendment is consistent with the Local Planning Policy Framework, particularly Clauses 21.05 (Heritage, Landscapes and Urban Character) and 22.05 (Heritage Policy), which relate specifically to the cultural heritage significance of places within the City of Boroondara. These policies seek to identify, protect and enhance the heritage significance of places within the municipality.

Does the amendment make proper use of the Victoria Planning Provisions?

The Heritage Overlay is the most appropriate mechanism for recognising and protecting the heritage significance of the identified buildings within Scotch College.

How does the amendment address the views of any relevant agency?

The views of relevant agencies will be sought through the public exhibition phase of the amendment.

Does the amendment address relevant requirements of the Transport Integration Act 2010?

The amendment is not expected to have any significant impact on the transport system.
