A regular meeting of the Leeds City Council was called to order by Mayor Lloyd Himle on Wednesday, September 7th, 2016, 6:00 pm at Leeds City Hall. Present were Council Members: Rob Nelsen, Patrick Streyle, Kyle Nelsen, and Kris Larson. Also present were Special Assessment Commission members: Roberta McGarvey, Linda Lybeck, and Greg Moller, Benson County Deputy Treasure Lisa Lauckner, Owners of Golden Plains Frozen Foods, Roger Kenner and Ron Hofstrand, Aflac Representative Alysha McCloud, Brad Muscha with Moore Engineering, City employees: Edythe Nelsen, Justin Nelsen and Kari Follman.

Annexation

Roger Kenner and Ron Hofstand presented the council with their concerns about the proposed Himle Addition Annexation.

Police

Sheriff Rohrer was absent and no report was given.

Sewer Replacement District

A motion was made by Kyle Nelsen, seconded by Streyle, to have Moore Engineering compile change order No 2. The motion carried unanimously.

Rob Nelsen made a motion, seconded by Kyle Nelsen, to approve Contractor’s application for payment No. 4 in the amount of $404,687.37 to Geo E Haggart for construction completed to date. The motion carried unanimously.

A motion was made by Streyle, seconded by Larson, to approve Moore Engineering Invoice 313588 in the amount of $22,812.10. The motion carried unanimously.

Streyle introduced Resolution 09-07-16-01, contingent upon revision being made to sections regarding the HUD grand funding. The HUD grand funding is no longer part of the funding package. The introduction of the resolution was seconded by Rob Nelsen. Members of the governing body voting in favor of the resolution were Pat Streyle, Kris Larson, Rob Nelsen and Kyle Nelsen, no member voted against said resolution and no members were absent and not voting. The resolution was duly passed and was signed by the Mayor.

A motion was made by Larson, seconded by Rob Nelsen, to authorize Mayor Himle and City Auditor Kari Follman to perform loan closing procedures. The Mayor and Auditor will have the authority to choose a loan closing date that provides the most favorable interest rate. The motion carried unanimously.

No protests were received for the property assessment list that was published in the Benson County Farmers Press June 9 & 16th 2016. Larson made a motion to finalize and approve special assessment list as published and to certify list to Benson County Auditor by Oct 15, 2016. Rob Nelsen seconded motion, and the motion carried unanimously.

Aflac Insurance

Aflac representative Alysha McCloud presented various insurance plans to the City Council. Three people would be required to participate for the City of Leeds to be eligible. The Council will review plans and make a decision regarding Aflac insurance at a later date.

Financial Reports

A motion was made by Kyle Nelsen, seconded by Kris Larson, to approve financial reports. The motion carried unanimously.

Kyle Nelsen made a motion, seconded by Rob Nelsen, to approve time sheets for city employees. The motion carried unanimously.

A motion was made by Kyle Nelsen, seconded by Streyle, to approved minutes from the August 1 and August 22 meetings. The motion carried unanimously.

Public Works Superintendent

A motion was made by Kyle Nelsen, seconded by Rob Nelsen, to accept Public Works Superintendent’s report along with the recommendations from Lake Region District Health for the City to send letters to several owners regarding unacceptable conditions of their properties. The motion carried unanimously.

Old business:

No motions were made regarding any old business items.

New Business

A motion was made by Kyle Nelsen, seconded by Streyle, to approve building permit for Scott and Roberta McGarvey. The motion carried unanimously.

A motion was made by Larson, seconded by Rob Nelsen, to approve payroll & accounts payable. The motion carried unanimously. The bills are as follows:

A motion was made by Rob Nelsen, seconded by Larson, to adjourn the meeting. Motion carried unanimously. Meeting was adjourned at 9:20 PM.
