Deputy Clerk’s Report

7. Request from Beeston Open Gardens, Proposed Enhancement to the Green in Beeston

Beeston Open Gardens have written to request permission to make changes to Beeston Green (Copy of letter attached).

They would to replace the two planters in front of the notice board and the larger planter to the north side of the notice board with similar sized planters on slabs, this is due to the deteriorating state of the existing planters. They would also like to place an additional planter on slabs at the north end of the Green to mirror that at the south end. They intend to carry out the work in May 2010.

They would also like to have the tree trunks that have been left on the Green carved into a bench and seats and placed close to the point where the Greensand Ridge Way leaves the Green towards the west. The bench and seats will be placed on rubber grass reinforcing to reduce wear and tear to the ground and prevent the appearance of bare and or muddy patches. The Beeston Open Gardens Committee will carry out all necessary works and the village task team is happy to undertake any maintenance of these new facilities.

Members may recall that Beeston Open Gardens made a request last year to have permission for the silver maple trunk carved into a Dragonfly picnic table. Members Resolved on the 15th December 2008: That if Beeston Open Gardens obtain funding that permission is granted for the old tree stump to be carved into a dragonfly picnic bench and located where Greensands Ridge Walk enters Beeston Green. The Beeston Open Gardens have been unable to obtain funding and this is why they are now requesting permission to have the tree trunks carved into a bench and seats.

(Members are requested to decide whether they would like to give permission for the following;

1.  Removal of existing deteriorating planters and replacement with new ones.

2.  Additional new planter at the north end of the Green.

3.  Moving of the tree trunks to where the Greensand Ridge Way leaves the Green to the west and carving into a bench and seats.)

8. Sandy Enhancement Group

At its meeting on Wednesday 18th November 2009 the Sandy Enhancement Group made one recommendation to go to the next Planning Parks and Open Spaces meeting.

7. SPRING BULBS, COLOUR SCHEME AND PLANT SELECTION FOR 2010

Resolved to Recommend: That the Group supports the permanent planting to improve the end triangle at Faynes Corner as mentioned in the Agenda of 23rd November 2009 of the Open Spaces Committee and they also support that permanent planting be put in the borders of Faynes Corner for all year round interest.

Members may recall that the Open Spaces Sub Committee on the 23rd November Resolved to recommend that additional plants are purchased to replace the plants that have died at a cost of £250.00.

The Cost to purchase permanent plants for the borders along the walls will be £225.

(Members are requested to consider the request and to instruct on how they want to proceed).

Minutes of the Emergency Plan incorporating Flood Plan Working Group meeting held on Thursday 2nd November 2009 at 7.00pm in the Council Chamber at 10 Cambridge Road, Sandy.

PRESENT

Also present was Cllr G White & Mr J Walker.

1. Apologies - None. Not present: Cllr Mrs S Sutton.

2. Minutes of meeting held on the 11th June 2009.

Resolved: That the Minutes of the Meetings of the Emergency Plan incorporating Flood Plan Working Group held on the 11th June 2009 be approved as a correct record.

The Deputy Clerk reported that all the contacts in Sandy Town Council’s Emergency Plan had been contacted and that Deputy Clerk had written to Mr Berry twice since the last meeting and that a response had now been received.

3. Information from Mr Berry, Central Bedfordshire Council.

Members and Mr Walker discussed the information provided by Mr Berry, Emergency Planning Manager, Central Bedfordshire Council.

Resolved: (a) That the Deputy Clerk writes to Mr Berry to ask how the flood plan test went on the 15th September 2009? Can he provide further details on the plan and what is meant by, “the plan attracts a protective marking?”

(b) That the Deputy Clerk writes to Mr Berry with a suggestion that a meeting takes place with Central Bedfordshire Council and that all Town and Parish Councils within Central Bedfordshire are invited to discuss Emergency Planning.

4. Any other business

Members and Mr Walker discussed about contacting people at risk of flooding.

Resolved: (a) That Mr Walker provides the Town Council with a list of the properties that are at most risk of flooding.

(b) Mr Walker drafts a letter for the Council to send to the properties he identifies as most at risk.
