Subject: RPPOs input into the implementation review and support system (IRSS)
Introduction
The 21st TC discussed its role regarding IRSS and proposed two areas in which RPPOs can contribute to addressing issues with implementation of relevant ISPMs: pest reporting and systems approach.
This document provides a basis forthe 22nd TC for discussingpest reporting.
IRSS
CPM-5 briefly discussed the progress regarding IRSS. The programme has just started although some elements, such as the monitoring of the fulfillment of reporting requirements, have been ongoing. The TC also discusses regularly implementation difficulties with ISPMs which are than reported in the TC report.
Pest reporting
IPPC Secretariat submits a report to CPM which includes an overview how contracting parties fulfill their reporting obligations. The following table was presented to CPM-5:

% = (number of countries in a region with one or more documents for a reporting category / total number of contracting parties in the region) × 100.
Although IPPC Secretariat notes improvement of pest reporting, there is still considerable room for improvement. IPPC Secretariat plans to address this issue in 2010 although what will be done is not elaborated. In view of improved pest reporting it is important that facilitation of pest reporting to IPPC through RPPOs becomes operational.
Checking pest reports on IPP for 2010, there are only 28! pest reports submitted by: Brazil (1), Australia (13), Canada (3), United Kingdom (3), United States (3), Belgium (1), French Polynesia (1), South Africa (1), Fiji (1) and Barbados (1).
Implementation difficulties
EPPO investigated the difficulties its members face regarding pest reporting.
The most mentioned difficulties in order of importance were: lack of resources, lack of IPP editors, lack of clarity on reporting obligations and only few members mentioned concern about trading partners.
The respondents suggested the following solutions: simplified reporting template, reporting to IPPC through EPPO, revision of ISPM No. 8 and instruction on the use of IPP.
Discussion in TC-22
-All RPPOs are invited to share the major difficulties regarding fulfilling pest reporting obligations by there members;
-how can pest reporting be encouraged and improved in all regions;
-which recommendations improve pest reporting by all NPPOs should TC-22 submit to the IPPC Secretariat and CPM ;
-what can the TC contribute to improve pest reporting by NPPOs;
