HELD IN THE SCHOOL, WHITE GAP ROAD, LITTLE WEIGHTON

120/17 OPEN FORUM: 7 members of the public present.

A Riplingham resident raised concern over the number of accidents/incidents around the Riplingham

& South Cave Road over the past few years, none the less mentioned a recent accident which saw

the AirAmbulance also in attendance. He stated there has been 15 accidents in the past 2 years and

has details logged of the events. He has raised this with ERYC Office Patrick McEye but to no avail.

Questions were asked if Chevrons could be added to this road as it’s been highlighted as an accident

Blackspot?

Mr Barratt & Mr Heward of Farmwatch presented information relating to the ANPR’s and answered

questions the Council had. 3 sets of ANPR cameras are required in this area. The cameras would be

linked nationally to the PNC.

Susan Oliver presented to the Council a potential ‘European Funding’ - The LEADER fund that could be applied for which is open to the Voluntary and Commmunity Sector for Rural Living. A fund which is for projects that create jobs, helps businesses to grow and benefits the rural economy, under the scheme. This is an area of funding proposed to access for the shortfall of funds for the doctors surgery.

121/17 - MINUTES

Minutes of the Ordinary Meeting held Thursday 13th July 2017 & 14th August 2017 having been circulated, were then accepted as a correct record and signed.

122/17 DECLARATION OF INTEREST - Cllr A.Woodall (Planning 13c), Cllr L.Fawcett (Planning13c),

Cllr J.Richardson (Planning 13c), Cllr R.Elvidge (Planning 13c). Personal interest.

123/17 LOCAL POLICING TEAM – 1 crime reported for August 2017 – Shed Burglary at Bentley. No further details known.

At this point the Grant request from Farmwatch was discussed.

Councillors discussed the application, other Parish Councils are to be asked also to support the request for ANPR’s and as such RESOLVED – The Council fully support the implementation of ANPR’s and awarded £500 in principle towards the purchase of cameras to 31.3.2017.

124/17 LITTLE WEIGHTON DOCTORS SURGERY

Following Susan Oliver’s introduction of the LEADER fund, Council were also advised that a meeting of the SOS group (Save our Surgery) would be held on Monday 9th October 2017 in the Black Horse at 7.pm, an invitation to all Stakeholders to assess the position in relation to a new surgery. The Parish Council accepted the invite to attend.

The clerk will also circulate the SOS letter to the Neighbouring Parish Councils who support the request for a surgery and ask them if they are able to attend.

125/17 LITTLE WEIGHTON PLAYING FIELDS

a)Replacement Doors to Pavilion Storage Room & Weather strip – Works Completed.

Cost of £390.00

b)Further damage at the Playing Fields, with locks super glued, dugouts ‘kicked’, door handles sheared off. CCTV Camera’s were discussed, but Councillors agreed to monitor and keep a log of incidents and ask the Police to patrol when they are available. This item will be revisited if a high volume of incidents occur. Action: Clerk

c)Bowls & Football Club Liaison meeting had taken place on Tuesday 5th September 2017. The Bowls Club formerly thanked the Parish Council for their grant during the year, it had been a huge help and greatly appreciated. The hedge in the Playing Fields and the Bowls Club was discussed and in need of cutting back & reducing in height. Cllr Fawcett will pursue a quotation for this work.

c)Annual Return – The Annual Return had now been signed off by PKF Littlejohn. The External Auditor report and Comment was duly noted. (Section 3 – section 2 Report HU0199) – Completion of the audit has now been placed on the website and parish noticeboard.

d)Grant request from Little Weighton Coffee Morning Group – Discussion took place regarding the request for funds. It was RESOLVED – On the basis of the submission the parish council will support any rental costs whilst the group have not been able to access the Village Hall, and will pay Room Hire Charge at the Village Hall from the date the group attend following the re-opening of the hall and until 31.3.2017.

e)Grant request from Little Weighton Village Hall Committee – On the basis of information submitted, Council asked that the Assets & Liabilities document is signed by the Village Hall Chairman & Treasurer and the grant form returned also for signature. (Incomplete application)

131/17WARD COUNCILLORS REPORT

Councillor Galbraith reported on a Health through Warmth Grant – This offers help to people in England and Wales who have long term illnesses and are finding it hard to fully fund heating systems/repairs and insulation in their homes.

132/17 GROUNDS MAINTENANCE

The Hedge near Bluestone Bottom (Junction) requires cutting. The Clerk will make contact at ERYC.

Tree Carving – The Clerk reported costs for a stone carving and possible Corten Steel Design. An example of the Steel was shown. Council asked that this information was put in the Newsletter and to ask for any comments. Action: Clerk

Tree Carving Electrics – A site meeting with East Riding Street Lighting Engineers, Mike Nequest, Ken Robson, Council Chairman and Clerk to review the cabling and confirm that works could commence in the relocation of the electrics to the pond rear wall. Excavation costs for cable trenching have been requested. RESOLVED – All works are to be completed by Mid October 2017.

Reed Beds – The Pond reeds need cutting back. A cost is required to cut back and thin out. The Chairman asked that the Clerk circulates cost once sought to all Councillors and decision made following comments.

Village Entry Signs – This agenda item will be discussed at the October Meeting due to time constraints this evening.
