MINUTES OF PRE-BID CONFERENCE
Construction of Sinaloc Multi-Purpose Hall, Construction of Amoros ECCD Center and Supply and Delivery of Construction Materials (Grandstand)

I. CALL TO ORDER
Upon declaration of quorum the Chairman called the meeting to order at 2:00 p.m.
II. HIGHLIGHTS OF THE MEETING
The Chairman acknowledged the presence of the representatives of the following establishments:
1. JDE Construction
2. Jimwen Construction and General Merchandise
3. Angel and Sam Construction
4. Gimpab Enterprises
III. MATTERS TAKEN-UP
The following important aspects of the procurement were discussed:
1. Envelope 1 consists of Eligibility and Technical Documents specified in the provided ITB and as stated in Section 23 (Eligibility Requirements) of RA 9184.
a. PhilGEPS and Tax Clearance certificates are already available; this may be included in the eligibility requirements so this will be no longer required during post-qualification.
b. Bid security requirements are in accordance with Section 27 of Ra 9184. A Bid Securing Declaration can be used as an additional form of bid security or alternative to the existing forms under the IRR.
2. Envelope 2 consist the Financial Documents
a. Only the Financial Proposal of those who passed the eligibility check shall be opened.
b. Bid Proposal and Bid Form must be duly signed by the bidder or bidder's authorized representative.
3. ABC:
a. Construction of Sinaloc MPH (Infra) = ₱ 1,800,000.00
b. Grandstand (Goods) = ₱ 497,190.00
c. Construction of Amoros ECCD (Infra) = ₱ 684,621.98
4. As per City Engineer’s Office representative Mr. Michezedek Roi J. Lignes, there is a revision in the floor plan:
a. delete 1-CR at conference Room
b. extend wall on line A-B and 3-4
c. provide 2-CR on the extension area (kitchen room)
d. stone works shown on the plan is not included on the pay item
5. Bids exceeding the amount of ABC shall not be accepted.
6. Issuance of bidding documents will be on December 1-9, 2016 during office hours from 9:00 a.m. to 4:00 p.m.
7. Bidding Documents Fee:
a. Construction of Sinaloc MPH (Infra) = ₱ 5,000.00
b. Grandstand (Goods) = ₱ 500.00
c. Construction of ECCD Center (Infra) = ₱ 1,000.00
8. Bid Opening Schedule on December 12, 2016 with the following time:
a. Construction of Sinaloc MPH (Infra) = 1:00 p.m.
b. Construction of Amoros ECCD Center = 2:00 p.m.
c. Grandstand (Goods) = 3:00 p.m.
9. For the materials of Grandstand project, roll-up doors and fabrication/installation of steel gate will be separated from hardware.
IV. INVITE BIDDERS TO ASK QUESTION
The following are the queries and the corresponding replies:
Query / BAC Reply1. Angel and Sam clarify on the sealing and marking of bids
2. Is there need for the Safety and Health Program be received from DOLE
3. What happen if copy 1 & 2 lack documents
4. Can we asked copy of the minutes for this Pre-bid Meeting / 1. The BAC preferred to receive bids with the following:
a. For an easy checking of the documents, each item should be tabbed
b. Bidders shall submit 3 sets of bids, 1-containing original copiers and 2- contains authenticated copies from the original
c. Engr, Rey A. Labis also remind the bidders to make sure that the submitted bidding documents are properly sealed
2. Yes, the submitted Construction Safety and Health Program should be received by DOLE
3. Original copy prevails
4. Yes, it will be available in 3 days. A Supplemental Bid Bulletin will be issued also during the availability of bidding documents
The Chairman then announced that after this Pre-bid Conference, the Bidders can still send Request for Clarifications until December 09, 2016. A Bid Bulletin will be issued containing the Minutes of Meeting of this Pre-Bid Conference, replies to Request for Clarifications (if there are any).
V. ADJOURNMENT
There having no other matters to discuss, the meeting was adjourned at 3:00 P.M.
