Washington Twp Easter Classic - 2017 RULES AND REGULATIONS
All Tournament games will be played under FIFA rules unless otherwise indicated in these instructions.
Washington Township forbids the consumption of alcoholic beverages at any of its parks. The township is strict in enforcing the 15 MPH speed limit and pedestrian crossings within Washington Lake Park. Park only in designated areas. Smoking is prohibited on all Washington Township public property and school grounds. Dogs or pets of any kind are not permitted at any of the tournament fields.
Pursuant to NJYS regulations the operation of golf carts or other motorized conveyance at the tournament is restricted to holders to a valid auto driver’s license.
NO DOGS OR SMOKING PERMITTED!!!
TEAM REGISTRATION/CHECK-IN
Prior to the start of the tournament, coaches or team managers will be required to attend check-in. All teams must be affiliated with the USSF or US Club. An official roster, valid 2016-17 player/coach passes (including guest players) and player medical release forms must be presented at registration. A copy of the team roster will be kept by the tournament. Teams may not mix player passes. All passes must be from the same sanctioning organization: USYS, US Club Soccer, NJYS or EPYSA. This also applies to guest players. Passes for guest players must match the passes of the team they are playing for. Players may not play for 2 different teams in the tournament. Where required, out of state teams must present a properly authorized “permission to travel” form. A maximum of 18 rostered players for U13-U18, 16 rostered players for U11-U12. 14 rostered players for U8-U10. All rosters will be frozen at team check-in.
GUEST PLAYERS
A maximum of 4 guest players are permitted subject to the registration limits set forth above.
AGE GROUPING
U-18 Must be born after January 1, 1999
U-17 Must be born after January 1, 2000
U–16 Must be born after January 1, 2001
U–15 Must be born after January 1, 2002
U–14 Must be born after January 1, 2003
U–13 Must be born after January 1, 2004
U–12 Must be born after January 1, 2005
U–11 Must be born after January 1, 2006
U–10 Must be born after January 1, 2007
U– 9 Must be born after January 1, 2008
U– 8 Must be born after January 1, 2009
Any team with mixed age players must play in the oldest applicable age bracket. It is a coach’s responsibility to ensure that his / her team is entered in the correct age grouping. Teams found to have an illegal player will be disqualified from the tournament and any games played will be forfeited. Please be careful that you are placed correctly.
GAME DURATION
U8 through U12: (2) 25 minute halves with a 5 minute halftime
U13 through U18: (2) 30 minute halves with a 5 minute halftime

GAME BALLS
U12 & under: # 4 Ball U13 & above: # 5 Ball
Tournament will provide game balls.
PLAYER EQUIPMENT
All players must have proper equipment including the wearing of shin guards. A player found on the field with illegal equipment will be sent off by the referee. The player will be permitted to re-enter the game at the next regular substitution, provided the illegal equipment is removed.
Eye glasses and properly wrapped and/or padded casts will be permitted at the discretion of the referee. Players with earrings or jewelry of any kind will not be permitted to play.
DELAYS AND CANCELATIONS
The tournament committee reserves the right to change times and locations in the event of inclement weather or other unforeseen circumstances. Every attempt will be made to complete the game schedule. Only the referee can stop play once a game has started. Games that are halted due to weather conditions will be resumed at the first opportunity. The Tournament Committee reserves the right to alter the length of any game due to the weather or any other extenuating circumstances.
In accordance with NJYS regulations, if the entire tournament is cancelled prior to the start of play, registered teams will be refunded a minimum of 80% of their registration fees.
GAME TIMES
All games will start promptly at the scheduled time. Please note that the referees have the authority to shorten the halftime break or duration of each half as required to be sure that all games stay on schedule. There is no time allowed for teams to warm up on the field. All warm ups must be completed off of the field and teams MUST to be ready to play as scheduled. At the discretion of the referee time may be added, but ONLY for lost time due serious injuries that require medical staff to be called to the field.
CAUTIONS (Yellow Cards)
Any player / coach accumulating (2) cautions will be ineligible to participate in their next game.
Any player / coach accumulating three (3) cautions will be dismissed from the tournament.
EJECTIONS (Red Cards)
Two (2) cautions to the same player or coach during a game constitute a red card and will result in an ejection. Any player ejected from a game will be ineligible to participate in their next scheduled game. Any coach ejected from a game will be ineligible for the remainder of the tournament. Any ejection (coach or player) will result in one (1) point being deducted from the team’s points standings. The (1) point penalty applies to all ejections.
Parent Conduct
Improper parent conduct will not be tolerated. Coaches will be responsible for controlling and maintaining the conduct of the parent sidelines at all times. The referee or tournament officials may eject parents from the sideline if necessary. Any parent ejection will result in one (1) point being deducted from the team’s points standings.
SUBSTITUTIONS
With the permission of the referee substitutions will be permitted as follows (players must enter/leave field at midfield): unlimited before any goal kick; after a goal is scored; during any throw-in (possession not required - referee has the discretion to deny any substitutions if a team is abusing this rule in an attempt to disrupt play) and at half time. If a player is injured and play is stopped, the injured player must be taken off and both teams are permitted unlimited substitution. Players receiving a yellow card do not have to be substituted.
PROTESTS
No protests will be allowed unless the infraction involves the use of an ineligible player. The referee’s decisions during the game will be final. Protests regarding ineligible players - notify the field marshal or tournament site director immediately. Teams using ineligible players will be issued a forfeit for any games played involving this player.
AWARDS
All first place finishers will be awarded trophies, ages U11 and above. Second place medals will be awarded for 6 team brackets only. In accordance with NJYS rules, all U-8, U-9 and U-10 players will receive participation awards.
U-10 & YOUNGER TEAMS
In accordance with NJYS rules, our tournament is non-results oriented for U10 and younger teams. Standings and scores will not be posted.
STANDINGS
All teams will play three (3) games. Standings will be determined by using the following point system:
· Win - Three (3) points
· Tie - One (1) point
· Loss - Zero (0) points
· Red Card - Minus One (-1) point
· Forfeit Loss - Minus Three (-3) points
· Winning team goal differential exceeds 6 goals - Minus Two (-2) points
BONUS POINTS (only used in tie-breaker situations)
●Shutout Win = Three (3) bonus points (no bonus points for a 0 – 0 tie or a forfeit win)
●Winning Team Goal Differential = One (1) bonus point for each goal with a maximum of three (3) points per game. No goal differential bonus points will be awarded when the winning goal differential exceeds six (6) goals.
TIE BREAKERS (U11+ Brackets Only)
If two or more teams are tied at the end of tournament play, the tie will be decided by the following rules to determine the bracket winner:
a.Two teams tied
i.Total number of bonus points
ii.Head to head play
iii.Most wins
iv.Least goals allowed
v.Shoot-out
b.Three or more teams tied: (The following tie breakers will be used until one team is eliminated and then reverts to tie breaker rule # 1- Two teams tied, starting at A).
i.Least wins
ii.Most goals allowed
iii.Least total bonus points
SHOOT-OUT (only used if tiebreaker systme above does not break the tie)
●Referee will decide which goal is to be used.
●Winner of coin toss will have choice of shooting first or second.
●Each coach will select five (5) primary shooters.
●After five (5) shots, the team with the most goals will be declared the champion.
●If the teams are tied after five (5) shots, the shootout continues with each team alternating shooters in a golden goal format. No player may shoot twice until all players (including goalies) have shot once.
*** OTHER IMPORTANT INFORMATION ***
●There is no overtime - ties remain as ties. PK shoot outs are only required to determine a bracket champion if the normal tie breaker guidelines do not produce a champion
●Athletic trainers and/or medical staff will be at each site. For any injuries contact the field marshal or tournament staff.
●DOGS OR PETS OF ANY KIND ARE NOT PERMITTED AT ANY OF THE TOURNAMENT SITES. PARK RANGERS OR TOURNAMENT STAFF WILL BE ENFORCING THIS AT EACH SITE
●The home team listed on the official tournament schedule will have the ball to start the game. The visiting team will have the ball to start the 2nd half.
●In the event there is a conflict in jersey colors, the home team listed on the official tournament schedule will be required to change colors.
●Coaches MUST have in their possession valid player & coach passes at every tournament game for all players participating in the game. Failure to present passes upon request by tournament staff or match officials may result in a forfeit. Players and/or coaches who are issued a Red card will be required to give their pass to the center referee. Tournament staff will mail the pass to the association issuing the pass along with a detailed report regarding the red card.
●All player/coach/parent ejections, red cards, yellow cards and any poor conduct issues will be reported to NJ Youth Soccer, US Club Soccer or the state association sanctioning the team.
●All referees will be USSF certified (Grade 8 minimum) and will be assigned by a NJYS/USSF certified assignor. All small sided 8v8 games (U8 to U12) will have a center referee only. Each team will be required to provide a parent volunteer for the lines to notify when the ball has left the field of play only. All 11v11 games (U13 & up) will utilize a 3 man referee crew.
●U8-U10 games will be played on a 7v7 sized field, U11-U12 will be played on a 9v9 sized field. U13 & older will play full sided 11v11
●At the discretion of the tournament director, teams may be asked to play up one age group if required to form competitive brackets.
●Coaches and Team Managers - it is your responsibility to thoroughly read and fully understand these rules and regulations prior to the tournament
