GENERAL PURPOSE: Revision 01: 4/16
Analyzes electric system resources and needs; develops the master plan to meet these needs, to include cost projections and capital budgeting under the direction of the Assistant G.M., Operations. Monitors electric system operations and collaborates with all electric system departments.
QUALIFICATIONS:
- Must possess organization, communication, andleadership skills.
- Completion of Bachelor’s Degree in Electrical Engineering from an accredited college or a related area or education at a level necessary to accomplish the job.
- Must be knowledgeable of management practices, regulatory requirements and industry practices pertaining to public power, and have twoyears’ experience that is related and at a level necessary to accomplish the job.
- Must possess mathematical and electrical theory knowledge
- Must possess computer skills relating to office & engineering design criteria at a level necessary to accomplish the job.
- Must have a demonstrated level of expertise in electrical power system operations in the field of electric utility metering, SCADA communications and control, protective relaying or substation operation, and be knowledgeable of management practices, regulatory requirements and industry practices pertaining to electric system operations
- Must have experience in design, repair and analysis of electric systems
- Must have exposure to electrical engineering design principles and methodologies.
- Must be able to relate favorably to customers and to work cooperatively with other employees, regulatory groups and the general public.
- Must be capable of maintaining regular attendance.
- Must pass post-offer drug test and post-employment physical exam as required.

ESSENTIAL JOB FUNCTIONS:
- SYSTEM PLANNING FUNCTION.
Duties: Monitors and projects short range and long range power supply and distribution needs and availability. Develops electric system master plan that includes demand projections, system capacity, power supply & distribution costs, capital project needs and financial requirements. Master plan must incorporate regulatory and electric industry standards, and assess the impact of those requirements. Responsible for staking current and future electric projects for the distribution department. Assist in the review and approval of contractor plans, including goals and objectives, work breakdown structure, detailed scope descriptions, detailed schedules, risk management approach, and milestone descriptions. Coordinates with field management assessments and audits. Provides technical direction, serves as a point of contact or business liaison, prepares briefings for senior management and assists in problem resolution specific to the program/project. Designs and tests electronic products. Writes manufacture and test procedures and reports. Participates in project teams and all activities related in the development and design of the electric system. Assist in the installation, development and operation of an advanced metering infrastructure (AMI) system. Develop specifications for electrical equipment. Assist with the development of customer contracts.
- BUDGETING & RATE DEVELOPMENT FUNCTION.
Duties: Analyzes power supply and delivery cost and distribution and/or resale strategies that include assisting the Financial Services Supervisor in the development of rates and structures. Coordinates and collaborates with others in the development of budgets for electric system operations. Analyzes information and statistical data in order to monitor and evaluate electric system operations.
- OPERATIONS SUPPORT FUNCTION.
Duties: Monitors and supports power supply and distribution operations to insure that power supply and quality meets all regulatory and industry standards, and customer expectations. Analyze and create reports from data obtained from AMI system and SCADA system to help insure proper transformer loading, phase balancing on feeder circuits and volt/VAR to reduce electric line losses and increase grid efficiency. Monitors, supports and performs electric metering function to include C&I meter site installations and verifications. Keep annual records of all CT metered customer’s tests and verifications. Assist in the development and preventative maintenance scheduling for all electrical substations.
- TRAINING & CERTIFICATION FUNCTION.
Duties: Helps coordinates Certification Training and job safety initiatives required for electric system operations.
- CAREER DEVELOPMENT FUNCTION.
Duties: Attends and participates in company initiated orientation, meetings, conferences and on-site/off-site individual and group training or personal development as appropriate for this position so as to enhance knowledge and skills and prepare for change. Travel as needed to participate in such training or development.
