SUMMARY

Report of the First Meeting of Asia/Pac of Aeronautical Telecommunication Network (ATN) Implementation Co-ordination Group of APANPIRG in Seoul, Republic of Korea 22-26 May 2006. This paper also conveys the major issues relating to ATN/AMHS service implementation and operation in the Asia/Pacific region.

1Introduction

The International Civil Aviation Organization (ICAO) Asia/Pac regional office held the first meeting of Asia/Pac ATN Implementation Co-ordination Group of APANPIRG in Seoul, Republic of Korea 22-26 May 2006 to discuss the ATN implementation technical exchange, planning and report the progress.

2Outcome of Meeting

Followings are major conclusion of the APANPIRG ATNICG/1:

  1. ATN Router Plan: Attachment I depicts States in the Asia and Pacific regions committed to implement ATN Router in the region, following is the regional Air Navigation Plan FASID documents. The backbone will be interconnected by end of 2007. The Asia/Pacific ATN backbone is expected to complete by early 2008. The Attachment II shows the Asia/Pacific Regional ATN Backbone Interconnection. The major ATN Backbone Boundary Intermediate System (BBIS) in the region are located in Australia, China, Fiji, Japan, Singapore, Thailand, and USA. Most of States implement ATN have dual stacks ATN Router (X.25 and IP sub-networks) capability;
  1. Regional strategy has been proposed to be amended to include dual stack protocols to allow flexibility;
  1. ATS Message Handling Service (AMHS) Implementation Plan: Attachment III shows States in the Asia and Pacific regions committed to implement AMHS in the region following regional Air Navigation Plan FASID documents.
  1. AMHS Addressing Scheme and Coordination: The ATNICG/1 concluded that the maintenance of the AMHS addressing scheme and Addresses on a sharing information basis with one database to be set up in Asia and Pacific region. Aerothai has accepted the responsibility for the Asia/Pacific region to coordinate with other ICAO regions. The ATNICG confirms the need to coordinate a synchronous procedure for updating the information should be identified and endorsed by the Aeronautical Communication Panel (ACP).
  1. Binary Universal Form for the Representation (BUFR) Coded Message support: Common Technical solution for supporting BUFR code through the File Transfer Body Part (FTBP) should be expedited to be included in the Version 4 of Doc9705; despite of concerns expressed by OPMET detailed requirement needs to be further confirmed, the technical solution to support BUFR code Operational Meteorological (OPMET) information should be identified independently.
  1. ATS Inter-facility Data Communication (AIDC): The meeting recommend to ACP Working Group N to consider streamlining the messages set related provisions on AIDC in the Doc9705 with those proposed changes in Doc9694. In terms of AIDC messages set is concerned, perhaps a better solution is to make reference in the Doc9705 to the material in Doc9694, and then study whether there is required to update the rest part of AIDC related to material in the Doc9705. The Asia/Pac regional AIDC implementation plan as shown in Attachment IV.
  1. The ATNICG developed 7 Performance Tasks with many associated sub-tasks as shown in Attachment V.

3Conclusions

This paper reports the Asia/Pac ATNICG meeting and outcome of the regional plan. The ACP Member States are invited to discuss and comment. The Asia/Pacific regional ATN/AMHS implementation activities are underway. The need to confirm the interface with BUFR coded generated system and baseline of AIDC are critical for the contract tendering by the States for operational cost control.
