JOB DESCRIPTION

PURPOSE OF ROLE:- To provide front line enforcement and related services.
KEY ACCOUNTABILITIES:
Scale 7
- To provide front line enforcement and enforcement related services in the following team.
- To support the Regulatory Services Team Leader.
- To undergo training and development enabling the post holder to work effectively across the range of Regulatory Services duties.
- To work as part of a team, assisting colleagues as and where appropriate.
- To be aware of statutory requirements, Council policy, practice and procedures, relevant to the post holder’s areas of responsibility and to use this knowledge to improve the lives of people in the Borough.
- To be an authorised officer of the Council and personally undertake effective enforcement and other regulatory duties under legislation relevant to the team’s areas of responsibility. This work may include providing advice, information and statistics and reports, undertaking inspections; the investigation of complaints; sampling, researching, surveying, test purchasing and monitoring.
- To work to national and local service indicators, targets, work practices and procedures and standards of customer care set for the team.
- To risk assess personal work and ensure that safe working practices, based on team procedures are followed.
- To produce work of a high standard including enforcement and other regulatory duties.
- To prepare letters, reports, witness statements, warrants, Improvement and Prohibition notices, prosecution cases, court and other legal documentation.
- To ensure a high standard of recording keeping, including keeping all work updated on relevantdatabase system.
- To attend Council and other meetings, criminal and other courts, tribunals and enquiries and other forums as required.
- To work effectively with electronic and other databases and computer-based systems as appropriate to modern working arrangements.
- To work in ‘partnerships’ and ‘cross-boundary’ work within Regulatory Services, other Council departments and external organisation’s including, the police and government departments.
- To be responsible for any cash, resources, vehicles, equipment, data, including maintenance of secure and confidential standards, as required.
- To work flexibly. Post holder in most placements will generally work between 8am and 6pm Mondays to Fridays but may be required to work up to 14 hours a month outside these hours for which Time Off In Lieu will be given. Post holders in the Pollution (Complaints Team) will however, work a shift pattern alternating between daytime and evening/night time working.
- To respond as required, commensurate with the post holder’s levels of responsibility at times of civil emergency or to meet exigencies of the service.

- Hold relevant qualification in a disciple of Regulatory Services.
- To have an ability to transfer skills to other areas of Regulatory Services.
In addition to Scale 8 responsibilities:
- To effectively carry out technically specialist and complex difficult duties within the Property, Business and Pollution teams within Regulatory Services/
In addition to Scale 9 responsibilities:
- To undertake duties which may lawfully only be undertaken by an Environmental Health officer or an Inspector of Weights and Measures.,

ESSENTIAL QUALIFICATION (S):

A level qualifications or equivalent.
Grade 8:
- A professional qualification related an area of Regulatory Services duties e.g.
Grade 9:
- Higher level specialist qualification relevant to an area of Regulatory Services duties e.g.
- Diploma in Acoustics
- Diploma in Consumer Affairs
- Qualification to act as an Inspector of Weights & Measures
- Qualification to act as an Environmental Health Officer.
